인구통계학적 특성에 따른 경찰활동에 대한 신뢰도 연구

과거 우리나라의 경찰은 정권유지를 위한 도구적 수단에 불과하다는 부정적인 이미지가 강하게 나타나고 있었다. 하지만 최근 선진 여러 나라에서는 국민의 삶의 질에 직접적으로 영향을 미치는 경찰활동 즉, 치안유지와 서비스․봉사를 함께하는 경찰을 필요로 하고 있다. 이에 세계의 경찰은 이제 주민들을 감시하고 억압하는 경찰이 아닌 주민들의 신뢰를 바탕으로 봉사하는 경찰로 변화하기 위하여 다양한 방안들을 강구하고 있다. 따라서 본 연구에서는 경찰활동에 대한 주민의 신뢰도를 평가하고 전반적인 경찰활동의 신뢰도를 높이기 위한 방안들을 찾아내기 위해 시민들을 대상으로 현재 우리나라 경찰활동에 대한 신뢰도를 먼저 확인하고자 조사하였다. 경찰활동에 대한 주민의 신뢰도를 알아보기 위해 먼저 인계통계학적으로 조사하였으며, 가설의 설정을 6가지(성별, 연령, 수입, 주거, 학력, 직업)로 설정하여 선행연구의 결과와 비교하였으며, 본 연구결과의 결과치를 제시하였다. The police activities have been progressing respectively in accordance with every cultural trait and the difference in national consciousness. The police all over the world have been devising a variety of means in order to change the police serving on the basis of the public confidence, not the police keeping serveillance and suppressing from the police activities which are nothing but means to stay in power to the police activities which have a direct effect on qualities of the national life. As a result, this study deals with an evaluation on the public confidence rating and means to enhance the confidence rating of police activities. The demographical analysis of the public confidence rating shows as follows: Firstly, the public general confidence rating on the police activities has been showing high numerical value of 3.3458 per 5. This result is equal to the 66.76% average value during a period of 5 years that 'the survey of the national satisfaction rating on the police administration' is carried into effect by the Gallup poll every year. Secondly, according to sex, women have a 3.3560 higher confidence on the police activities as compared with men. In accordance with age, the confidence rating shows twenties, forties, under twenties, thirties, and fifties respectively in order. Depending on occupations, professional careers show a high confidence rating while the first industry such as agriculture a low confidence rating. According to an academic background and monthly income, the confidence rating and quantities have correlation. In accordance with residential districts, metropolitan cities shows a high confidence rating and a municipality, cities, and counties follow metropolitan cities. As a result, the public confidence rating on the police activities shows differently depending on a demographical characteristic.

테러방지법 시행 이후 대테러정책의 변화와 시사점

The Anti-Terrorism Act stipulates necessary matters and protection against terrorism in relation to prevention and response of terrorism. It also aims to protect the lives and property of the people and to secure national and public security. However, There are various problems in the object, scope and scope of the Anti-Terrorism Act considering the situation of Korean peninsula and international politic. Especially, the Anti-Terrorism Act should focus on collecting information on terrorist organizations, members, and terrorist plans and taking counter-terrorism measures, intelligence collection agencies, anti-terrorism organizations, and external information collection organizations in order to implement effective law. In addition, the Anti-Terrorism Act should define such as extending the period of detention of terrorist suspects, restricting counsel's right to confront and compromising the right to be heard, and arresting foreigners without warrants and providing information related to foreign information intercepted by investigative agencies. The counter-terrorism strategy at the national level should set up a system that reduces the public's security and safety insensitivity. The counter-terrorism policy is to prevent the entry of terrorist dangerous people into the country, to join the international terrorist group and to prevent the natural terrorism, to systemize the safety management of terrorist facilities and terrorist use facilities, to protect the overseas residents and facilities, It is necessary to strengthen international cooperation, improve the ability to respond to new terrorism patterns and measures, to quickly catch terrorist signs and operate an early warning system, to support on-site response and prompt restoration, to prevent human rights violations and to prepare public information plans. 테러방지법은 테러의 예방과 대응활동과 관련하여 필요한 사항과 테러로 인한 피해보전 등을 규정하고 있다. 아울러 국민의 생명과 재산을 보호하고 국가 및 공공의 안전을 확보하는 것을 목적으로 한다. 그러나 남북 상황이나 국제정치적 상황을 고려하면, 테러방지법을 적용할 수 있는 대상과 영역 그리고 범위에 있어서 다양한 문제가 내재되어 있다. 특히 효율적인 테러방지법 시행을 위해 각국 내 정보수집기관, 방첩기관, 대외정보수집 관계기관은 테러조직, 구성원, 테러계획 등에 관한 정보를 수집하고 테러대책의 역할을 담당하는데 중점을 두어야 한다. 법제도상으로는 테러용의자의 구속기간 연장, 변호인의 제척 및 접견권의 제한 등의 규정을 마련하고 있으며, 외국인의 영장 없는 구속, 수사기관이 감청한 외국정보 관련 정보를 다른 정보 관계 기관에 제공 등과 같이 예외적인 사안에 대해 구체적이고 명확하게 규정되어야 할 것이다. 국가적인 대테러전략은 국민들의 안보ㆍ안전 불감증을 불식시키면서 국가 대테러 시스템을 정착시키는 정책이 필요하다. 이에 테러분자나 위험인물 국내입국 차단 철저, 국제테러단체 가입ㆍ동조 및 자생테러 방지대책 강구, 테러대상시설ㆍ테러이용수단 안전관리 체계화, 재외 국민ㆍ시설 보호 및 국가 중요행사 안전 확보, 관계기관 대테러 협업 활성화 및 국제공조 강화, 신종 테러 양상ㆍ수법 대응능력 향상, 테러징후 신속 포착 및 테러 조기경보 시스템 가동, 즉시 현장출동 및 신속 복구지원, 인권침해 방지대책 및 대국민 홍보방안 마련 등이 반드시 필요하다.

Violence and Testimonial Truth in Herman Melville’s Billy Budd, Sailor

This essay explores thematic concerns of Herman Melville’s Billy Budd, Sailor such as violence and justice from the perspective of testimonial truth. To do so, this study first examines the motivation of each main character’s testimonial action, and after that, its sincerity. While Billy’s violence for his innocence and Claggart’s false witness because of his hatred of Billy both signify the perversion of sincerity in testimony, we see that only the legal testimony of Captain Vere lends itself to the secular frame of truth-telling. Such a recognition of secularism draws on a moral dilemma between justice and the law. In that sense, comparative studies tried in this essay, such as Melville’s connection with John Brown and with Henry David Thoreau, explicate the historical and intellectual contexts for the author’s critique of violence and justice. Especially, Hannah Arendt’s theory about the relationship between action and speech deserves our critical attention. Like Arendt criticizes the happening of ‘mute violence’ in the public sphere, the notion of “demanding action while ridiculing talk” as expressed in John Brown’s attack in 1859 can be applied as well to Billy’s violence. When divine justice with violence is at odds with human testimony, its judgment remains controversial.

에어비앤비와 저비용항공으로 초래된 오버투어리즘에 대한 고찰

The purpose of this study is to suggest the cause and solution of the phenomenon of 'overtourism' which causes tourists to flock to a certain area and degrades the quality of life of indigenous people. To this end, we looked at the current situation in Paris, France, and Amsterdam, the Netherlands, where tourists are confused due to the increase in accommodation sharing platform represented by Airbnb. In addition, the low cost carrier (Low Cost Carrier) in Korea, Jeju Island, where the number of tourists increased rapidly. This shows how low-cost airlines, which actively use lodging sharing platform Airbnb and IT technology, contribute to the expansion of tourism while also showing the side effects. Based on these findings, we discussed the academic implications of how IT technology affects overtourism. Furthermore, I would like to suggest a partial solution to the overtourism that is expanding in world-class tourist destinations.over-tourism. Furthermore, I would like to suggest a solution to the growing over-tourism in the world's tourist attractions. 본 연구의 목적은 특정 지역에 관광객이 일시에 몰려들어 원주민의 삶의 질을 저하하는 ‘오버투어리즘(overtourism)’ 현상의 원인과 해법을 제시하는 것이다. 이를 위해, 에어비앤비(Airbnb)로 대표되는 숙박 공유 플랫폼의 영향으로 관광객이 증가해 혼란을 겪고 있는 프랑스 파리와 네덜란드 암스테르담 등의 현황을 살펴봤다. 또 저가격항공(Low Cost Carrier)으로 관광객이 증가한 한국의 제주도를 고찰했다. 이는 숙박 공유 플랫폼인 에어비앤비와 IT 기술을 적극적으로 활용하는 LCC가 관광 확대에 얼마나 기여하는지, 반면에 어떤 부작용을 가져오는지를 보여주는 사례다. 이와 같은 연구결과를 바탕으로 IT 기술이 오버투어리즘에 어느 정도 영향을 미치는지에 대해 학문적 시사점을 논의했다. 나아가 세계적인 관광지에서 확산되는 오버투어리즘에 대한 단편적으로나마 해결방안을 제시하고자 한다.

문화 주도 젠트리피케이션에 관한 고찰 : 문래창작촌을 중심으로

도시재생은 주로 정부나 지방자치단체, 거대상업자본 등에 의해 이루어진다. 이 과정에서도 기존의 하층계급인 주민(원주민)이 쫓겨나고, 지역 전체의 구성과 성격이 변화하는 양상을 보이는 젠트리피케이션(Gentrification)이 일어난다. 특이한 경우지만 최근에는 예술가가 주요하게 개입하는 이른바 ‘문화 주도 젠트리피케이션(Art-led Gentrification)’도 관찰된다. 국내에서는 서울 영등포구 문래동일대가 문화주도 젠트리픽케이션의 대표적 사례라 할 수 있다. 금속기계공업 밀집지역이었던 문래동은 산업구조의 재편과 인근 공단으로의 이주 등으로 공간적 변화가 일어났다. 2001년부터 이러한 경공업지역과 철재상가의 공실에 예술가들이 유입되기 시작했다. 2016년 현재 150여개의 창작공간에서 300명 이상의 예술가가 활동하고 있다. 머잖아 저가임대료를 기대하고 들어오는 예술가들이 지역개발을 주도했으나 외부관광객이 증가하면서 카페, 음식점 등 상업시설이 인접지역까지 밀고 들어오면서 창작활동을 위협받는 상황에 처하게 될 것으로 보인다. 본 연구는 국내에서 보기 힘든 문화 주도 젠트리피케이션 측면에서 문래동창작촌을 고찰하고, 이에 대한을 대안을 제시하려는 것이다.

해양경찰공무원의 동기부여가 조직몰입 및 직무만족에 미치는 영향

As the maritime police system revives with the launch of the Moon Jae-in government, it is urgently needed to strengthen the duty attitude and job capacity of marine police officers more than ever. Based on this purpose, this study analyzed what motivation factors affect organizational commitment and job satisfaction of marine police officers and tried to provide implications for job design, personnel and organizational management of marine police organizations in the future. The research found that job commitment, boss trust, and job autonomy factors affect both organizational commitment and job satisfaction, and reflux (feedback) factors affect job satisfaction only. In the conclusion of the factors, the above four motivational factors were presented to improve the motivation, and the policy implications of improving the organizational commitment and job satisfaction of marine police officers were presented. 문재인 정부 출범과 더불어 해양경찰청 체제의 부활이 이루어짐에 따라 그 어느때보다도 해양경찰 공무원들의 헌신적 근무태도와 직무역량 강화가 절실히 요구되어진다. 이러한 취지에 입각하여 이 연구에서는 어떠한 동기부여요인이 해양경찰공무원들의 조직몰입과 직무만족에 영향을 미치는 가를 분석하여 향후 해양경찰조직의직무설계 및 인사․조직관리에 시사점을 제공하고자 하였다. 연구결과 동기부여요인 중 직무몰입, 상사신뢰, 직무자율성요인이 공히 조직몰입과 직무만족 모두에 영향을 주고 있고 환류(feedback)요인은 직무만족에만 영향을주고 있다. 결론부분에 위의 네 가지 동기부여 요인들에 대한 동기부여 향상 대책을제시하여 해양경찰공무원들의 조직몰입과 직무만족도를 고양시키고자 하는 정책적함의와 연구의 한계점을 제시하였다.

담수에 자생하는 수생식물에서 분리된 내생균류의 지베렐린 생산과 동정

수생식물 샘플은 낙동강과 금호강이 만나는 달성습지에서 자라풀을 채집하였다. 자라풀의 뿌리에서 내생균류를 분리하고 형태가 다른 균주를 관찰하여 최종적으로 16개 균주를 선발하였다. 내생균류의 배양여과액은 식물생장촉진활성 검정을 위하여 난장이벼에 처리하여 스크리닝하였으며, HD1008 균주가 식물생장촉진활성이 가장 높은 것으로 확인되었다. HD1008 균주의 배양여과액을 HPLC와 GC/MS-SIM을 이용하여 분석하였고, HD1008 균주가 식물호르몬인 지베렐린 $GA_1$ (1.2 ng/100 mL)과 $GA_4$ (5 ng/100 mL) 를 생산하는 것을 정량분석을 통하여 확인하였다. 또한, HD1008균주의 beta-tubulin 유전자 염기서열을 이용하여 동정에 이용하였으며, 분자적인 방법과 형태적인 방법으로 관찰하였을 때, 지베렐린을 생산하는 새로운 P. trzebinskii로 동정되었다. Aquatic plant Hydrocharis dubia (Blume) Backer was collected from the Dalsung wetland in Daegu. Sixteen endophytic fungi with different colony morphologies were isolated from the roots of aquatic plants. Waito-c rice (WR) seedlings were treated with fungal culture filtrates (FCF) for screening plant growth-promoting activity. In the results, HD1008 strain isolated from aquatic plant showed highest plant growth-promoting activity. The FCF of HD1008 strain was analyzed using gas chromatography mass spectrometry (GC/MS) with selected ion monitoring (SIM). Analysis of the FCF of HD1008 strain found that it contained gibberellins (GA) ($GA_1$, 1.2 ng/100 mL; $GA_4$, 5 ng/100 mL). Phylogenetic tree of HD1008 strain was constructed by partial internal transcribed spacer (ITS) region and partial beta-tubulin gene sequences. Therefore, we describe HD1008 strain as a new gibberellin-producing Penicillium trzebinskii based on morphological and molecular characteristics.

이고그램(Egogram)과 에니어그램(Enneagram)의 관계연구

본 연구는 이고그램(Egogram)검사의 하위척도와 에니어그램(Enneagram)유형검사의 하위 척도간의 상관을 알아봄으로써 이고그램의 타당성을 입증하고자 하였다. 대구소재 대학 생 300명에게 이고그램과 에니어그램을 실시하였으며, 무성의한 답변을 한 학생을 제외 하고 272명의 표본을 사용하였으며, SPSS18.0을 통해 상관분석을 실시하였다. 분석결과 유형 1은 비판적 어버이자아, 양육적 어버이자아, 어른자아, 순응하는 어린이자아와 정적 상관을 보였다. 유형2는 양육적 어버이자아, 어른자아, 자유스러운 어린이자아, 순응하는 어린이자아와 정적상관을 보였다. 유형 3은 양육적 어버이자아, 어른자아와 정적상관을 보였다. 유형 4는 비판적 어버이 자아, 양육적 어버이자아, 순응하는 어린이자아와 정적 상관을 보였다. 유형 5는 비판적 어버이자아, 어른자아, 순응하는 어린이자아와 정적상관 을 보였다. 유형 6은 비판적 어버이자아, 어른자아, 순응하는 어린아자와 정적상관을 보 였다. 유형 7은 비판적 어버이자아, 양육적 어버이자아, 자유스러운 어린이자아와 정적상 관을 보였다. 유형 8은 상관을 보이지 않았다. 유형 9는 양육적 어버이자아, 순응하는 어 린이자아와 정적상관을 보였다. 본 연구를 통해 이고그램에 나타난 심리적 에너지의 양 에 따라서 에니어그램 유형별 특징이 다르게 나타는 것을 입증하였다.

CFD/CSD 연성 결합 기법을 이용한 HART Ⅰ 시험 결과 검증

본 연구에서는 회전익 항공기가 저속 하강 비행시 발생하는 블레이드와 와류의 상호작용 (Blade-Vortex Interaction, BVI)에 대해 CFD/CSD 연성 결합 기법을 이용하여 해석하고 실험값과 비교하였다. 전산 구조 동역학 해석은 통합 공탄성 해석 프로그램인 CAMRAD Ⅱ를 이용하였고, 전산 유체역학 해석은 RANS(Reynolds Averaged Navier-Stokes) CFD 코드인 KFLOW를 이용하였다. 구조 동역학 모델링을 개선하기 위해 블레이드의 단면 물성치를 측정하였다. CFD/CSD 연성 결합 기법을 HART(Higher harmonic control Aeroacoustic Rotor Test Ⅰ) 로터에 적용하여 해석을 수행하고 로터의 트림, 공력하중, 구조하중 및 블레이드 익단의 변형에 대한 해석 결과를 실험값과 비교하였다. CFD/CSD 연성 결합 기법을 이용한 해석 결과는 실험값과 비교적 잘 부합하고 있음을 확인하였다. This paper conducts a comparison of CFD/CSD loose coupled prediction results on BVI (Blade-Vortex Interaction) phenomenon against the measured wind tunnel data in low speed descending flight condition. A comprehensive aeroelastic analysis code, CAMRAD Ⅱ, is used for CSD analysis. A RANS (Reynolds Averaged Navier-Stokes) code, KFLOW, is used for CFD analysis. The newly measured structural properties of blades are used to improve the correlation. The predicted results are obtained for trimmed value, airloads, structural loads, and blade elastic deformation of the rotor. The results indicate that the CFD/CSD coupling exhibits good correlation with the measured values.
