        제주도"송이"의 시멘트안정처리 효과에 관하여

        This experiment was carried out to find out the effectiveness of soil cement stabilization about the Song-I in Cheju province. The results are summarized as follows; 1.The increasing ratio of unconfined compressive strength according to the increment of cement content was markedly low compared with the weathered granite soil, so the effect of stabilization was low. 2.The moisture content of the sample of Song-I indicates the maximum unconfined compressive strength showed at the 5% or so of dry side than the optimum moisture content and the change of the unconfined compressive strength according to the change of moisture content was not sensitive compared with the weathered granite soil. 3.Generally the primary strength of curing age within 7 days of the sulfate resisting cement was low compared with the normal portland cement and the strength of 28 curing days showed a similar tendency, especially in case of Song-I, and it seemed that the sulfate resisting cement was a little more effective than the normal portland cement. 4.As the unconfined compressive strength of grain size controlled Song-I was low compared with the weathered granite soil, so the rate of weight loss by the durability test was great, therefore it was thought that the durability was weak.

      • 로컬거버넌스적 접근을 통한 노인복지 개선방안

        지역사회복지는 지역사회운동이 지역사회의 정책결정에 영향력을 행사하는 행위 또는 제도, 거버넌스의 형성을 통해 발전할 수 있다. 즉 지역사회운동은 참여와 영향력의 증대로 로컬 거버넌스를 형성함으로써 지역사회복지를 증진시킬 수 있다. 지역사회복지운동이 로컬 거버넌스를 형성할 가능성은 중앙수준의 거버넌스 형상에 비해 유리한 측면이 있다. 결과적으로 로컬 거버넌스는 전통적 관료제 구조의 파괴와 권력의 다원성이 존중되는 것을 중요한 특징으로 하고 있다. 이러한 로컬거버넌스에 기초하여 본 연구에서는 지방자치단체가 수행하는 복지기능에 대한 다양한 이해와 지역내 거버넌스의 강화를 위한 방안의 마련을 통하여 지역내 사회복지의 개선방안을 제시하고자 하였다. 특히 본 연구에서는 로컬 거버넌스를 정의함에 있어 적극적 시민의식 및 공공소유의식을 바탕으로 개방적 참여체계를 모색하였다. In order to effectively and efficiently deliver services by the local community that is highly related to local governance, which becomes the theme of this study, the primarily important matter is to build and perform network activities between public organizations and local private organizations. Local community welfare can be developed by creating actions or systems, governance whose influence is exerted on the decision making policy of local society by local social movements. Local social movements can increase local social welfare by creating local governance with participation and influential power increase. The possibility of creating the local governance by local social welfare movements is more prospective and advantageous, compared to creating the central level governance. In conclusion, local governance features the destruction of conventional bureaucracy and the respect of power pluralism. When it comes to define local governance, it should not limit its location to the local area. It is because there exist common interest groups beyond the local limit. Based on assertive civil awareness and public possessive mind, open participation system should be sought. In addition to the local government organizations, social infrastructure should be established so that various independent groups should have continuous good interrelationships. The local government should change their mind to support and coordinate such relationships, which will be a basic foundation to understand local governance.

      • 내부거래의 규제와 경쟁법·정책

        경제위기 이후 부당 내부거래의 규제는 계열사 지원에 의한 부실·한계기업의 존속을 막아 기업구조조정을 촉진하는데 중점을 두고 있다. 하지만 내부거래의 현행 규제기준과 방식을 장기간 적용하는 것은 의도하지 않은 문제와 부작용을 초래할 위험을 안고 있다. 향후 내부거래의 규제에서는 경쟁제한성의 논거와 기준에 의해 범위와 대상을 한정하고 경제효율과 소비자후생을 증진한다는 목적을 추구하는 것이 바람직하다.

      • 고속도로의 합류구간내 속도변화 추정모형 구축에 관한 연구

        Congestion and traffic accidents occur on the merge and diverge sections in the interchange of the freeway. Studies have been conducted to reduce the traffic delay and accidents on the merge section in the freeway since 1960s. but a study was not conducted to estimate the speed variation on the merge section construct models estimated for the speed variation and suggest the appropriate measures. The purpose of this study was to identify the traffic flow characteristics on the merge section in the freeway construct the models estimated for the speed variation on the merge section in the freeway and finally establish the appropriate measure for reduction of traffic delay and accidents on the merge section in the freeway. The following results were obtained: I) Speed variations in the urban freeway appeared to be about 3.2mph, 6.5mph and 7.4mph based on the morning peak period, afternoon peak period and 24-hours period but those in the suburban freeway appeared to be about 8.0mph, 11.1mph and 10.1mph based on the same periods respectively. So different speed reduction signs need be installed to reduce delay and accidents on the merge section in the freeway based on the areas and periods as the freeway traffic management system(FTMS). ii) These models estimated for speed variation need to be studied with the changeable message sign(CMS) technique based on the real-time data so that the traffic flow could be maximized and the traffic delay and accidents be on the merge section in the freeway as more efficient freeway traffic management system(FTMS) in the near future.

        Social specialization and complexity discord of modern society make modern state into the administrative state. Related to this situation, the problem is arised that the democratic system established in 18 century (e.t., seperation of powers, principle of popular sovereignty, rule of law) is not workable in the modern administrative state. But , the notion of the administrative state should be a tool to see the reality of politics in the modern complex society and to keep democracy. This administrative state should be controled. Follow is the types of control on administration. 1. External Control 1) Legislative Control 2) Judicial Control 3) Popular Control 4) Ombuds man 2. Internal Control 1) Administrative head Control 2) Policy and planning Control 3) Management Control 4) Inspection Control And internal Self-control has been suggested to overcome limitations of external control.
