철도 및 항공 등의 교통수단은 다양한 상황에 대한 이용수요 예측이 어렵고, 개통 후 여건변화 등으로 인해 계획 시 예측된 이용 수요와 차이가 나는 경우가 발생할 수 있다. 초기 막대한 자본이 투입되어 건설되는 철도는 개통 후에도 운영비용이 지속적으로 발생하게 되므로, 철도의 안정적인 운영 및 유지관리를 위해서는 운영측면의 위험관리(Risk Management) 방안 마련 및 적용이 필요하다. 이에 본 연구에서는 현 교통수단별(KTX, 도시 철도, 항공) 위험관리의 현황 및 문제점 조사, 수요 변동에 따른 기재운영 분석 및 전문가 설문조사(AHP) 등을 통해 KTX 개통 후 열차이용객 변화에 따른 운영측면의 실질적인 위험관리방안을 제시하고자 한다. Means of transport such as railway and aviation are difficult to predict demand forecasting because of a variety of situations. And due to changes in circumstances after the opening, the demand can be changed compared with the previous forecasting. The initial capital for railway construction is so huge but operating cost is still continuously increased after the opening. So for the reliable operation and maintenance of railway, it is necessary to make and apply for risk management. In this study, we are going to suggest the practical risk management by the change of the number of passengers after opening KTX train. The using methods are investigation of the current situation and problem of the risk management about the current transportations such as KTX and metro and aircraft, analysis of operating matters by changing the demand, and method of Analytic Hierarchy Process (AHP).
