우리나라 지방정부의 연성예산 제약과 개선방안

지방정부는 연성예산제약의 정도가 과도하게 되면 재정적자(지방부채)의 지속적 증가에 따른 재정적 위기상황을 초래하여 지방재정의 책임성과 건정성을 해치게 된다. 본고에서는 첫째, 1998-2009년의 최근 12년간 우리나라 광역자치단체들의 예성제약의 연성화 정도를 지방부채 수준의 증가추이에 의해 분석하고, 둘째, 경험적 분석을 통해 영향요인들을 식별하며, 셋째, 연성예산제약방지를 위한 몇 가지 정책방안들을 제시하고자 하였다. 분석결과 우리나라 지방정부는 중앙-지방간 수직적 재정불균형, 지방세출의 증대, 그리고 지역간 세수의 불균형에 의해 상당한 수준의 연성예산제약증후군을 보여주고 있다. 그 주요 원인으로는 노령화에 따른 복지지출증가, 지방정부의 과시적 사업지출증대, 지방정치가의 선거요인, 이전재원비율 등이 정(+)의 영향을 미치는 것으로 나타났고, 1인당 주민소득과 지방세비율은 부(-)의 영향을 미치는 것으로 나타났다. 지방정부의 연성예산제약을 방지하기 위해서는 지방세입의 확충 등 지방정부 자신의 재정능력을 높이고, 중앙정부 차원에서 국세의 지방세전환 및 교부세 비율 조정, 엄격한 부채관리 감독 등 지방재정운용 규율 강화가 요구된다. The usual case of soft budget constraint occurs at the case that central government bailouts local governments when they issue local bonds to increase their expenditure ex ante. Korean local governments have been relying more on debt in recent decades, in large part in response to changes in their external environment. I have analyzed what kind of factors coulld explain both the indebtness level of Korean local governments and that of local government-owned enterprises. Different panel data models have been compared, including as explanatory variables a group of socio-economic, politico-electoral and budgeting structure factor, which are expected that have influnced on local government indebtness. The results of empirical analysis have shown that local indebtness is explained by a combination of several factors. Regarding socio-economic variables, income level has an negative effect but old-aged people ratio an positive effect. With respect to political variables, electoral cycles appeared positive effect but ruling party membership didn't. And the ability of collecting revenues has an negative effect, but the investment effort by local jurisdiction are important positive effect factor. In this results, the local governments have to make more efforts to enhancing fiscal stabilizing ablility. At the same time, central government have to establish the fiscal disciplines to impeding different type of the soft budget constraint with local borrowings and central government's bailouts. For examples, the rise of transfer tax alloting percentage and the rearrangement of matching-grant ratio, and some fiscal accomodation systems has been suggested.

조직성격을 활용한 사회적 기업 진단

2007년 사회적 기업 육성법이 제정ㆍ시행된 이후 우리나라 사회적 기업은 가치(미션)간 균형과 조화, 사회적 기업가의 역량 강화, 경영안정성을 기반으로 하는 지속성 확보 등 다양한 측면에서의 과제를 안고 있다. 이러한 사회적 기업의 과제는 주로 사회적 기업의 성격(사회적 가치, 경제적 가치)에서 연유된 것으로 파악하고, 사회적 기업의 정체성을 기반으로 사회적 기업 성격과 관련한 선행연구 및 제 이론을 검토하였다. 그리고 사회적 기업의 조직 성격을 실증적으로 비교 분석하였다. 실증적인 분석 결과, 사회적 기업은 사회적 가치보다는 경제적 가치를 추구하는 성향이 더 강하게 나타났다. 이러한 가치추구에 따른 성격은 사회적 기업대표의 리더십, 사회적 기업 전통과 역사(모법인과의 관계), 사회적 기업의 인증 요건, 고용노동부의 제조업 분야 등 경영자립 강조, 고용노동부의 인건비 지원 여부 등에 따라 유형화될 수 있음이 확인되었다. 사회적 기업이 추구하고자 하는 사회적 가치와 경제적 가치 간의 균형과 조화에 대한 논의와 이를 보완할 수 있는 정책적인 노력과 연구가 지속되어야 할 것으로 판단된다. As of now, when Social Enterprise Support Act has been enacted and enforced for 4 years, our social enterprises are facing a variety of challenges such as keeping balance and harmony between values (missions), empowerment of social entrepreneurs, and the capacity to endure based on management stability. It should be identified that the tasks of these social enterprises are especially resulting from the character of social enterprises(social value, economic value). And the nature of social enterprises should be defined based on their identifies. It is a methodology for illustrating the direction of changes, development, and reform in social enterprises. Thus, social enterprises were diagnosed by using organization character. As theoretical discussion, precedent studies and all the theories relating to the character of social enterprises were reviewed, and the organization character between social enterprise and businesses in general was empirically analyzed and compared. As a result of empirical analysis, social enterprises are shown to pursue economic value more strongly than social value. And the characteristics depending on the pursuit of these values can be classified according to social enterprise CEO's leadership, tradition and history of a social enterprise(relationship with parent company), certification requirements of social enterprises, stress on self-administration in the manufacturing sector of the Ministry of Employment and Labour, and personnel expenses supported by the Ministry of Employment and Labour. Given the result only, discussions on balance and harmony between social value and economic value that social enterprises are trying to pursue, and political effort and further research to make up for should be conducted continuously.

사회적 경제 조직의 활성화를 위한 지역자원 연계 방향에 관한 탐색적 고찰

본 연구에서는 사회적 경제 조직(사회적 기업, 마을기업, 농어촌공동체회사) 대표들과의 인터뷰를 통해 운영 상의 애로사항을 파악하였다. 그리고 유형화된 지역자원을 중심으로 선행연구에서 제시된 활성화 요인과 인터뷰 내용을 비교ㆍ검토하여 사회적경제조직의 운영 상 애로사항에 따른 지역의 주요 연계자원을 탐색하고, 지역의 자원들과의 네트워크 구축 시 고려되어야 하는 주요 자원들의 역할과 방향에 대해 제시하였다. 주요 자원을 중심으로 사회적 경제 조직 활성화를 위한 주요자원들의 역할과 연계 방향으로서, 기업자원과의 연계에 있어서는 시장개척 및 지역거점망 중심의 유통구조 확보를 위한 노하우 제공을 중심으로 하는 연계방향이 모색되어야 한다. 학계 및 프로보노와의 연계에 있어 시민사회에 홍보를 위한 순화된 용어개발 및 정체성 논리 개발, 시장세분화 전략 탐색, 미션 가치 평가, 새로운 사업아이템 발굴지원 등이 강화되어야 한다. 공공기관 자원과의 연계는 '1사 1사회적 경제조직'을 통한 구매 및 프로그램 참여의 차원에서 전략적 연계가 강조되어져야 한다. 그리고 중앙 및 지방정부 자원과의 연계는 사회적 경제 조직에 대한 올바른 인식 확산, 현물 지원, 단계적ㆍ지속적인 지원책 마련, 사회적 경제 조직들과의 원활한 커뮤니케이션 확보 등의 역할이 강조되어져야 할 것이다. This study identified such difficulties in operation through interviews with the representatives of social economic organization(social enterprises, village corporations, and agricultural and fishing community companies). Also, the study explored key connective resources of regions according to difficulties in the operation of social economic organizations by conducting a comparative review of interview details as well as promotional factors proposed in existing studies, with a focus on patternized regional resources. Then, the study proposed the roles and directions of key resources to consider during the construction of networks with regional resources. For the roles of and directions for connection with key resources for the promotion of social economic organizations centering on key resources, it is necessary to seek a direction for connection focusing on an exploration of markets that offer know-how for ensuring regional strategic network-oriented distribution structures. In connection with academic circles and probono services, it is necessary to reinforce the development of purified terminologies for promotion toward a citizen's society, development of identity logics, search for market segmentation strategies, evaluation of mission and value, and the support of discovering new business items. Also, concerning connection with the resources of public institutions, the purchase through "1 company per 1 social economic organizations" and a strategic connection at the level of participation in the program should be stressed. In addition, regarding connection with central and local governments, it is necessary to place an emphasis on roles such as the distribution of correct recognition of a social economic organization, support with tangible goods, phased and consistent supportive measures, and ensuring smooth communications with social economic organizations.

일반논문 : 경찰공무원의 가치수준에 따른 사회적가치 인식에 관한 실증 연구

현대의 경찰공무원들은 전통적인 임무와 역할, 그리고 지역사회 중심의 문제지향적인 해결자로서 즉, 지역주민과 지역사회를 위한 적극적 봉사자로서의 역할 또한 강조되고 있다. 따라서, 경찰공무원들의 가치체계에 관한 연구는 지역사회의 범죄통제를 위한 판단 및 행동의 준거틀로서만이 아닌, 지역사회 공동체에 초점을 맞춘 확장된 개념에서의 연구가 요구되고 있다. 이에 본 연구는 경찰공무원들의 가치체계에 관한 이론적 틀로서 소개되고 있는 궁극적가치, 수단적가치의 수준을 기준으로 상호 교차시켜 4개 집단을 도출하였다. 그리고 4개의 집단별 사회적가치에 대한 인식수준과 각 집단으로 유형화된 경찰공무원들의 개인적 특성 및 환경변화에 따른 사회적가치 인식 수준을 비교 분석하였다. 분석결과를 토대로 지역사회경찰활동의 성공적인 모델개발 및 실천그리고 정부의 사회적경제를 지원하는 정책들의 수행을 위해서는 제도적인 틀을 정립하는 것도 중요하겠지만, 근본적으로는 경찰공무원들이 추구하는 가치로부터 진단과 평가 및 모델정립을 통한 실천의 프로세스가 요구되어짐을 확인하였다. Police officers in a modern society take the roles of problem solution providers for communities as well as taking traditional missions and roles. In other words, police officers are often regarded as the providers of proactive services for communities and neighborhoods. Accordingly, researches on the value systems of police officers should involve more than the base structure for decision-making processes and actions centered upon criminal control within a given community. Such studies must comprise expanded investigation focused on the values of local communities. This study categorized police officers into four groups through reciprocal crossing based on terminal value and instrumental value, the two factors introduced as the theoretical framework for the value systems of police officers, and provides comparison among the four groups of the levels of recognition of social values for each group and the levels of recognition of social values according to the differences in individual characteristics and environmental changes for the police officers belonging to each group. It is important to establish the institutional framework to assist in the execution of polices for social and economic goals of the government as well as the development and realization of successful models of local community-based police activities based on the results of the analysis of the comparison. But it is essentially more important to act upon the results of the diagnosis, assessment, and model establishment from the value systems pursued by the police officers.
