산학연 파트너십: 공통핵심기반기술개발사업에 관한 실증연구

This paper investigates the government sponsored R&D programs and identifies the main factors affecting the performance of R&D collaboration. The central goal of research is to investigate how the various characteristics of project, partners, and collaboration process affect the performance of R&D collaboration. The empirical results show that strategic importance, commercialization, work sharing, and trust among partners are important factors determining the performance of R&D collaboration. The regression results, however, show that a specific partnership (industry-university, industry-industry etc.) does not cause any significant difference to its performance and suggest that the free-riding problem among partners would not serious under the bottom-up type partner selection process. The study also find that the more centralized organizational form of collaboration can be more efficient for the short-term, commercialization oriented projects, and the private-monetary investment ratio can be utilized as a self-committment indicator. 본 논문은 2001년부터 2003년 사이에 평가가 완료된 ‘공통핵심기반기술개발사업’을 중심으로 공동연구개발의 성립 및 성과에 영향을 미치는 주요요인들을 실증적으로 분석한다. 특히 기존의 연구결과들을 바탕으로 파트너십 및 주관기관의 형태, 자기약속적인 행위, 그리고 공동연구의 절차적 특성 등이 공동연구개발의 성과에 미치는 영향을 살펴보고자 한다. 실증분석 결과는 전반적으로 공동연구개발의 경험 여부 등 파트너간의 신뢰가 산학공동연구의 성립에 매우 중요한 요인임을 보였으며, 과제의 전략적 중요성이 높고 상업화의 가능성이 높을수록, 그리고 업무분담의 명확성이 높을수록 공동연구의 성공가능성이 높은 것으로 나타났다. 그러나 일반적인 인식과는 달리 파트너십의 형태에 따른 성과의 차이는 나타나지 않아 파트너간의 문화적ㆍ조직적 이질성 등으로 인한 비효율은 심각하지 않음을 보였으며, 조직이 중압집중적으로 운용될수록 오히려 과제에 대한 성과가 높은 것으로 나타나 단기간의 상업화 중심적인 과제에서는 중앙집중식 조직형태가 보다 효율적일 수 있음을 보였다. 회귀분석 결과는 또한 연구개발의 성과가 민간부문의 현금출자비율과 밀접한 양의 상관관계를 보여, 연구개발주체의 자기약속적(self-committment)인 출자행위가 연구개발의 성공가능성을 예측할 수 있는 중요한 변수임을 나타냈으며, 중소기업의 경우에는 연구소와의 공동연구를 가장 선호하고 기술의 이전 및 습득도 가장 활발히 이루어지고 있음을 보였다.

본 논문은 인천 지역 산업구조 변화의 특징을 요인분석을 통해 실증적으로 분석하고 이에 대한 고용 정책적 시사점을 도출한다. 통계분석에 따르면 인천지역의 산업구조는 전국적인 산업구조의 변화와는 달리 제조업 분야의 실질생산비중과 고용비중이 모두 감소하고, 제조업과 서비스업 분야에서의 영세성이 더욱 심화되고 있는 것으로 나타났다. 또한 산업구조 변화의 과정에서 새롭게 지역경제의 주력산업으로 그 비중이 증가하는 산업들의 고용탄성계수가 매우 낮은 것으로 나타났으며, 산업구조 변화에 따른 실업의 증가가 단기적으로 경기 변동적 요인에 의해 상쇄되고 있는 것으로 나타났다. 이는 현재 진행되고 있는 인천지역 경제의 산업구조 변화가 고용창출효과가 크지 않으며 고용이 경기변동에 매우 의존적인 산업구조로 변화하고 있는 것으로, 심각한 구조적 실업의 가능성이 존재함을 의미한다. This Paper studies the undergoing structural change of Incheon manufacturing industry and the associated policy implications for the regional labor market. The statistical analysis shows that the industrial structure of Incheon manufacturing has been changed into the way of ‘industrial hollowing-out.’ rather than ‘deindustrialization.’ The share of real output and employment of manufacturing both have been decreased, and the average size and productivity of small-medium firms have been worsen during last two decades. The empirical analysis also shows that the employment elasticity of main industries, which are leading the regional economic growth is too low to recover the unemployment problems and implies that the unemployment should be considered as a structural unemployment problem. This paper provides a couple of policy suggestions.
Flying Under Radar: Southwest Airlines and Incumbents’ Response to Entry

This paper investigates the competitive effect of Southwest Airlines, considering the factors affecting its decision to offer service in particular city-pairs and the effect of Southwest’s presence on overall fares and the fare distribution of major airlines. Southwest is a formidable, apparently low-cost competitor when it is present it often garners a large share and creates significant fare pressure on major airlines. Despite this competitive success Southwest’s network does not include service to many destinations, limiting its competitive effect. We investigate the factors affecting Southwest’s decision to offer service, including the effect of Southwest on overall fares and the fare distribution of major airlines. We find that ‘network efficiency’ complementing inefficiency of hub-and-spoke network is one of the key factors explaining Southwest’s selective entry and subsequent share. The ability of Southwest to offer more efficient network service then limits the markets where it operates. We also document empirical evidence that Southwest’s presence decreases the fare dispersion of major airlines leading more fare reduction of high-valued customers rather than low-valued, price-sensitive customers. This results also support the hypothesis that ‘network efficiency’ is one of the key elements explaining Southwest’s success.
