        대구·경북지역 섬유산업의 정책변화와 혁신과제

        본 연구는 대구경북지역 섬유산업의 경쟁력 회복을 위해 1999년부터 소위 '밀라노프로젝트'로 시작된 대구지역 섬유산업진흥사업을 중심으로 지난 10년간의 대구지역 섬유산업의 정책변화와 지역 섬유산업의 구조변화에 대한 현황분석을 토대로 향후 대구경북지역 섬유산업의 혁신과제를 제안하고자 하였다. 분석결과를 요약하면 다음과 같다. 1단계 밀라노프로젝트('99-'03)는 기획 수립단계에서부터 섬유산업의 중장기 발전시나리오에 기초한 비전과 전략의 부재로 체계적인 사업기획 및 단위사업 선정이 미흡함으로써 패션어패럴밸리 조성 등 사업의 추진일정이 지연된 문제점이 노출되었지만, 신제품개발지원센터, 염색디자인실용화센터 등 차별화 제품의 개발을 지원할 수 있는 기반을 구축하게 되었다는 점에서 성과의 의의가 있다. 2단계 대구섬유산업진흥사업('04-'08)은 경상북도의 도비 매칭을 통하여 대구경북지역의 광역사업으로 추진되었으며, 기 구축된 인프라를 중심으로 지원된 기술개발지원 사업은 특허출원 등 기술적 성과와 신상품 매출액 비중 증가 등의 경제적 성과가 가시화되고 있는 것으로 나타났다. 아울러 섬유업계는 1990년대 후반부터 한계업체 퇴출, 설비매각 이전 등 고강도의 구조조정이 진행되어 왔으나, 현재 영업중인 섬유업체는 재무구조, 생산성, 수익성 측면에서는 기업의 경영성과가 호전되었다. 산업 구조적인 측면에서는 의류용섬유소재분야에서 산업용섬유소재분야로 구조전환이 이루어지고 있는 것으로 나타났다. 기업의 혁신역량 분석에서는 타 산업과 비교할 때 큰 차이는 없으나, 최고경영자의 기술혁신의지, 기업가 정신, 연구개발 역량과 인적자원분야에서 혁신역량이 다소 떨어지는 것으로 나타났다. 향후 섬유산업의 지속발전을 위한 경쟁력 제고를 위해서는 하이테크 섬유소재와 생활용 섬유분야에 대한 선택과 집중이 필요하며, 향후 물리적 집적기반보다는 신뢰와 협력에 기반한 네트워크를 통해 '혁신 시너지'를 창출할 수 있도록 소프트웨어적 인프라 구축에 보다 집중하여야 할 것이다. 특히 지역 섬유산업이 지역 전략산업으로 선정되어 10년 이상 지속적인 지원을 받아 온 만큼, 이제 전통 주력산업에서 미래 성장산업으로 변모하기 위해서는 기업의 기술혁신의지와 기업가정신에 기초한 기업주도의 '혁신 클러스터'를 반드시 창출해야 할 것이다. This study analyses support policy and structural change of textile industry in Daegu Kyungbuk region, and suggests major issues for textile industry's innovation. In Daegu Kyungbuk, it was 1999 that a policy, so called Milano Project, in order to promote a textile industry was devised. In 2004, the Regional Industrial Promotion Plan was devised. The plan was born from a view point of establishing a regional innovation system and of promoting the innovative clusters under a knowledge based economy. After then, the Regional Industry Promotion Project or Regional Strategic Industry Promotion Project became a core of regional textile industrial policy. Research results indicated that the first stage Milano project (1999-2003) showed both positive and negative effects. There were no long-term development plan, clear vision and strategy. But, core industrial infrastructure for differentiated product development, such as New product Development Support Center and Dyeing Design Practical Application Center, was constructed. The second stage Daegu Textile Industry Promotion Plan (2004-2008) displayed a significant technological performance and new product sales with the assistance of Kyungbuk province. Also, textile industry revealed positive fruits such as financial structure, productivity, and profitability as a result of strong restructuring. In industrial structure, there was a important change from clothe textile material to industry textile material. Most of textile companies did not showed high capability in CEO's technology innovation intention, entrepreneurship, R&D and human resource competency in compare with other industry. We suggested that Daegu Kyungbuk has to select and concentrate on the high-tech textile material and living textile for sustainable development and competitiveness. We also proposed a confidence and cooperation based innovation network and company oriented innovation cluster.

        PT. Busana Prima Global의 신속대응생산체계 구축 사례

        본 연구는 BPG사의 성공적 신속대응생산체계 구축에 관한 사례를 분석하였다. BPG사는 봉제기업의 평균 고객대응시간이 90일임에도 불구하고 이를 45일로 줄임으로써 글로벌 시장에서 경쟁우위를 확보 · 유지할 수 있었다. CEO와의 인터뷰 및 사내발간자료를 바탕으로 BPG사의 신속대응생산체계 구축에 영향을 미친 요인들을 구체적으로 파악하였다. 그 결과 전반적으로 가장 큰 영향력을 지닌 요인은 CEO의 산업경험이었다. 즉, CEO의 산업경험으로 인한 지식과 노하우가 신속대응생산체계 구축에 요구되는 관리정책들에 두루 영향을 미친 것으로 나타났다. BPG사의 성공적 신속대응생산체계 구축에 이바지 한 주요 관리정책들은 다음과 같이 나타났다: 바이어 및 공급자와의 신뢰관계, 사전 기획, 다품종소량생산, 숙련근로자 관리, 기계에 대한 최적의 투자, 그리고 우븐과 니트의 동시수행. 한편, 본 연구는 신속대응생산체계 구축에 영향을 미치는 것으로 밝혀지고 있는 변수들을 기존연구를 바탕으로 도출하고, 본 연구의 결과와 비교하였다. 이를 바탕으로 이론적 및 실무적 시사점들을 도출하였다. 마지막으로 본 연구가 가지는 한계점 및 향후 연구방향에 대해 구체적으로 기술하였다. This study analyzes the case of BPG’s successful quick response manufacturing system. BPG was able to maintain a competitive advantage in the global market by reducing the average delivery lead time of the garment manufacturing company of 90 days, to 45 days. Based on interviews with the CEO and in-house publications, we identified the factors that affected BPG’s quick response manufacturing system. As a result, the most influential factor was the CEO’s industry experience. In other words, knowledge and know-how from the CEO’s industry experience influenced the management which it requires for the quick response manufacturing system. The major management system that contributed to BPG’s successful quick response manufacturing system were as follows: trust relationships with buyers and suppliers, preplanning, small batch production, skilled workers management, optimal investment in machinery and the simultaneous operations of knitting and weaving. In this study, derived the influential factors of the quick response manufacturing system based on the previous studies and compared with the results of this study. Based on this, theoretical and practical implications were derived. Finally, the limitations of this study and future research directions are described in detail.

        일반 논문 : 중소기업의 사회책임경영(CSR)이 경영활동과 기업성과에 미치는 영향

        본 연구에서는 중소기업의 사회책임경영(CSR)이 경영활동과 기업성과에 미치는 영향을 실증적으로 분석하였다. 분석결과에 따르면 첫째, 지역 중소기업들도 현재 확산되고 있는 CSR 활동의 필요성 내지는 당위성에 대해서 대기업과 마찬가지로 인식하고 있는 것으로 나타났다. 하지만 기업규모의 영세성과 CEO가 여러 가지 경영활동을 수행함에 따라 실제 CSR 활동에 있어서는 한계가 있는 것으로 보인다. 둘째, 경영활동에 긍정적인 영향을 미치는 CSR 활동은 경영자의 윤리경영 의지, 윤리경영 제도, 노사관계 그리고 고객관계 관련 활동 등으로 나타났으며, 경영활동에 따라 영향을 미치는 CSR 활동도 다르게 나타났다. 셋째, CSR 활동이 경영활동에 유의적인 영향을 미치는 것과는 달리 기업성과에 긍정적인 영향을 미친다는 일관성 있는 결과는 발견할 수는 없었고 경영활동의 조절효과도 발견할 수 없었다. 마지막으로 2SLS법을 이용한 회귀분석의 결과에서도 중소기업의 CSR 활동과 기업성과 간에 어떠한 유의적인 관계를 발견할 수는 없었다. Generally, the social responsibilities of corporations are divided into economic, legal, ethical, and charitable responsibilities. Originally, Corporate Social Responsibility (CSR) placed emphasis on ethical responsibility, but the rise of the concept of sustainability from the 2000s had an immense impact on industrial profits, business survival and growth. Discontinuing past perspectives centered simply on the right and responsibility to offer protection, a new emphasis was placed on social responsibility viewed from more strategic angles. CSR is variously defined depending on the scholar`s or institution`s objectives. But Carroll`s 1979 model is the most generally accepted, and recently CSR is being consolidated and comprehended by a Social Responsibility Business Certification System (ISO26000). Deleting the "C" (Corporate) from CSR, the International Standardization Organization is creating a certification system that includes all social responsibilities applicable not only to industries but to organizations. It is defining CSR as a balanced approach with which to handle objectives beneficial to the economic, social and environmental problems of people, regions, communities and societies. Results of the survey conducted by the Federation of Korean Industries targeting 350 large Korean industries showed that industries that have introduced ethical guidelines have grown to 93.5% in 2007, compared to 62.0% in 2005. Also, expenditures for social contribution activities by domestic industries have surpassed 1 trillion KRW in 2002, showing steady two-digit increases and above annually, while SRI (Socially Responsible Investing) funds invested in industries engaged in CSR activities are rapidly growing both domestically and abroad. But contributions and other CSR activities by domestic small and medium-sized firms remain few. This shows a great difference from the U.S., where CSR activities are vigorous, so much that the US Chamber of Commerce published a survey of CSR companies made up of 5 members or less. This is because small and medium-sized firms have not set up adequate strategies for CSR. If small and medium-sized firms engage in activities for the local society, they could garner a reputation in the region and open up opportunities for business expansion in their own country and internationally. Because small and medium-sized firms differ from large firms in terms of industrial environment and scale, it is highly likely that they differ in CSR activities, as well. Therefore, a necessary stance for elevating CSR levels of small and medium-sized firms includes not only actual studies, but also a grasp of how CSR activities impact business activities and industrial performance. CSR studies conducted to date have been limited to the relationship between social responsibilities such as ethical responsibilities and the performance of firms. And most have taken place in North America and Europe. Most studies on CSR deal simply with the effectiveness of the CSR activities themselves. But understandings of concrete dimensions like economic, legal, ethical and charitable responsibilities, and substantial analyses of the mechanisms between CSR activities and the performance of firms have largely been disregarded. Based on the related theories and existing studies of CSR, this study attempts to address the following research objectives. First, substantial analyses of CSR activities by small and medium-sized firms in the Daegu region were carried out for the purpose of comparing them to those of large firms. Second, it attempts to analyze the influences of CSR activities on their primary business activities like human resources, marketing, production, and technological innovation at small and medium-sized firms. This gives us an understanding of the importance to SMEs of using CSR activities in a strategic manner. Finally, instead of analyzing the simple relations between CSR of small and medium-sized firms and firms` performance, this study analyzed these relations controlling the endogeneity which may exist. In so doing, it provides an opportunity to study the mechanisms operating between CSR activities by small and medium-sized firms and their performance. For the purpose of this study, we conducted a questionnaire-based survey of department managers, middle-managers, and staffs at 530 small and medium-sized firms in the Daegu region. Eventually, the survey data of 203 firms were collected after eliminating questionnaires with perfunctory or unreliable responses. CSR activities were measured in the CEO`s mind and systemic implementation for ethical management, equal opportunity hiring, labor-management relations, customer relations, environment, etc. Business activities were divided into the fields of human resources for optimal business performance, differential marketing, production management for top effectiveness, and innovative technology capability and measured using a 5-point scale. To measure firms` performance, the ratio of net income to net sales and the return on total asset (ROE) were employed as measurement variables based on average over a 2-year period. The control variables such as number of years in operation, firm size, whether or not they were a venture company or manufacturing company, and stock ownership rates of the CEO were used in the multiple regression models. Major results are follows. First, it was found that just like large firms, the number of regional small and medium-sized firms that also understand the necessity and justifiability of CSR activities are currently expanding. But, firm size and the CEO seems to limit possibilities for CSR activities. Second, CSR activities, which positively influence business activities, appear as determination to carry out ethical business practices, ethical business systems, and activities related to labor-management relations and customer relations. CSR activities on different types of business activities were shown to be different. Third, unlike the palpable effects of CSR activities on business activities, neither consistently positive results for firms` performance nor moderating effects for business practices were found. Finally, even using 2SLS (two-stage least squares) did not reveal a significant relationship between CSR activities by small and medium-sized firms and the performance of the firms. We could not find substantial evidence that the CSR activities of small and medium-sized firms effect the performance of the firms. But measurement indexes for CSR effectiveness are being developed for big companies and participants in the capital market are utilizing those measurement indexes, making decisions pertaining to their investments and producing systemic devices for officially assessing company values. Therefore, this type of study must be continued in the future. There were several limitations to the carrying out of this study. Because the subjects of analysis were limited to small and medium-sized firms in the Daegu region, the results cannot be applied to small and medium-sized firms as a whole. Second, the variables for CSR activities used in this study could not consider the totality of CSR activities. Third, there was also a limitation in its inability to adequately reflect theoretical bases and structural relations in respect to relations between the differing variables. Therefore, future studies must seek to overcome the limitations of this research.

        대구지역 산업클러스터 환경과 기술혁신: R&D 역량의 매개효과와 환경불확실성의 조절효과

        본 연구에서는 중소기업에 있어 중요하면서 실증연구가 부족한 산업클러스터 환경과 기술혁신, 그리고 이 관계에 있어 고려되어야 할 R&D 역량과 환경불확실성의 역할에 대해 실증적으로 규명하였다. 분석결과에 따르면, 첫째, 산업클러스터 환경 중 과학기술의 체계성만 R&D 역량에 긍정적인 영향을 미쳤다. 둘째, R&D 역량은 기술혁신에 긍정적인 영향을 미쳤다. 셋째, 산업클러스터 환경(과학기술의 체계성)은 기술혁신에 직접적인 영향을 미치는 것이 아니라 R&D 역량을 통해 긍정적인 영향을 미쳤다. 넷째, 환경불확실성은 산업클러스터 환경(과학기술의 체계성)이 R&D 역량에 미치는 영향을 긍정적으로 조절하였다. 다섯째, 산업클러스터 환경(과학기술의 체계성)과 환경불확실성의 상호작용 또한 R&D 역량을 매개로 기술혁신에 부분적으로 긍정적인 영향을 미쳤다. In this study, we examined the relationship between industrial cluster system in Daegu region and technological innovation including the mediating effect of R&D capability and the moderating effect of environmental uncertainty. According to the results, first, the system of science and technology (industrial cluster system) had a positive impact on R&D capability. Second, R&D capability had a positive impact on technological innovation. Third, we found the mediating effect of R&D capability for the relationship between the system of science and technology (industrial cluster system) and technological innovation. Fourth, we found the moderating effect of environmental uncertainty for the relationship between the system of science and technology (industrial cluster system) and R&D capability. Also, it was found that interaction of between the system of science and technology (industrial cluster system) and environmental uncertainty exerted partially a positive impact on technological innovation mediated by R&D capability.
