선진유가 정치사상의 사회정책적 함의

정책적인 문제뿐만 아니라 이념적이고 문화적인 문제를 다루는 사회정책은 기존의 사회정책에 대한 연구뿐만 아니라 우리나라 전통사상에 관한 연구를 필요로 한다. 전통사상에 관한 연구를 수행한다는 맥락에서 유교사상 중 선진유가 정치사상이 갖는 사회정책적 함의를 파악하였는데, 그 함의는 다음과 같이 제시해 볼 수 있다. 선진유가 정치사상은 경제정책과 교육정책이라는 사회정책의 핵심영역을 시사하고 있고 그리고 제한적이고 부분적으로 사회정책의 제 가치와 공유하고 있다. 그리고 선진유가 정치사상은 국가복지와 공리주의라는 복지국가에 대한 이해를 제고시킬 수 있는 내용을 가지고 있고 그리고 기존의 복지국가를 대신할 새로운 복지사회의 모색하는데 있어 단초를 제공한다. 요컨대 선진유가 정치사상을 포함하는 유교사상은 사회정책을 포함하는 다 방면에서 새롭게 조명되어야 하고 활용되어야 할 유산이라고 하겠다. Social policy in Korea is not only policy problems but also ideological and cultural ones. It is required to investigate the ideological and cultural characteristics in Korea. The purpose of this study is to investigate the implications of social policy in Confucian political thoughts in pre-Qin period which have been formed as one of historical and cultural traditions in Korea. The implications of social policy in Confucian political thoughts in pre-Qin period have been suggested such as follows. First, the Confucian political thoughts in pre-Qin period emphasis economic policy and educational policy in boundaries of social policy. Secondly the Confucian political thoughts in pre-Qin period and social policy share the values in social policy such as esteeming human being and equity. Third, the Confucian political thoughts in pre-Qin period have the understanding foundations of welfare state. Finally the Confucian political thoughts in pre-Qin period suggest the clue of welfare society replacing the existing welfare state. In conclusion the Confucian political thoughts in pre-Qin period provide us the implications of social policy. Therefore the Confucianism is the important heritage which must be much highlighted and actively used in many aspects of our society including social policy.

한국 노인복지법의 문제점과 개선방향

본 연구의 목적은 다학문 간의 연구의 일환으로 법해석학 접근방법과 정책분석 접근방법을 바탕으로 모색된 연구틀에 의해 한국 노인복지법을 분석하고, 문제점을 파악한 후 개선방향을 제시하는데 두었다. 이러한 연구를 통해 확인된 한국 노인복지법의 개선방향은 다음과 같이 제시될 수 있다. 첫째, 노인복지법 체계가 확립되어야 한다. 둘째, 노인복지법의 적용대상이 확대되어야 한다. 셋째, 다양한 노인복지서비스가 추진되어야 한다. 넷째, 노인복지서비스 전달체계가 개선되어야 한다. 다섯째, 노인복지 재원조달 방법이 개선되어야 한다. 마지막으로 노인권리가 강화되어야 한다. 따라서 본 연구에서 제시된 노인복지법의 개선방향은 바람직한 노인복지법의 확립을 위해서 적극적으로 반영되어야 할 것이다. The purpose of this study is to analyze Korean welfare law for the elderly, grasp its problems and suggest its improving orientations to solve them by using the analytic framewoich was developed based on understanding the legal hermeneutics and policy analysis in terms of interdisciplinary study. The improving orientations to ameliorate the problems of the Korean welfare law for the elderly can be suggested such as followings. First, the system of the Korean welfare for the elderly must be established, Second, the coverage objectives of the Korean welfare for the elderly must be expanded. Third, various contents of social services for the elderly must be contained. Fourth, the delivery system in social services for the elderly must be improved. Fifth, the finance of social service for the elderly must be ameliorated. Last, the right for the elderly must strengthened. Therefore the improving orientations suggested above must be represented to establish the desirable welfare law for the elderly in Korea.

한국 아동복지정책의 통합적 분석

본 연구는 양적 연구와 질적 연구에 기반을 둔 사회복지정책의 통합적 분석틀을 활용하여 한국 아동복지정책의 내용분석과 가치분석을 시도하고, 그 정책의 과제를 도출하는데 목적을 두었다. 한국 아동복지정책의 통합적 분석에 있어서 내용분석에서는 아동복지의 대상, 아동복지서비스, 아동복지서비스 전달체계 그리고 아동복지 재원조달 등을 중심으로 현황 내지 특징을 파악하였다. 그리고 그 정책분석의 가치분석에서는 이러한 정책내용이 아동의 존엄성을 구체화한 아동권리를 보장하는 가를 확인하였다. 이러한 정책분석에서 도출되는 한국 아동복지정책의 과제로는 보편적 아동복지정책의 추진, 아동복지서비스의 내실화와 다양화, 아동복지서비스 전달체계의 확립, 아동복지 재원의 충분한 확보 그리고 아동권리의 강화 등을 꼽아 볼 수 있다. 요컨대 향후 아동복지정책의 과제는 아동권리의 보장이라는 아동복지정책의 목표를 분명하게 설정하고, 이러한 목표에 부합되는 정책내용을 마련하는 것이라고 하겠다. 우리나라가 지향·추구하여할 보편적 아동복지정책은 그것에 대한 국민적 합의와 제도적으로 뒷받침하겠다는 정부의 확고한 의지가 결합된다면 실현가능하다. The purpose of this study is to suggest its tasks through using integrated policy analysis framework of social welfare policy which is based on quantitative study and qualitative one and analysing child welfare policy in Korea. The limitations of this study have as follows. First, this study doesn’t cover the whole child welfare policy in Korea. Second, this study is describing its current situation or feature instead of empirically studying the child welfare policy in Korea. And it is limited to identifying if the policy contents ensure child rights. With contents analysis, the current situation and feature of the allocation, provisions, delivery system and financing of child welfare policy in Korea have been investigated. And value analysis has been used in finding out if the contents of child welfare policy in Korea fully ensured child right. The tasks of child welfare policy in Korea have been suggested as follows ; pursuing universal child welfare policy, fulfilling and diversifying provisons, reconstructing child welfare service delivery system, fully securing finance of child welfare policy and strengthening child rights. Therefore the goal of child welfare policy to secure child right should be established and its contents suitable to this goal be prepared. The universal child welfare policy which our society should aim and pursue can be realized through combining national consensus and adamant governmental will to support the policy institutionally.

한국 아동복지법의 체계적 분석

본 연구의 목적은 학제 간 연구의 일환으로 법해석학과 정책분석에 대한 이해를 기반으로 하여 분석틀을 모색하고, 그것에 입각하여 한국 아동복지법을 분석하고, 그 법의 과제를 도출하는데 두었다. 이러한 연구들 통해 한국 아동복지법의 개선을 위한 다음과 같은 과제들이 도출되었다. 그것은 아동복지법 체계의 확립, 아동복지법의 적용대상 확대, 다양한 아동복지서비스의 추진, 아동복지서비스 전달체계의 개선, 아동복지 재원조달의 개선 그리고 아동권리의 강화 등이다. 본 연구를 통해 한국 아동복지법의 개선을 위한 과제들이 확인되었다. 그러한 과제의 추진이 아동복지법이 지향하는 아동의 인간다운 생활의 보장과 사회정의의 실현의 전제로 된다. 따라서 한국 아동복지법의 개선과 그것에 입각한 아동복지정책의 수립·실천이 결합된다면, 모두가 원하는 복지국가의 건설도 가능하다 하겠다. The purpose of this study is to analyze the Korean child welfare law and suggest its tasks by using the analytic framework which was developed by understanding of legal hermeneutics and policy analysis in terms of interdisciplinary study. The suggesting tasks to ameliorate the Korean child welfare law are such as followings ; establishing the system of the Korean child welfare law, expanding its coverage objectives, pursuing the various child welfare services, ameliorating the delivery system for child welfare services and strengthening the right for children. These tasks have been identified through this study. Accomplishing its tasks is requiring conditions which secure humane living and realize social justice for child welfare law to direct to. Therefore have been combined with ameliorating the Korean child welfare law and establishing and executing it, it can be able to construct the welfare state which our society desires.

한국 노인복지법 변화와 특징에 관한 연구

본 연구의 목적은 사회복지법 연구의 체계적 분석틀과 역사연구에 바탕을 둔 사회복지법 변화의 관점 등을 활용하여 연구틀을 모색하고 그것을 통해 우리나라 노인복지법 변화의 특징을 확인하는데 두었다. 본 연구에서 확인된 우리나라 노인복지법 변화의 특징은 다음과 같이 요약될 수 있다. 먼저 포괄성 차원에서의 노인복지법의 변화에는 긍정적인 특징과 부정적인 특징이 공존하는 것으로 확인되었다. 다음으로 보편성 차원과 적절성 차원에서의 노인복지법 변화에는 공통적으로 긍정적 특징이 존재하는 것으로 확인되었다. 따라서 각 차원에서의 노인복지법의 변화의 특징을 종합적으로 판단해보면. 대체적으로 긍정적인 특징이 우세하다고 판단내릴 수 있다. The purpose of this study is to identify the charteristics of the change of Korean welfare law for the elderly by using study framework which has been developed based on the systematic analystic framework which is useful for studing social welfare law and the perspective of the change of social welfare law. The charteristics of the dimmensions in change of the Korean welfare law for the ederly can be summerized such as followings. First, in the dimmension of comprehensiveness, the law has positive charateristic and the negative one. And then in the dimmension of coverage and adequacy, the law has positive charateristic in common. By judging from the charateristics of all kind of dimmensions in change of the Korean welfare law for the elderly, It has been identified that the law has more positive charateristics in general.

『주역』 수풍정 괘의 사회정책적 함의

본 연구의 목적은 우리나라 전통사상 중의 하나인 유교사상의 가장 형이상학적 내용 내지 철학적 내용을 담고 있는 『주역』 수풍정 괘의 사회정책적 함의를 확인하는데 두었다. 이러한 연구목적을 달성하기 위해서 주역의 의리파적 해석에 기초하고 최근의 연구결과를 참작하여 개발된 연구틀이 활용되었다. 그리고 본 연구의 방법으로 기존 문헌을 통한 기술적 연구가 주로 사용되었다. 본 연구를 통해 다음과 같은 사회정책적 함의를 확인하였다. 그 정책함의로는 보편주의 사회정책의 추진을 위한 사회지도층 간의 견해 차이의 완화 내지 해소, 사회정책 목표를 달성하려는 지방정부의 확고한 실천, 중앙정부의 보편주의 사회정책의 수립과 추진 그리고 일관성 있는 사회정책의 추진 등을 들 수 있다. 이상과 같이 본 연구는 바람직한 사회정책을 모색・추진하는데 있어 도움이 될 만한 정책적 함의를 확인해낼 수 있었다. 이렇듯 주역은 우리사회에서 긍정적인 측면에서 활용될 수 있는 충분한 소지를 가지고 있다. 그러므로 산수몽 괘를 포함하는 주역은 사회정책 분야에서 새롭게 조명되어야 하고 활용되어야 할 인류의 유산인 것이다. This study aims to seek the implications of the Jing Hexagram from the metaphysical or philosophical Book of Change and highlights the core of traditional Korean thought adopted from Confucianism from the point of view of social policy. For the purpose, this study develops and uses a framework based on the moral and ethical interpretation of the Book of Change and refers to recent relevant research results. This study incorporates descriptive research methods utilizing existing literature. Implications of the Jing Hexagram regarding social policy are identified as follows: easing or resolving the differences of viewpoint relative to achieving universal social policy among the social leaders, enforcing manifestly to accomplish the goal of social policy by local government, establishing and enforcing universal social policy by central government and enforcing consistently social policy. Such implications will contribute to seeking a desirable social policy. The Book of Change provides sufficient clues which can be positively utilized in our society. The Book of Change, which contains the Jing Hexagram, represents an important aspect of our human heritage which we need to highlight and actively utilize in developing social policies.

『부모은중경』의 사회복지적 함의

본 연구의 목적은 사회복지를 포함하는 사회과학의 이해를 바탕으로 모색된 연구틀에 입각하여 우리나라의 대표적인 역사적・문화전통이라고 할 수 있는 불교사상의 보고인 불교경전 중 부모은중경의 내용을 재구성하고, 그 경전의 사회복지적 함의를 파악하는데 두었다. 이러한 목적을 달성하기 위해서 본 연구는 부모은중경의 내용을 고려하여, 아동복지와 노인복지를 아우를 수 있는 이른바 ‘사회복지적’ 내지 ‘가족복지적’ 관점을 채택하였다. 본 연구를 통해 다음과 같은 사회복지적 함의를 파악하였다. 그 함의로는 인간발달내지 가족주기를 고려한 가족복지의 강조, 우리나라의 바람직한 가족복지 방향설정의 시사점 제공, 인간다운 생활의 보장을 위한 통합적 접근의 필요성 그리고 사회복지의 가치의 부분적인 공유 등을 들 수 있다. 이상과 같이 본 연구는 바람직한 부모-자녀관계의 형성뿐만 아니라 우리나라 현실에 부합되는 가족복지의 방향을 모색하는데 있어 기여할 수 있는 사회복지적 함의를 확인할 수 있었다. 이렇듯 부모은중경을 포함하는 다양한 불교경전은 “사회복지에 수용될 수 있는 불교사상”의 토대를 마련하고 그리고 궁극적으로는 한국적 사회복지 모델을 모색하기 위해서 다각적으로 규명되어야 하고 활용되어야 할 보고인 것이다. This study aims to seek the implications of the Sutra of Filial Piety from the standpoint of the social welfare by using the framework which has devised based on the understanding of social science including social welfare. The framework has adopted the perspective of social welfare or family welfare. The Sutra of Filial Piety is one of Buddhist scriptures. The scriptures are regarded as the precious source of Buddhism which has been recognized as one of the representative historical and cultural traditions in our country, By considering the mentioned above thing, the Sutra of Filial Piety has been reconstructed in order to accomplish the purpose of this study. Implications of the Sutra of Filial Piety regarding social welfare are identified as follows: emphasizing family welfare considered by human developmental stage or family cycle, suggesting desirable direction of family welfare in our country, using the integrated approach in order to achieve the aims of social welfare, and partially sharing the values of social welfare. Such implications will contribute to forming a desirable relation between parent and child as well as establishing the direction of family welfare suitable for current situation in our country. Therefore various Buddhist scriptures including the Sutra of Filial Piety are the precious source which we need to identify and utilize variously.

『주역』 산수몽 괘의 아동복지정책적 해석

본 연구의 목적은 우리나라 전통사상 중의 하나인 유교사상의 가장 형이상학적 내용 내지 철학적 내용을 담고 있는 주역 산수몽 괘의 아동복지정책적 해석을 수행하는데 두었다. 이러한 연구목적을 달성하기 위해서 주역의 의리파적 해석에 기초하고 최근의 연구결과를 참작하여 개발된 연구틀이 활용되었다. 그리고 본 연구의 방법으로 기존 문헌을 통한 기술적 연구가 주로 사용되었다. 본 연구를 통해 다음과 같은 아동복지정책적 함의를 확인하였다. 그 정책함의로는 사회변동에 대응하는 보편적인 아동복지정책의 추진, 그러한 정책의 추진을 위한 사회지도층의 관심과 배려의 제고, 사회적 합의에 의한 아동복지정책 목표의 수립 그리고 성공적인 아동복지정책에 대한 확신 등을 들 수 있다. 이상과 같이 본 연구는 바람직한 아동복지정책을 모색·추진하는데 있어 도움이 될 만한 정책적 함의를 확인해낼 수 있었다. 이렇듯 주역은 우리사회에서 긍정적인 측면에서 활용될 수 있는 충분한 소지를 가지고 있다. 그러므로 산수몽 괘를 포함하는 주역은 아동복지정책 더 나아가 사회복지정책 분야에서 새롭게 조명되어야 하고 활용되어야 할 인류의 유산인 것이다. 무대극 공연을 위한 다면 영상 솔루션 콘셉트 디자인 연구

(연구배경 및 목적)무대극 공연에서 영상을 활용한 무대 연출은 시공간의 변화나 초현실적인 표현을 통해 시각적인 즐거움과 함께 높은 몰입감을 더해준다. 최근에는 무대 공간 전체를 커버하는 다면 영상이나 상호 작용 가능한 영상 표현 기법들에 대한요구가 높아지고 있다. 하지만 기술적 진입 장벽, 시스템 구축의 복잡성 그리고 공연장 환경의 제약 요소들은 새로운 연출적 시도나 차별화된 표현을 어렵게 하는 장애 요소가 되고 있다. 따라서 본 연구에서는 현장 관점의 리서치를 통해 잠재된 요구, 공연환경의 특수성, 비효율적 요인들을 파악하고 새로운 다면 영상 솔루션을 위한 디자인 디렉션을 수립한다. 또한 그것을 바탕으로 프로그램의 기능 구성 및 인터페이스 콘셉트를 제안한다. (연구방법)본 연구에서는 현장 중심의 디자인 리서치를 통해 라이브공연의 특수성과 현장의 실제적 이슈들을 파악하였다. 특히 여러 차례의 파일럿 공연을 통해 프로토타입의 구현, 공연 적용, 평가의 과정을 반복하면서 솔루션의 기능 및 인터페이스 구조를 정의 하였으며 실무자 중심의 자문 그룹과 함께 수집된 데이터를 분석하고 개선 방향을 논의 하였다. 그 분석 결과를 바탕으로 디자인의 방향성을 정의하고 구체적인 대안들을 제시한다. (결과)이 같은 현장 중심의 재귀적 디자인 프로세스를 통해 다음과 같은 디자인 방향성을 도출하였다. (1)기획 단계에서 무대 연출 모습을 구체화하고 문제들을 사전에 걸러낼 수 있는 기능 지원. (2)도전적이고 실험적인 영상 연출에 대한 충실한 지원. (3)공연장환경에 최적화된 빠른 프로젝션 매핑 및 캘리브레이션 기법 지원. (4)안정적인 공연 운영을 위한 직관적인 제어 인터페이스 지원. (5)공연 중 문제 상황 발생 시 즉시 대처 가능한 시스템 구성. 이 같은 디자인 방향을 통해 진보된 연출을 가능하게 하고 동시에 라이브 공연의 특수성을 감안한 안정성 및 대응력을 확보한다.(결론)이를 위해 정의된 다면 영상 솔루션의 콘셉트는 다음과같다. (1)공연 준비 단계 : 공연장 3D 시뮬레이션을 통해 기획 단계에서 무대를 시각화하는 동시에 장치 간의 간섭이나 영상 퀄리티 등을 미리 확인. (2)세팅 단계 : 스크린 자동 인식, 매뉴얼 편집, 원격 모니터링 기능을 통해 장비 설치 과정의 효율성 재고. (3)리허설 단계 : 영상을 작은 영역 단위로 핸들링하여 편집의 자유도 및 리소스 재활용성을 높임. (4)진행 단계 : 공연 운영을 위한 직관적 인터페이스 및 시스템 이중화를 통해 안정성 및 문제 대응력을 높이고 반응형 영상과 비정형 스크린 매핑 기능을 통해 다양한 영상 연출을 가능하게 함(5)정리 단계 : 시간 흐름에 따른 조작 내역, 애러 현황, 장비 별 리소스 소모량, 오퍼레이터의 메시지 등과 같은 운영 기록을 파일로 제공. 이처럼 공연 프로세스 전반에 걸쳐 적용되는 새로운 기능들을 통해 현장의 특수성이 충실히 고려되는 동시에 더욱 풍부한 영상 연출을 가능하게 하는 다면영상 솔루션을 제시한다. (Background and Purpose)In the field of stage performance, using projection mapping makes it possible to express conversion of space-time seamlessly and allows audience to be immersed in the story of a play more deeply. Recently more complex screen and interaction based visual effects have been increasingly required in that field. But technical barriers, system complexity and constraints of the theater environment are becoming obstacles that make it difficult to try ever new attempts or expressions using entire space of a stage. So this study deals with contextual research for understanding latent needs, environmental specialties and inefficiency factors in terms of working level to build design directions. And we defined new multi-display solution concept and the composition of interface based on the directions. (Method)Especially we have used an iterative design process based on repetitive prototyping and pilot performance to find subtle issues and understand competing claims in the live performance. Therefore we had taken part in stage performance making process using our prototype program as system operator and interviewed the working level experts. Through the steps, we defined the design directions and the design concepts of system and interface. (Results)Through the field centered research, we built following 5 design directions. (1)Support for the methods to filter problems related to visual effects out in the planning stage in advance. (2)Support for challenging and experimental video production method. (3)Support for rapid projection mapping and calibration techniques optimized on the theater environment. (4)Support for intuitive control interface to operate the system stably. (5)Support for trouble handling methods for prompt response during live performance. It means it should be able to support new and experimental attempts and consider the seamless performance operation simultaneously. (Conclusions)For that, this research suggests some concepts for the new multi-display control program including following functions. (1)In the planning step, stage 3d simulator will help user to imagine look of the stage easily and find unsuspected conflicts related to lights, stage sets, video and visual devices without building real stage. (2)In the step of building stage, automatic screen extractor, manual screen editor and remote-monitoring are included to raise work efficiency for the projection mapping and calibration. (3)In the rehearsal step, through the partial edit concept for video mapping witch has area cropping and warping function, we try to secure high degree of freedom on instant change and raise resource recyclability. (4)In the system operating step, refinement of control interface and duplex system will make it raise stability during live performance. And we include interactive visual control concept to make synchronization to be more natural between movie and actor. (5)In the post processing step, it will offer the operation information report including working list, error report, device resource usage and operator‘s message based on timeline. Through these functions, we suggest new multi-display solution considering the distinct characteristics of the live performance field and high quality multi-projection mapping.

英國 福祉國家 思想의 特徵에 관한 硏究
