This study is aimed at examining and analyzing the awareness and disposition to judging of Keomdo judges, providing data for training more accurate and fair Keomdo judges, and hac reached the following conclusion. First, lectures or trainings for judges should be consistently and frequently annually or ahead of competitions as possible. Second, to climinate the influences such as geographical or school connection in judges judging, quantitativenumber of qualified judges should be extended. Third, subjective or inconsistent interpretations of judges on effective qualification should be reduced by presenting definite standards to effective qualification rather than superficial training of judges and drawing out objective common points to the judgement of effective qualification through many practices. Fourth, through steady and periodical questionnaire survey, present condition to judging awareness, disposition of judges and problems should be precisely understood.

오늘날 프로스포츠 팀을 경영하는데는 많은 복잡한 문제들이 수반된다. 즉, 천정부지로 치솟고 있는 선수들의 연봉, 팀 가동비용 등 지출에 비하여 수입원은 한정되어 있다. 이러한 상황에서 방송중계권료는 미국의 4대 major 프로 스포츠팀들(NFL, MLB, NBA, NHL)의 재정에서 가장 높은 비중을 차지하고 있으며 팀의 효율적인 경영을 위해서 결코 간과해서는 안될 중요한 수입원이다. 그리고 미국의 프로스포츠와 대중매체 특히, 텔레비전과의 관계는 상호간에 이득을 주고받는 긍정적인 관례를 유지하고 있으며 이러한 관계는 앞으로도 지속될 전망이다. 그러나 대조적으로 한국 프로야구팀들에게 방송 중계권료는 팀의 재정에 전혀 공헌을 하지 못하고 있는 형편이다. 그 결과로 각 팀들은 매년 큰 폭의 적자를 감수해야 하는 실정이다. 따라서 한국의 프로야구 관계자들과 구단주들은 방송 중계권료의 현실화를 위하여 방송사끼리의 입찰경쟁 유도, 게임수 또는 정규게임과 플레이오프 게임에 따른 별도 계약 추진, 그리고 전국적인 네트워크 뿐만 아니라 케이블 T.V. 및 지역방송사와의 교섭 강화 등 다양한 전략을 내부적으로 수립하여 추진하는 것이 필요하다. Today, professional sport team business accomplisher much complication. That is, while players' salary and team operation expenses have been dramatically increaed, team income has been limited. Under these situations, television broadcasting money is the most important income source of four major professional sports in the U.S. And the relationship between professional sports and mass-media, especially television, is developed as a mutually profitable relation. Also, this relationship will be continue. On the other hand, the television broadcastiong money on professional baseball in Korea has not contributed anything on the teams˙income. As a result, all of the professional baseball teams in Korea has been suffered by a sizable deficit every year. Therefore, for considerable increase of television broadcasting money persons related with professional baseball and team owners need various strategies such as fostering bidding war among broadcasting companies, contracting according to number of games, season regular games, and play-off games, etc., and strengthening of contract with cable T.V. and regional broadcasting companies as well as national networks.

BSC 운용이 조직성과에 미치는 영향에 관한 실증연구;PDCA 모형중심으로

본 연구는 성과관리가 조직의 지속적인 성장과 발전의 혁신도구로써 조직성과에 영향을 미친다는 측면에서 공공부문의 균형성과표(BSC) 운용의 성공요인과 고려사항을 바탕으로 연구모형을 설정한 후 이를 실증적으로 분석하였다. 이를 위하여 성과관리를 위한 BSC의 추진 관리 단계인 계획, 실행, 평가, 환류 등 순환주기에 관련된 변수들을 독립변수로 하고, 조직성과에 관련된 변수들을 종속변수로 선정하여 독립변수가 종속변수에 미치는 영향을 분석하였다. BSC를 구축 운영하고 있는 공공기관의 BSC 성과관리시스템 담당자에게 설문조사를 실시하여 분석한 결과, BSC 운영 단계별 하위변수들은 상호간에 영향을 미치며, 조직성과에도 유의미한 영향을 미치는 것으로 나타났다. 이러한 분석결과에 따른 정책적인 시사점은 성과관리를 조직 내에 촉진 유지하기 위한 조직적, 정책적, 전략적 환경을 조성하여야 한다는 점이다. 또한 공공부문에서 성과관리제도가 실패하는 가장 큰 이유는 객관적인 평가지표가 명확히 설정되지 않았거나 보상체계가 불충하기 때문이다. 공공부문의 경쟁력 확보를 위해서는 구성원이 전략적 사고의식을 가져야 한다.

공개키 개념을 갖는 많은 암호 알고리즘 가운데 수학적 연산 방식을 이용하는 타원곡선 암호 알고리즘은 안정성과 효율적인 면에서 인정받고 있으며 최근에 많이 쓰이고 있는 방법 중의 하나이다. 본 논문에서는 타원곡선 방정식에 의해 임의의 점을 지나는 직선이 타원곡선과 만나는 좌표 값들 중에서 한 개의 좌표 점을 공개키로 하여 송수신자가 각각 비밀 키를 계산한 후에 비밀 키를 송 수신자에게 각각 보내어 비밀 키가 동일한지를 비교하여 신뢰성을 확인하는 공개키 알고리즘을 제시하였다.

Freak Wave 특성 파악을 위한 파랑관측 자료의 분석

This study is carried out the investigation of nonlinear characteristics of the field wave observation data acquired in the western sea area in Jeju island during one year. It is aimed to offer the fundamental data for Freak wave forecasting in real sea. For this, the nonlinear parameters of ocean waves, which are Skewness, Atiltness, Kurtosis and Spectrum band width parameter et al., are introduced, and the parameters are compared and discussed with some characteristics wave components, ie, significant wave height, maximum wave height, and so on. As a results, we know that the parameters describe nonlinear characteristics of observed wave spectrum broadly, are feebly related with occurrence of abnormal maximum wave height, namely freak event, however the Kurtosis, $K_t$ which is a degree of peakness of mode of surface elevation distribution, has better relationship than others. 본 연구는 제주도 서측 해역의 현지 파랑관측 자료를 기초로 해양파의 비선형 특성을 조사한 것으로서, 실제 해역에서 Freak wave 예보의 토대를 마련하기 위한 기초 연구이다. 관측된 파랑자료의 비선형 특성을 조사하기 위해 파형의 상하 비대칭성, 전후 비대칭성, 빈도 분포의 첨예도, 파랑 스펙트럼의 대역폭 파라미터 등을 추출하고 이들 자료를 유의파고 최대파고 등의 파랑 특성치들과의 상관관계를 분석하였다. 그 결과, 제시된 파랑의 비선형 파라미터들은 계측된 파랑 스펙트럼의 전반적인 비선형적 특징을 묘사하긴 하지만, 돌발적 고파랑이라고 할 수 있는 $H_{max}$와의 상관은 미약하여 Freak wave 의 발생을 단적으로 예측하기에는 부족한 것으로 나타났으나, 스펙트럼의 첨예도를 나타내는 $K_t$의 경우는 타 비선형 파라미터에 비해 다소 개선된 상관을 보여주고 있음을 알 수 있었다.
