        설계지진파의 지속시간이 비선형 시간이력해석 결과에 미치는 영향 검토

        Structural analysis is performed to understand the seismic performance of the structure, and nonlinear time history analysis is performed for clearer analysis. When performing nonlinear time history analysis, it is reviewed whether the design earthquake wave has a value above a certain level for the response spectrum of the target ground. The seismic performance of the structure is determined by the maximum rotation angle of member for each direction generated during the duration of the seismic wave. However, in the current KDS 41 17 00, there is no mention of the duration of the design earthquake wave. The review range for seismic wave duration is reviewed in accordance with ASCE 4-98 for 5%-75% of Arias Intensity and 5%-95% of the integrated area of seismic waves. Nonlinear time history analysis is performed on a 5-story reinforced concrete structure using the selected design earthquake wave. As a result of the analysis, the timing of determining the seismic performance level of the structure is different for each seismic wave, but using an earthquake wave calculated below 67.72% of Arias Intensity of the original seismic wave may result in different results. 구조물의 내진성능을 파악하기 위해서는 구조해석을 실시하게 되며 보다 명확한 해석을 위해 비선형 시간이력해석을 수행한다. 하지만 현행 건축물 내진설계기준에서는 설계지진파의 지속시간에 관한 언급은 전무한 실정이다. 지진파 지속시간에 대한 검토 구간은 ASCE 4-98에 의거하여 아리아 강도의 5%-75% 구간, 지진파의 적분면적의 5%-95% 구간에 대하여 검토한 후 5층 철근콘크리트 구조물에 대해 비선형 시간이력해석을 수행한 결과, 원지진파의 67.72% 이하로 산정된 지진파는 본래의 결과와 상이한 결과를 초래할 수 있다.

        급성기 뇌졸중 후 우울증과 부양자의 부양부담

        Objectives:This study aimed to explore the determinants of care burden among caregivers for the stroke patients at acute phase. Methods:In 123 patients with stroke and their family caregivers, data on care burden (Zarit Burden Interview) and various socio-demographic and clinical characteristics were obtained at 2 weeks after stroke. After uni- or bi-variate analyses, multiple linear regression tests were performed to determine the independent risk factors for care burden. Results:In the uni- or bi-variate analyses, five potential risk factors were identified: higher age, previous stroke, lower cognitive function and severer depressive symptom of stroke patients, and no aid carer of caregivers. In the multiple regression analyses, only the severer depressive symptom of stroke patients was identified as a determinant of care burden. Conclusion:To mitigate care burden during the acute phase of stroke, appropriate measures of clinical intervention need to be taken to prevent the depressive symptom of stroke patients.

        압력용기용 강의 석출거동과 인장특성에 미치는 오스테나이트화온도 및 냉각속도의 영향

        The effects of austenitizing temperature and cooling rate on precipitation behavior and tensile properties were investigated in an Mn-Mo-Nb-V pressure vessel steel. During austenitizing, it was shown that the austenite coarsening was somewhat suppressed by undissolved NbC. After cooling from austenitizing, the microstructure of all the steels mainly consisted of upper bainite. However, the steel comprised a little lower bainite and martensite in the case of aqua oil quenching from 1000oC, which would be due to increased hardenability by partly dissolved Nb and comparatively large austenite grains. The average size of NbC in austenite at higher temperature was analyzed to be smaller than that at lower temperature because of the more dissolution. It wasfound that the NbC did not grow much during fast cooling from austenitizing. Meanwhile, the NbC grew much during slow cooling, probably due to wide temperature range of cooling and sufficiently long time for NbC to grow.It was conjectured the V precipitates newly formed and/or grew during cooling from austenitizing and during tempering. On the other hand, the formation of NbC was almost completed before tempering and little more precipitated during tempering. Among the tempered steels, the steel which was fast cooled from 1000oC showed the highest tensile strength, which seemed to come from the microstructure of fine upper bainite and some low temperature phases as well as the comparatively fine NbC precipitates.         무해통항권 행사를 주장하는 선박에 대한 법집행관할권

        공해의 자유가 중심이었던 해양에서는 바다는 모든 국가 및 선박에 대하여 개방되어 있고, 통상을 위하여 자유롭게 항해할 수 있으며, 또한 그 자원을 자유로이 이용할 수 있는 공간이었다. 그러나 과학기술의 발달과 연안국의 관할권 확대 요구에 따라, 자유로이 항행하고 이용할 수 있는 공해의 범위가 점차 축소되어 왔다. 그럼에도 불구하고 항해의 자유는 연안국의 주권이 미치는 영해에서 선박이 연안국의 평화, 공공질서 또는 안전을 해치지 않는 경우, 연안국조차도 그 선박의 통항을 해할 수 없도록 무해통항권이라는 변형된 형태로 살아 남았다 연안국은 외국 선박이 행사하는 무해통항권을 보장하여야 하며, 그 방법으로서 유엔해양법협약과 그 밖의 국제규칙에 따라, 영해에서 외국 선박이 행사하는 무해통항과 관련하여 적절한 입법을 할 수 있다. 다만, 연안국이 입법관할권을 행사하여 해당 법령을 제정하였음에도 불구하고, 이를 곧바로 연안국이 집행할 수 있는지에 대하여 유엔해양법협약이 명시적으로 규정하고 있지 않아, 그 집행 근거에 대하여 논란이 있어 왔다. 비록 형사관할권 또는 해양오염과 같은 일부 문제에 대하여 유엔해양법협약이 명확하게 연안국이 영해에서 법집행관할권을 행사할 수 있다고 규정하고 있지만, 기타 유엔해양법 협약이 규율하고 있는 문제에 대하여 연안국이 그러한 법집행관할권을 행사할 수 있는지는 여러 가지 해석의 가능성을 야기 시켰다. 이 문제는 결국 유엔해양법협약의 해석에 관한 문제로 귀결된다. 즉, 무해통항 중인 선박에 대하여 연안국이 자국의 법령을 토대로 집행관할권을 행사할 수 있는지 판단하는 기준을 무해통항과 관련된 규정에서 찾아야 한다. 선박의 통항이 무해하지 않은 것으로 간주되는 경우, 연안국은 당연히 그러한 선박에 대하여 집행관할권을 행사할 수 있을 것이다. 다만, 외국 선박이 무해통항 중에 있었으나, 일시적으로 무해통항을 위반한 경우, 연안국은 지속적으로 무해하지 않은 통항을 행사하는 선박에 비하여 소극적인 수준에서 법집행관할권을 행사할 수 있을 것이다. 아울러 외국 선박의 통항이 무해하지 않은 통항에 이르지 아니하지만, 연안국의 국내법을 위반한 경우, 그러한 선박이 무해통항 중이라는 이유로 연안국이 어떠한 법집행관할권을 행사할 수 없다고는 보기 어려울 것이다. 이처럼 연안국은 통항 중인외국선박에 대하여 법집행관할권을 행사함에 있어 그 정도가 다르지만, 법집행관할권을 행사할 수 있으며, 무엇보다도 그러한 연안국의 법집행관할권의 행사는 결국 비례성 원칙에 비추어 인정될 수 있을 것이다. All coastal States shall guarantee the right of innocent passage of a foreign ship, and may, in conformity with the provisions of the UN Convention on the Law of the Seas and other rules of international law, make appropriate laws and regulations in relation to innocent passage of a foreign ship through the territorial sea. Even though a coastal state enacts the laws and regulations with regard to innocent passage of a foreign ship by exercising its legislative jurisdiction, the Convention does not, however, explicitly stipulate whether a coastal state can immediately enforce the laws and regulations, and therefore, there has been controversy over the basis for its enforcement. Although the Convention provides that a coastal state may exercise its law enforcement jurisdiction in its territorial seas regarding criminal jurisdiction or marine pollution, it is unclear whether the Convention allows the exercise of enforcement jurisdiction of a coastal state even over a foreign ship in innocent passage in these circumstances. It is also uncertain whether the law enforcement jurisdiction of a coastal state may be exercised in other particular cases. These issues eventually result in a matter of the interpretation of the UN Convention on the Law of the Sea. In other words, the criteria for determining whether a coastal state can exercise its law enforcement jurisdiction based on its own laws and regulations for a foreign ship in innocent passage should be found in regulations related to innocent passage under the Convention. If the requirements of Article 27 of the Convention relating to criminal enforcement jurisdiction are met, the navigation of the ship concerned is prejudice to the peace, good order or security of the coastal state under Article 19 (2), and passage of the ship may not, therefore, be considered innocent. If the passage of a ship is considered non-innocent, a coastal state may, of course, exercise law enforcement jurisdiction over it. However, if a foreign ship in innocent passage is temporarily in non-innocence, a coastal state may exercise its law enforcement jurisdiction at a negative level compared to a ship in continuous innocent passage. In addition, although passage of a foreign ship is not considered non-innocent, but it violates laws and regulations of a coastal state, it is unlikely that a coastal state may not exercise any law enforcement jurisdiction on the grounds that such a ship is in innocent passage. As such, a coastal state may law enforcement jurisdiction in different degrees over foreign ships in transit, and its law enforcement jurisdiction shall be, above all, exercised in light of the principle of proportionality.

        건축물 내진설계기준에 의한 설계지진파 선정 방법 검토

        Nonlinear time history analyses are frequently carried out for performance-based seismic design. In order to carry out these analyses, the selection of appropriate seismic waves is very important. Since no seismic wave data of the design spectral acceleration level existed in Korea, the seismic wave data of the PEER Center is generally used. However, many of seismic waves selected from the PEER Center seismic wave selection system tend to have predominant short period. Therefore, this study proposes a seismic wave selection method with various predominant periods from the PEER Center seismic wave selection system. This paper introduces the current building seismic criteria for design seismic wave selection and the PEER Center seismic wave selection system, and is investigated the maximum response acceleration distribution using the PEER Center seismic wave selection system and the proposed seismic wave selection method. As a result, the maximum response acceleration of the PEER Center seismic wave selection system was distributed in a specific range of predominant period, and no significant difference of the spectral accelerations was found in before and after the site response analyses. On the other hand, the proposed method was properly distributed in various predominant period domains, and the predominant periods maintained almost the same values after the site response analyses.
