지방화시대의 전개에 따라 지방에 대한 새로운 인식이 학문적으로 요구되고 있다. 각 지역에서 문화적 정체성을 찾아 변화하는 사회환경에 능동적으로 대처하기 위하여 지역학을 활발하게 연구하고 있다. 각 지자체가 다른 집단과는 구별되는 독자의 개성을 찾으려는 노력이 거듭되면서 그 노력을 지원하여 결실을 맺게 할 수 있는 학문적 지원 역시 절실해지고 있는 것이다. 지역 연구에 대한 관심은 비단 역사 뿐 아니라 정치와 경제, 그리고 한국사회와 문화를 재해석하려는 학문공동체의 근본적이고 전반적인 새로운 시도를 의미하기도 한다. 우리들에게 삶의 터전인 지역이 서울이나 광역 대도시에 대한 열등 개념으로서가 아니라 그 자체로서 존재하도록 하는 것, 즉 ‘지역의 중심화’ 개념을 확립하는 것이 중요하다. 이를 정립하는데 기여하는 학문이 바로 지역학, 강진학이라 보고 싶다. 지역학을 함으로써 얻을 수 있는 성과는 실로 막대하다. 우선 지역 애향심을 고취시키고 여론 형성의 구심점 역할을 하게 될 것이다. 지역 내의 갈등 상황을 해결하는데 있어 분명한 기준을 제시할 수 있는 지렛대 역할을 하게 될 것이며, 지역 정주민의 가장 큰 불만사항인 문화생활 결핍에 대해 대단히 효과적인 해결방안이 될 것이다. 또한 지역만의 고유한 색깔을 갖게 함으로써 정주민의 자긍심을 고취시키고 지역발전에 대한 열의를 자극하여 경제적 교류를 촉진시키며 지역민들의 지역정치에 대한 참여열기를 높여 민주주의적 의사결정 구조를 더욱 확고하게 다지는 초석을 놓게 될 것이다. 이러한 성과들이 상대적으로 적은 투자를 통해서 얻을 수 있다는 점에서 지역학 연구의 생산성은 특히 강조될 필요가 있다. 현재 지역을 다룬 여러 연구들은 비록 관찰영역이 다양하게 확대되었으나 대부분 과거와 단절된 채, 현상추수에만 급급해 하는 방식에 머물며 정책적인 대안에 그치는 경우들이 많았다. 이나마도 각 학문분야에서 분산적으로 이루어져 강진의 상을 입체적으로 그리고 있지 못하다. 강진에 관한 기초적인 연구조사도 대체로 관과 소수의 전문가 집단의 의견만이 반영되었을 뿐 실제로 연구 대상 지역에서 삶을 살아가고 있는 주민들의 관점과 의견, 요구를 바탕으로 한 것은 거의 없었다. 지역학은 무엇보다 기능적으로 나뉘어진 여러 분야의 학문적인 입장에서 하나의 공통적인 대상을 놓고 연구하여 얻은 성과들을 체계적으로 엮어내는 것을 목적으로 한다. 강진학은 궁극적으로 ‘강진Studies’에 머무르지 않고 ‘강진logy’, 즉 ‘-logy’를 지향하는 학문의 의지가 담겨있음을 보여주어야 한다. 하나의 학문이 학문으로서의 모습, 즉 ‘강진학’이기 위해서는 연구대상을 확정해야 될 뿐 아니라 그 ‘강진학’을 지탱해주는 사상적 · 방법적 기초를 근간으로 하는 독특한 방법론, 연구진이 마련되어야 한다. A successful local self-government system is possible when people caring about a region live in the area happily over many generations. Residents should change their perception first. It is important to establish the ‘centralization of a region’ concept, which means to treat our living area as it is, not an inferior area to Seoul or other metropolitans. I believe that Regional Studies or Kangjin Studies contribute to establish this concept. Regional Studies provide us magnificent outcome. It will inspire local patriotism and play a pivotal role in forming public opinions. It will also provide a foundation to create a reliable standard to resolve conflicts in interests of residents. It will also be an effective solution to solve the insufficient cultural opportunities, which is the biggest complaint of indigenous people. Moreover, it will inspire the pride of indigenous people by giving uniqueness of a region. It will also facilitate economic growth of a region by stimulating the passion for a regional growth. It will consequently create solid foundation of a democratic decision making structure by increasing the participation of local residents in local politics. The productivity of Regional Studies should be emphasized, because we can gain many achievements from relatively small investment. Most of current studies about Kangjin only provide political alternatives with accomplishing superficial achievements but being disconnected with the past, even though observation topics are variously expanded. These studies do not describe the full spectrum of Kangjin because each study only deals an aspect of each study field. Fundamental studies about Kangjin only reflect government and minor expert groups. Few studies are based on the viewpoints, opinions, and demands of local residents, who actually live in the region. Regional Studies aim to systematically combine the results of many studies on a same topic with different aspects. ‘Kangjin Studies’ should show the desire to be ‘Kangjin-logy’, not remaining in ‘Kangjin Studies’. To make ‘Kangjin Studies’ as a solid study field, it should define a solid study topic and develop unique methodologies and a research team based on philosophical and methodological foundation, which supports ‘Kangjin Studies’.
