        농민공의 도시 시민화 가능성과 전망-신세대 농민공을 통한 가능성을 중심으로-

        新生代农民工是工业化、城市化和现代化的产物。对新生代农民工进行科学的管理是中国经济发展、政治稳定、文化繁荣、社会和谐的基础。本论文是对新生代农民工进行的研究成果。本论文率先提出有关新生代农民工的现实状况。新生代农民工在城市化进程中,他们正经历着与城市生活的碰撞与融合,在就业、生活、情感需求及权益维护等方面存在理想与现实的落差。因此,加快推进农民工的城市化进程,务必要加大对农民工的培训力度,提高农民工的社会保障水平,对农民工投入社会的人文关怀。

        지역노사민정협의회의 운영상 문제점과 개선방안

        지역노사민정협의회는 탈중앙화 경향 속에서 ‘국가균형발전과 지방분권 실천’이라는 현 정부의 정책기조에 발맞추어 지역 경제 및 노동 현안 등을 해결할 수 있는 핵심적이고 중추적인 역할을 할 것이다. 특히, 중앙단위의 경제사회노동위원회와 지역단위의 지역노사민정협의회의 상호협력 및 연계 강화는 중앙과 지역 차원의 사회적 대화를 활성화할 것으로 예상한다. 이를 통한 사회적 대화의 활성화는 노사가 공동으로 참여하고 다양한 이해관계자들이 주체로서 참여함으로써 경제 및 노동현안에서 발생하는 경제위기를 각 주체들 간 협력적으로 변화시키고 해결할 수 있다. 따라서 지역노사민정협의회가 활성화되기 위해서는 협의회를 운영․지원하고 원조할 수 있는 독립사무국과 운영인력의 확충이 필요하다. 독립사무국은 중립적인 위치에서 회의체를 집중적으로 관리․운영할 수 있으며, 다양한 이해관계주체들을 위해 장․단기 사업을 안정적으로 추진할 수 있다. 더불어 지역노사민정협의회의 위상을 높임으로써 지역의 사회적 대화기구로서 역할과 기능을 수행할 수 있도록 해야 한다. 우선, 지역 내 사회적 대화기구의 일원화를 통해 경제 및 노동현안 등을 심의․협의하고 관련 사업을 분리하여 시행할 필요가 있다. 또한 지역주민을 위한 각종 교육프로그램이나 훈련 등을 제공함으로써 해당지역의 노동현안을 인식하고 이에 대한 관심을 유도할 수 있다. 마지막으로, 경제사회노동위원회는 지역노사민정협의회의 활성화 노력에 발맞추어 중앙단위의 사회적 대화기구로서의 역할과 기능을 충실히 수행할 필요가 있다. 그 이유는 중앙단위 경제사회노동위원회가 사회적 대화기구로서 역할과 기능을 충실히 수행해야만이 지역의 사회적 대화기구인 지역노사민정협의회와 함께 시너지 효과를 달성할 수 있기 때문이다. Amid the trend of decentralization, the Local Associations of Labor, Management, Government, and Community will play a key and pivotal role in resolving pending regional economic and labor issues in line with the incumbent the stance of the governmental policy of “balanced national development and implementation of decentralization.” In particular, the mutual cooperation and strengthening the connection between the Economic, Social, and labor committee at the central level and the Local Associations of Labor, Management, Government, and Community at the regional level are expected to promote social dialogue at the central and regional levels. The activation of social dialogue through which labor and management participate jointly with various stakeholders can jointly change and resolve economic crises arising from economic and labor issues. Therefore, it is necessary to expand the number of independent offices and operating personnel who can operate, support, and provide the assistance to the Local Associations of Labor, Management, Government, and Community in order for it to be activated. The independent office may manage and operate the meeting intensively from a neutral position, and may stably carry out long and short-term projects for various stakeholders. In addition, by enhancing the status of the Local Associations of Labor, Management, Government, and Community, it shall be allowed to perform its role and functions as a regional social dialogue body. First, it is necessary to review and discuss economic and labor issues through the unification of social dialogue organizations and implement related projects separately. In addition, by providing various education programs or training programs for local residents, labor issues in the area may be recognized and interest may be induced. Finally, the Economic, Social, and Labor Committee needs to faithfully carry out its role and function as a social dialogue body at the central level in line with the efforts to revitalize the Local Associations of Labor, Management, Government, and Community. The reason is that the Economic, Social, and Labor Committee at the central level shall faithfully carry out its role and function as a social dialogue body so that it can achieve synergy with the Local Associations of Labor, Management, Government, and Community.

        The open-door ideology newly burgeoned during the later stage of Mao’s control is well referred to one of the most phenomenal changes in the current politics in China. Deug Xiaoping has been a flexible but stout promotor of the open-door policy since the late seventies. The political conversion was of course motivated by desperate aspiration on the part of the ruling class as well as the people of China to get out of the lamentable misery bequested from Mao Tse-tung s ideology-first doctrine. The thirty years under Mao’s water-tight control ended with a total failure in enhancing the people’s well-being, and subsequently became a relic of the past. What caused this dramatic and drastic political transformation in China? The Marx-Lenin, ideology that constituted the very basis of the Mao’s doctrine has originally very fatal defects, and was unsuitable to China from the begining. Mao’s failure was resulted from his headstrong belief in Marx-Lenin’s ideology. He was such a man of stupidity as was totally blind to the fatal defects of Marx-Lenin’s ideology, lack of philosophy. He was also regretably unable to fore-seethe possible crisis that would arise in the process of actuality of their political ideals. In fact the open-door policy of China is a natural outcome of the self-improvement of the defect of the Marx-Lenin’s ideology, lack of philosophical foundation, and the actual crisis of the Chinese society.

        An Athma is a hypersensitive reaction of bronchus on various stimulus. It has a cough and laboring breath caused by narrowing of inflammatory bronchus. In this study, the three asthma patients classified by Sasang constitutional medicine had a notable medical effects. So we report the healing process and results of these three patients in this study.

        전술환경에서의 VoIP 서비스를 위한 Dynamic QoS 기법 연구

        Tactical communication environment evolving for the purpose of providing services such as voice, video and text based on ALL-IP. Therefore, To be able to guarantee QoS level which meets the required level of subscriber for these services in the constrained tactical communication infrastructure, it is required to take the characteristics such as wireless transmission link, mobility of troops or personal into service quality scheme. In this paper, to support differentiated QoS for each individual or mission in the tactical communication environment, we presents a technique that can provide same QoS level which was served originally regardless of the situation to user's move through dynamically determining the QoS level to be provided at the time of the service request on VoIP-Switch. 군 전술통신환경은 ALL-IP 기반에서 음성, 영상, 문자 등의 다양한 서비스 제공을 목적으로 진화되고 있다. 제약조건이 많은 전술통신 인프라 환경에서 가입자의 요구 수준에 맞는 서비스의 품질 수준을 보장하면서 이러한 서비스를 제공하기 위해서는 전술통신환경의 무선 전송링크, 부대단위 및 개인 이동성 등의 특성을 고려한 서비스 품질보장 방안이 요구된다. 이 논문은 전술통신환경에서 개인별 또는 임무별로 차별화 된 서비스 품질 보장을 위하여 QoS 제공 수준을 서비스 시점에 VoIP 교환기가 동적으로 결정함으로써 사용자의 이동상황에 관계없이 원래 받고있던 동일한 서비스 품질을 제공받을 수 있는 기법을 제시한다.

        APPROXIMATE BIHOMOMORPHISMS AND BIDERIVATIONS IN 3-LIE ALGEBRAS: REVISITED

        Shokri et al. [14] proved the Hyers-Ulam stability of bihomomorphisms and biderivations by using the direct method. It is easy to show that the de¯nition of biderivations on normed 3-Lie algebras is meaningless and so the results of [14] are meaningless. In this paper, we correct the de¯nition of biderivations and the statements of the results in [14], and prove the corrected theorems.

        임금분포공시제의 도입 및 향후 입법적 과제

        The‘wage distribution disclosure system’ refers to the disclosure of the wage distribution of employment patterns, gender, job position, and rank. In addition, the wage distribution disclosure system examines the basis of implementation in the public and private sectors. However, the wage distribution disclosure system in the private sector has not yet been introduced because there is no clear legal basis for implementing it. The introduction of a wage distribution disclosure system in the private sector is necessary to address the wage gap between men and women in order to understand the level of treatment by types of employment and gender of individual companies, and to encourage the companies to voluntarily improve employment patterns and gender-discriminatory employment conditions. Therefore, the legal basis of the wage distribution disclosure system shall be prepared. There are two ways to prepare a legal basis. First, the wage distribution disclosure system is implemented based on the current Equal Employment Opportunity and Work-Family Balance Assistance Act. In this case, however, it is questionable whether it will be effective in terms of the effect of improving wage discrimination between men and women since the coverage is limited. The second method is to prepare the basis for implementation through the revision of the current law. For example, the Wage Distribution Notice System is implemented through the bill of the Equal Employment Opportunity and Work-Family Balance Assistance Act and the Framework Act on Employment Policy. The next step is to specify the details through sub-laws. For example, the Wage Distribution Disclosure Scheme needs to specify the items that comprise the disclosure method, the subject to which it applies, the timing of implementation and the disclosure period. Finally, when the wage distribution disclosure system is implemented, the relevant ministries need to select and deploy personnel and to supervise it.

        폴리에틸렌나프탈레이트/폴리트리메틸렌테레프탈레이트 용융블렌드의 에스테르 교환반응 거동

        The ester interchange reaction between poly(ethylene 2,6-naphthalate), PEN and poly(trimethylene terephthalate), PTMT was studied. Blends were prepared by melt blending on a Brabender mixer at 300 $^{\circ}C$ for 5 min. The PEN/PTMT compositions chosen were 94/6, 91/9, 7l/29, 45/55, 22/78, 7/93 and 4/96 (mole ratio). The PEN/PTMT 45/55 sample was blended for 10, 20, 30, 40 min. to study the effect of blending time. As-blends and PEN/PTMT 45/55 blends were analyzed by differential scanning calorimetry (DSC), dynamic mechanical analysis (DMA) and nuclear magnetic resonance spectroscopy ($^1$H-NMR). The PEN/PTMT 45/55 blends showed a single T$_{g}$ after 5 min, single T$_{m}$ after 10 min. and the randomness (B) calculated from NMR data was 0.78 for the 40 min. melt blend sample. This is taken as evidence that ester interchange reaction had occurred and a random copolymer was formed, contrary to the case of PET/PEN and PEN/PBT blends in other studies where samples annealed for 5 min. or 6 min. showed both the T$_{g}$'s of the respective components. In case of PET/PEN blend, randomness reached 0.68 for the 80 min. melt blend sample.e.e.e.

        A Study of Striking a Balance on Labor Market Flexibility under the Legal System

        This paper primarily focuses on the type of legal system, divided into civil law and common law systems. It also analyzes how the legal system affects labor markets. The first question is whether labor markets under different legal systems have any distinctive characteristics. In addition, the next question is how the different legal systems can reform their labor markets. The first question takes into account the current trends of labor markets in civil law and common law systems. First, employment and labor law regimes rely on codification in the civil law system and judicial decisions in the common law system. Second, employment contracts are based on the primarily imperative rules in the civil law system, while founded on the dispositive rules in the common law system. According to the second question, it is important to redefine flexibility. Labor market flexibility shall be defined as enhancing bilateral interests between employers and employees. In general, people recognize that labor market flexibility is the ability of employers to make changes to workers’ workforces, wages, and unions. However, it is also necessary to take a look at the employee’s perspective of the labor market. Consequently, one should examine different approaches to strike a balance of interests between employers and employees in civil and common law countries including Korea.
