        일반논문 : 한국경찰조직의 리더십에 관한 연구 -카리스마 리더십을 중심으로-

        최근에 경찰조직과 관련된 일련의 사건들은 한국 경찰조직에 어떠한 리더십이 필요한 것을 잘 나타내고 있다. 이에 대한 방안으로 카리스마 리더십에 대해 고찰하고자 한다. 카리스마 리더십은 혁신, 비전, 자기희생, 동질감, 부하직원과의 신뢰 등을 바탕으로 하는 리더십이다. 특히 카리스마 리더십은 위기상황인 조직에서 더욱 필요한 리더십으로 현재의 한국 경찰조직의 리더에게 요구되는 리더십이라고 할 수 있다. 따라서 본 연구에서는 한국경찰조직에서 카리스마 리더십용에 대한 이론적 고찰을 하였다. 이러한 연구를 기반으로 한국경찰조직에서 카리스마 리더십 연구에 대한 시사점을 제시하면 다음과 같다. 첫째, 경찰조직에서 카리스마 리더십에 대한 연구를 심화해야 한다. 경찰조직의 특성상 엄격한 법률과 규정. 명령에 대한 복종을 강조하는 위계질서와 지휘체계와 이념 및 목표상의 특성으로 타 조직에 비해 목표달성을 위해 상당한 강제력이 행사되고 또 그것을 당연하게 받아들이며 내부적으로는 높은 결속력을 요구한다. 이러한 조직의 특성들은 경찰조직의 리더들이 카리스마 리더십(비전, 혁신, 자기희생, 동질감 등)을 발휘하도록 요구된다. 둘째, 카리스마 리더십 논의와 관련하여 경찰조직 연구에서 대부분의 연구들이 변혁적 리더십과 거래적 리더십을 구분짓고, 그 중 변혁적 리더십만을 바람직한 것으로 받아들이고 있는 것이다. 그러나 이것은 결코 바람직한 것이 아니다. 리더십에 영향을 미치는 상황에 따라 바람직한 리더십 상은 달라져야 한다는 것이다. 그리고 이를 위해서는 변혁적·거래적 접근의 차원을 개념적·조작적으로 다루어야 할 필요가 있다는 것이다. 셋째, 경찰조직에서 카리스마 리더십이 적용될 수 있는 계층범위(경찰청장, 지방경찰청장, 경찰서장, 지구대장 등)는 무엇이며, 어떠한 업무영역(경무, 생활안전, 수사 등) 등에서 적용될 수 있는 것인 가에 대한 실증적 연구의 필요이다. Recently, a set of events related to police organizations reveal well which leadership is required in Korean police organizations. As the measure for it, the purpose of this study is to consider charismatic leadership. Charismatic leadership is the leadership based on innovation, vision, self-sacrifice, homogeneity, and trust in subordinate employees. Especially, charismatic leadership is the leadership which is more necessary in the organizations at a crisis situation and is required to the leaders of Korean police organizations. So, the purpose of this study is to perform the theoretical consideration on the charismatic leadership in Korean police organizations. On the basis of this study, the implications on charismatic leadership studies in Korean police organizations are as follows. First, the research on charismatic leadership in police organizations should be deepened. Owing to the characteristics of police organizations, the strict laws and regulations as well as the hierarchy and command system emphasizing the obedience to orders are required. Owing to the characteristics of ideologies and goals, considerable compelling forces are exercised for goal achievement compared with other organizations, and such forces are also accepted as a matter of course, and high solidarity is required internally. These characteristics require the leaders of police organizations to exercise charismatic leadership(vision, innovation, self-sacrifice, and homogeneity and so on) The theory of charismatic leadership supports leaders` transformational influence. However, the goal of such influence is not to change subordinates` obedience behaviors, but to change subordinates` central attitudes, beliefs, and value systems(views). Also, all these theories emphasize that charismatic leadership leads to the change of subordinates` attitudes through the homogeneity with leaders and internalizing value systems(views) to follow leaders` visions. Second, in relation to charismatic leadership, most of police organization studies distinguish transformational leadership and transactional leadership and so accept only transformational leadership as desirable. However, this is never desirable. Depending on the situations which influence leadership, the desirable images of leadership should be changed. And for this, it is necessary to deal with transformational and transactional approaches conceptually and operationally. Third, it is necessary to study positively which class scopes(the Director of the national Police Agency, the Director of the Local Police Agency, the chief of a police station, and patrol division head and so on) charismatic leadership can be applied to and which business areas(police duties, life safety, and criminal investigation and so on) charismatic leadership can be applied to.

        It has been often recognized for that the discipline of public administration is plagued by a weak or absent theoretical framework and core. This has led some social scientists, along with Robert Parker, to conclusion in which "there is really no such subject as 'public administration'. No science or art can be identified by this title, least of any single skill or coherent intellectual discipline." Others, including Frederick C. Mosher, have considered it a "resource", that public administration "is more an area of interest than a discipline," since this enables the field to draw upon a variety of disciplines. Still, another group of scholars, such as Herbert Kaufman and James Q. Wilson, have argued that public administration faces a serious and seemingly irresponsible problem in continually seeking to maximize the attainment of mutually incompatible values. Public administration theory contains at least three distinctive approaches. These can be labeled "managerial", "political", and "legal", Each approach has relatively separate origins, emphasizes different values, promotes different organizational structures, and views individuals in different terms. These three approaches reflect the constitutional separation of powers, which has tended to collapse into the administrative branch as a consequence of the rise of the contemporary administrative state. The development of a more coherent body of public administrative theory must recognize the utility of each of these approaches as they are applied to various aspects of administration. The experiences of practitioners, whose effort is totry to integrate these approaches on the job, can be an invaluable guide to such theory-building. This paper identifies the problems and issues concerning to the theory building of public administration in Introductory. It deals with the different methodologies, mainly borrowed from neighborhood disciplines, for the public administration theory in Chapter Ⅱ(The Methodology of Public Administration) and tries to integrate them into a new dimension of managerial, political and legal approaches in Chapter Ⅲ(A Practical Cognition for the Systematization of Public Administration Theory). Finally, it stresses the importance of public administration theory to solve the actual problems, to realize the social values and to control the unpredictable future.
