This paper analyzes the American government's IT technology development policy and suggests the directions of technological development for Korea to actively overcome changing IT technological environment. It also conducts a comparative study between Korean and American IT technology development policies using the gap analysis and derives some implications that could be applicable to Korea with policy feasibility. This study shows that both extension to related service areas and creation of new services are required through utilizing existing networks and applications. As the platform of Korean IT policy moves from "selection and concentration" to "balance and integration," we need to focus on basic technologies (eg. high-end computing and networking) and applied technologies (eg. software and contents) at the same time in order to accumulate fundamental technological strength as well as to create employment and high value-added service industries.

In this study, we first measured the malmquist productivity index by DEA among the Korean public firms. Second, there are 12 public corporations whose productivity (MPI) has decreased compared to 2014. This is mainly because of a decrease in productivity, as well as a decrease in the technical efficiency change index (TECI), impacted by the internal environment, and the increase in productivity because of an increase in the technology change index (TCI) impacted by the external environment. Finally, the analysis of the impact on the management assessment scores showed that the productivity (MPI), scale efficiency (CRS), size of sales, operating profitability, and total capital investment efficiency are significantly related (+), except for the asset turnover, which is a static financial ratio. Meanwhile, the management evaluation scores between the high-productivity public corporations and low-performing public corporations were significantly discriminating. Thus, it is confirmed that the nation's state-run companies must manage their MPIs in a time series to score high in management evaluation.
직업교육훈련 선도국의 Post COVID-19 대응방안 연구

The purpose of this study is to derive implications for establishing vocational training education policies in Korea by investigatingCOVID-19 countermeasures in the United States, Germany, Switzerland, Australia, the United Kingdom, and Singapore, which arerepresentative vocational education training countries. The implications derived from the survey of leading countries in vocationaleducation training are as follows. First, in order to respond to COVID-19, face-to-face vocational education training was quicklyconverted to online education. Second, the system was strengthened to overcome the crisis of the apprenticeship system, especiallythe British and Australian governments established a special budget for the apprenticeship system. Third, due to COVID-19, blendedlearning has become a new standard education model, accelerating the digitalization of vocational education training. Finally, leading countries in vocational education training are promoting the development of the edutech industry to support online education. This provides important implications for the direction of change in vocational education training in South Korea. 본 연구는 대표 직업교육훈련 국가인 미국, 독일, 스위스, 호주, 영국, 싱가포르의 COVID-19 대응방안을 조사하여 우리나라직업교육훈련 정책 수립을 위한 시사점을 도출하는 것을 목적으로 하고 있다. 직업교육훈련 선도국 조사로부터 도출된 시사점은 다음과 같다. 첫째 COVID-19에 대응하기 위해 대면 중심의 직업교육훈련을 온라인 교육으로 신속히 전환하였다. 둘째, 견습제도의 위기를 극복하기 위한 제도를 강화하였는데, 특히 영국과 호주 정부는 견습제도를 위한 특별 예산을 편성하였다. 셋째,COVID-19로 인해 블렌디드 러닝을 새로운 표준 교육모델로 자리 잡으면서 직업교육훈련의 디지털화를 가속화하고 있다. 마지막으로 직업교육훈련 선도국들은 온라인 교육 지원을 위한 에듀테크 산업의 발전을 추진하고 있다. 이는 한국 직업교육훈련의 변화 방향에 대한 중요한 시사점을 제공해 주고 있다.

South Korea continues its convincing lead in the global high-speed Internet penetration comparison. According to the OECD [10], Korea was a distant front-runner in the 2004 broadband penetration figure as 24.9 people out of 100 were connected to the always-on Internet. European countries formed the runner-up group as the Netherlands came in second with 19 broadband subscribers per 100 residents followed by Denmark with 18.8 and Iceland with 18.3. No other country has ever topped the 20 plateau in high-speed Internet subscription per 100 people and this shows the huge edge Korea has in broadband. In this article, we provide a brief history of Korea's high-speed Internet deployment and explore factors behind the explosive growth in subscribers for the broadband Internet service in terms of government policy and demand/supply sides.

This paper addresses the issue of increasing the effectiveness of national IT R&D planning through the adoption of the technology roadmapping process. As a needs-driven technology planning tool, technology roadmapping can help identify and select technology alternatives to meet a set of market needs. Thus, it allows increasingly limited R&D investments to be used more efficiently. From this point of view, the Ministry of Information and Communication is considering introducing technology roadmapping to support its annual technology planning activity. In this contribution we explain why and how the IT technology roadmap was developed and suggest some useful guidelines to technology roadmapping, on the basis of literature review, case survey and our experience, for organizations due to employ the roadmapping process in the future.
