본 연구는 국가연구개발사업 연구비 투자 규모가 지속적으로 증가함에 따라 연구비 관리제도의 중요성이 크게 부각되고 있음에 주목하고, 대표적 연구비 관리제도인 연구비 중앙관리 실태 조사의 평가결과(2013년)를 분석하였다. 이후 연구관리 전문기관 담당자들을 대상으로 AHP(Analytic Hierarchy Process) 분석을 실시하여 시사점 및 정책적 함의를 도출하였다. 연구결과에 따르면, 먼저 2013년 실태조사 분석결과 연구비관리 전담조직, 연구윤리 규정, 인건비, 여비 및 간접비 규정은 평가에 참여한 대부분의 기관에서 구비한 것으로 나타났으며 연구진흥 프로그램, 연구자 만족도조사, 연구 성과관리 전문가 등은 상대적으로 미흡한 것으로 나타났다. 이는 연구비 관리를 위한 외형은 갖추어 졌으나 내실은 부족한 것으로 해석할 수 있다. 다음으로 연구관리 전문기관의 전문가 대상 AHP 분석결과 제재조치/인센티브, 인건비 집행, 외부정기감사, 전산시스템 등으로 연구비관리 정책의 우선순위가 나타났다. 이는 전문기관에서는 연구비 관리에 있어 사후관리를 보다 중요하게 생각하고 있음을 확인할 수 있는 결과라할 수 있다. 한편, 분석결과 한 가지 유의할 점은 비록 중요도의 우선순위는 있지만 어느 특정 항목이 월등하게 중요한 것이 아니라 15개 항목이 전반적으로 유사한 중요도로 나타났다는 것이다. 이는 연구비 관리에서 사후 모니터링이 상대적으로 보다 중요하지만 진행 관리와 사전 인프라 구축도 중요하다는 인식이 반영된 것이라 하겠다. This research gives notice to the rapidly growing importance of research funds management system, as the investment research funds for government R&D Project have consistently increased. Furthermore, this research interprets and analyzes the result of evaluating research funds in 2013, a representative research cost control system. Finally, this study implements AHP (Analytic Hierarchy Process) to agencies in charge of managing the funds for research and then attempts to suggest solutions on the management policy. First, most institutions that participate in this survey maintain these regulations: dedicated organizations, research ethics regulations, labor costs, travel expenses, and overheads. However, several regulations lists such as research promotion programs, research experts’ performance satisfaction surveys, and research experts’ management are relatively inadequate. This result suggests that the research funding must ensure ‘internal’ stability of the system. Next, a policy priority shows in order based on the result from AHP: enforcements/incentives, implementing labor costs, regularly outside audits, and computer systems. Priority shown implies that research institutions put the highest value on the follow-up management. Another thing to note is that fifteen indicators’ lists show a similar importance over all, although a priority exists. This result reflects that the follow-up management of research funding is relatively more important, but the progress management and the advance infrastructure cannot easily ignored, either.
