While the trend obviously has been showing much heightened recognition of the needs for social welfare in Korea, the social welfare profession itself has greatly lacked it's influence and efforts for the development of the practice. The basic reason lies in the facts that we have no direct and explicit Constitutional provision for social welfare practice and that we have no other proper legislations other than the Constitution as the bases for the profession of social welfare in general, as well as in specific, to respond to the needs of the people by the professionals of social welfare profession. Thus, the author suggest to put new provisions for social welfare, differently from social security, in the prospective Constitution, and also suggest other alternatives too.

학교사회사업의 세계적 동향과 함의 : 미국을 중심으로 Based on the U.S. Case

Korea has a short history of school social work. In recent years, however, the country has pursued a series of ongoing demonstrative projects. One such program is currently being implemented throughout the country by the Central Social Welfare Community Chest, a non-governmental funding agency in social welfare. More importantly, the Ministry of Education and Human Resources for the first time in 2003 is about to launch a 2-year governmental level demonstration project, the Education Welfare Support Program in Urban Low Income Areas. This is to ensure quality education for disadvantaged children of poor areas. The project contains great potential for school social work in that social workers whether in schools or communities are called upon to get involved and provide certain functions. In the meantime, the National Association of Social Workers (NASW) of the U.S has published a valuable book titled "School Social Work Worldwide" in which more than 20 countries' experiences in school social work are introduced and discussed. Based on this book in general, and the U.S. experience in particular, this article attempts to draw some implications pertaining to the future direction of Korean school social work. Some of the suggested ideas may be summarized as follows: Firstly, Korean social workers, whether he/she identifies oneself as a school social worker or not, should play active roles as advocates, leaders, and researchers not only to help children in schools but also to help themselves. They should take the initiative in leading their profession's mission in schools. Secondly, school social workers should partake in efforts to develop various forms of school social work until an alternative which best fits the needs of children, schools, parents as well as communities are finally found for Korea. Thirdly and lastly, the government, at both the administrative and legislative levels, should establish its priorities in children's education and welfare, so that mandatory social work services may be realized in Korea.

Aim therapy was expressly designed by this author with the intent to help clients rediscover his or her aims in life and enjoy fulfilling and happy lives. Specific purposes of this therapy include followings: to help clients assess their current situations and identify obstacles to happiness; to help clients reflect to their life's aims; to help clients indentify areas where change is needed; to teach communication and negotiation skills and advise on dealing with differences and reaching agreements; to teach clients how to be assertive when necessary; to help clients develop satisfactory relationships; to coach responsible, ethical, and respectful behaviors; to provide role models, recommendations and suggestions where necessary; and to empower clients to make positive and active lives for themselves. Aim Therapy is similar with other approaches in that it is eclectic in its use of various theories and employs multiple skills and techniques. It has parallels to solution-focused brief family therapy, task-contered therapy, behavior modification by social learning theory, cognitive and reality therapy. However, one significant difference is that the basic ideas of Aim Therapy are drawing from Buddhist teachings such as doctrine of dependent origination, four noble truths, and four methods of gaining trust in order to define and enhance happiness of human beings. Process and techniques were presented, followed by case illustrations and discussion of effectiveness of this approach.

Professor Kim Young-mo is a distinguished leader of social welfare education who has up until this point constructively advised his Korean fellow scholars, practitioners and students to reexamine and rebuild a strong identity of social welfare studies and practice appropriate to Korean context. This author agrees with him particularly in that korean social welfare studies should be consisted of the triad elements of social work, social welfare policy, and social services, Currently, 'social work' has been replaced by 'social welfare' without proper justification, and thus his critiques of this abusive phenomenon of social work are worthy of listening. However, his idea of social work yet seems to be pretty much limited and misleading. This author argues why it is so, and suggests another way of social work explanation based on an internationally developed guideline made by IFSW and IASSW recently, and also based on Professor Pay of England who has actively demonstrated his discourse on social wok in the post-modern era. The purpose of this trial discourse is to find social work its' proper place in social welfare studies and practice, and to emphasize a new way of looking social welfare studies in korea, in terms of social work, social welfare policy, and social services as Professor Kim suggested earlier. This author's understanding of the important relationships among these triad elements of social welfare studies in Korea, is discussed.

사회복지와 인적자원 개발

본고는 사회복지 환경의 급격한 변화 속에서 정부의 사회복지 인적자원 개발 계획이 어떠한 것인가를 살펴보고자 하였다. 서비스산업으로서의 복지 인력의 수급 계획은 국가적 중요한 과제임에도 현실적으로 전혀 중요한 과제로 다루어지지 않고 있음을 알 수 있었다. 다만 최근 보건복지부가 사회투자정책을 사회복지 정책의 기조로 채택한 듯 사회서비스 확충과 그에 따른 인적 자원 개발 계획을 밝히고 있어서 주목된다. 하지만 이러한 변화에 대한 사회복지계의 준비는 매우 미흡하기에 그에 대한 대안으로 블루오션 개념에 의한 사회서비스의 가치 혁신 필요성과 그 방법을 제시하였다. This paper examines national planning for development of human capitals in general as well as in terms of social welfare manpower. It was learned that the manpower planning in the area of social services had been at minimum at the national lever so far, despite the necessity and importance of needed such manpower. However, as peoples' high demand of quality service increase, the Ministry of Health and Welfare recently has announced social investment policy for the betterment of social service practice. It it is believed that social service paradigm would face a new and tremendous challenges for government and for the practitioners as well as schools which educate and train social service manpower. Some Blue Ocean concepts and strategies toward adaptation to the changing paradigm of social services in Korea are suggested for those who are concerned.
