The factors to be improved which should appeal contestants and coaches in the faimess of Taekwondo competition rule are suggested as follows. 1. current legal scoring area should be divided into trunk, neck and face and be scored differently such as parts like abdomen, waist and back, so just when the exact part is attacked, it should be scored. 2. the score should be differntiated by the attack and the defense, so the attacking score being regarded highly should be added by +0.5 point as incentive. however, it is better to regard the score awarded with the step back as current score. 3. attacking kicking which is more difficult should be added the incentive score. The attacking score awarded within 180 degrees of trunk should be regarded same as current scoring system, the rotating attack between 180 and 270 degrees should be added +1 point, and above 360 degree should be added +2 point. When attacker's body is above the ground, it is desirable to add +0.5 point. 4. regarding the moving attack of Taekwondo kicking, cometition area should be enlarged into 10m×10m from current size 8m×8m to avoid pausing the game. 5. In case of contestant's holding or hugging the opponent, it should be penalized, and the warming point against the preceding acts should be accumulated to enable the hand and foot attack within the short distance which is the main feature of Teakwondo, as well as not to stop the game by the contestants.

태권 무예의 발생적 근원에 관한 연구

If we try find the developmental origin of Taekwon martinl arts within the historical limit of korean peoples, we will have to find the root of it at the life with nature of ancestors who first immigrated to the peninsula of Korea. The methodological approach considers to be stemmed from the process of learning a struggling technique of defense and attack to protect themselves from naure where they had to live with fierce animals though it has no historical record handed down to us. The development of contest by ancestors who lived struggling with fierce animals in natural environment may have started with the mind to bring up a power of preserving themselves and tribes. Also peninsula of korea pursued a development of tribal society as its social structure expanded and metal cuture was born from paleolithic cuture keeping pace with development of civilization and from this time, struggling battles be came frequent due to the development of metal weapons for conquering clans or bribes. It is considered tribes having been defeated at the battles may have practiced the battle training, martial arts, battles ability to protect individuals, families and tribes as well as the drill to effectively use hands and feet. In Kojoseon society, this process seems to have pursued a development to national unit through a continuous conquest by strong bribes as these situations appeared frequently. It is considered that warriors pursueing a development of martial arts in then struggle appeared and reigned as a prince. Life this, in a martial art training to prepare for struggle, the importance of martial arts might have stood out, while they might have learned Tae kwon martial arts and how to use weapans. Ancients books said exhibition games or military arts contests were performed as tribal event or ritual ceremony. In other words, the historical background of Tae kwon do´s origin is said to have started with a defensive situation to protect ancestors themselves from fierce animal´s attack or sudden attack in relation with their existence. The contest of Tae kwon starting from this situation, saw to have developed much more as a martial arts through bloody fight between tribes.

Because of continuously changing political regime, the policy of korean sports has been lack of consistency and has been changed according to the new policy of government. As the current government is established, administrative organization for the sports is changed to the ministry of culture & tourism from the ministry of culture & sports by reorganizing the government system, so the department related sports will have more difficult time than before along with the retrenchment policy of government. Nevertheless, national sports promotion foundation has raised the sports promotion funds to support social sports, youth sports as well as elite sports as a financial sponsor, so it seems to take an important role for the development related to sports in the future. However, if the role and function of national sports promotion foundation at raising funds are reduced with the policy of government's restructuring, every part of sports will be depressed including social sports led by government. The sports budget rate has been about 0.11% shown little changes and the social sports budget has been reduced from 0.05% in 1993 to 0.02% in 1996. In spite of the overall budget rate, only the budget for elite sports shows the increase continuously, which means the government policy should be improved. In other words, there must be substantial changes at the government policy and the national social promotion foundation's feasibility to secure the finance for the higher quality of people's life. In the past, the budget for the sports part focused on the elite sports had the political meaning due to the military power. However, from now on, elite sports should be supported through raising the young athletes with the idea of prevalent social sports by the effect of balanced sports policy. The importance of activating social sports should be conceived for the social welfare and health at the pan-national level and government & local authorities should plan the long term social sports promotion and try their best to raise the enough funds.

지적공부 등록사항 확장 방향성에 관한 연구 - 의무 및 제한사항 등록을 중심으로 -

1910년대 근대적 지적제도가 창설된 이후 100여 년간 새로운 기술의 도입과 사회발전에 따른 요구사항을 수용하기 위한 부분적 보완은 이루어졌지만 지적공부에서 등록 관리하고 있는 등록사항을 확장하기 위한 방향성 설정에 관한 부분에 대해서는 거의 논의가 이루어지지 않았다. 본 논문에서는 국제측량사 연명(FIG) 7분과위원회에서 미래 지적제도 발전방향으로 제시한 지적 2014(Cadastre 2014)의 내용 중 첫번째 선언문의 내용을 바탕으로 현재의 권리 관점의 지적공부 등록사항을 의무 및 제한사항으로 확대하여 등록하는 방안을 제안하였으며, 이에 대한 지적공부 등록사항 확장 방향성으로 법률적 확장성과 지하 및 지상 공간 객체로의 확장에 관한 기술적 확장성, 마지막으로 토지와 관련된 정보 공시를 위한 플랫폼 역할을 기능적 확장성으로 제시하였다. 또한 확장 방향성을 고려하여 지적공부 등록사항 확대를 적용할 수 있는 분야로 환경 분야와 안전관리 분야에 대한 적용을 검토하였다. Since the creation of modern cadastral system in 1910's the cadastral system has been modified to comply with a new technical development and diverse requirements. However, the discussion on the directions for extension of cadastral records has been rarely addressed. In this paper it is proposed that the direction of extension cadastral records from the current a right focused perspective to an obligation and restrictions perspective based on the FIG Commission 7's Cadastre 2014 which is a future vision of cadastral system development. As the extension directions, a legal and technical perspective and functional extension for a role for land information publicity platform has been presented. Considering the extension directions an environment and disaster management field has been reviewed for an applicable fields.

국가공간정보 정책변동에 관한 연구

본 연구에서는 Howlett(2009)의 정책변동 유형과 Kingdon(1995)의 다중흐름모형을 활용하여 국가공간정보정책의 변동과정을 분석하고자 하였다. 이를 위해 제4차(2010~2013)와 제5차(2013~2017)의 국가공간정보정책을 중심으로 정책흐름과 정책변동 유형을 파악하였다. 분석결과, 첫째, 국가공간정보정책은 Howlett의 정책변동 유형 중 정책표류(Policy Drift)에 속하는 것으로 나타났다. 둘째, 국가공간정보정책은 다중흐름모형의 정치의 흐름과 정책대안의 흐름에 따라 정책의 창이 형성되는 구조를 보이고 있다. 특히 정치의 흐름 중 정권의 변화로 인한 정책변동이 크게 나타났다. 따라서 바람직한 국가공간정보정책이 되기 위해서는 정권의 변화에도 정책목표의 안정성을 유지하면서, 정책자체의 전문성과 일관성을 유지하는 것이 필요하다. 또한 과학기술의 진보에 순응할 수 있는 정책수단이 형성되어야 할 것이다. This Study analyzes processes of the National Spatial Information Policies with using processes of policy changes from the study of Howlett(2009) and the multiple streams framework from the study of Kingdon(1995). The fourth and fifth National Spatial Information Policies from 2010 to 2017 were analyzed for this study. The results show that the National Spatial Information Policies can be classified as Policy Drift in processes of policy changes. The National Spatial Information Policies were also made depending on political trends of the multiple streams framework and trends of policy alternative. Especially, regime changes in political trends had a strong influence on policy changes. Thus, professionalism and consistency of policies with stability of policy objectives from regime changes are important for the successful National Spatial Information Policies. Means of plicies should adapt to advancement in scientific technologies.
