        지방공무원들의 임금피크정책 지각이 행정서비스 질과 조직시민행동에 미치는 영향 연구 - 직무몰입을 매개효과로 하여 -

        This study suggests that if the government introduces a Wage-Peak Policy as a strong policy drive even for public officials who have not yet adopted the Wage-Peak Policy compared to the public sector, the majority of the public officials will have a negative perception that the wage will be reduced only. It is important to note that This is because the retirement age, which is a precondition for the introduction of the Wage-Peak Policy, is guaranteed by the law. Therefore, if the introduction of the Wage-Peak Policy to the public servants, the effect of the perception of the Wage-Peak Policy on the public service quality or the organizational citizenship behavior is very important for the introduction of the policy. In order to measure this, we surveyed 600 civil servants working in Incheon, Suwon, Siheung, and Hwaseong for 10 days from July 15 to July 24, 2016, The valid questionnaire was used for the analysis. As a result of the analysis, it was confirmed that pre-understanding and satisfaction in the adoption of the Wage-Peak Policy increase Job Commitment and that Job Commitment is an important variable to enhance the Quality of Service and Organizational Citizenship Behavior. Also, it was found that Job Involvement partially mediated between prior understanding, Administrative Service Quality, Organizational Citizenship Behavior and Job satisfaction, and Organizational Citizenship Behavior, and mediates between Job Satisfaction and Administrative Service Quality. These results suggest that various measures such as consensus with the union, the preparation of the measures to prevent the income gap through extension of retirement age, and the personnel policy for the aging society should be concurrently carried out. 본 연구는 공공부문에 비해 아직까지 임금피크정책을 도입하지 않은 공무원에 대해서 정부가 강력한 정책드라이브로 임금피크정책을 도입할 경우, 대다수 공무원들은 임금만 삭감될 뿐이라는 부정적 인식을 갖는 등 실효성이 떨어질 것이라는 점에 주목하고 있다. 왜냐하면 공무원들의 경우 이미 임금피크정책 도입의 전제조건인 정년이 법으로 보장되어 있기 때문이다. 따라서 본 연구는 만일 공무원에게 임금피크정책을 도입할 경우 공무원들이 가지고 있는 임금피크정책에 대한 지각이 행정서비스 질이나 조직시민행동에 어떤 영향을 미칠 것인가 살펴보는 것은 정책도입을 위해 매우 중요한 사전조사의 성격을 띠고 있으며, 이를 측정하기 위해 2016년 7월 15일부터 7월 24일까지 10일간 인천, 수원, 시흥, 화성 등 4개 시에 근무하는 공무원 600명을 대상으로 설문조사를 실시하여 491부의 유효설문지를 분석에 활용하였다. 분석결과 임금피크정책 도입에 있어 사전이해도와 만족도는 직무몰입을 높이며, 직무몰입은 행정서비스 질과 조직시민행동을 높이는 중요한 변인임을 확인하였다. 또한 직무몰입은 사전 이해도와 행정서비스 질, 조직시민행동 각각의 관계와 만족도와 조직시민행동 간을 부분매개하며, 만족도와 행정서비스 질 간에는 완전매개하고 있음을 확인하였다. 이러한 결과는 노조와의 합의, 정년연장을 통한 소득공백 대책마련, 고령화 사회에 대비한 인사정책 등 다양한 대책이 병행되어야 함을 시사하고 있다.

        공무원의 노조몰입 정도가 행정서비스 질과 청렴도에 미치는 영향 연구 - 남․여성차를 조절변수로 하여 -

        본 연구는 노조가입률이 높은 지방공무원들이 노조에 몰입할 경우, 노조의 주요 가치인 충성도와 책임감 노조신념 등이 행정서비스 질과 청렴도에 긍정적인 영향을 미치는 지와 지방공무원들의 성차(남여)에 따라 이들 관계를 조절하는 지를 실증연구를 통해 분석 유의미한 관련성을 확인하고자 하였다. 이를 위해 총 103부의 유효 응답지를 획득하여 분석에 활용하였다. 분석결과 행정서비스 질과 청렴도에 대해 노조책임감과 노조신념이 통계적으로 유의하게 정(+)의 영향이 있으며, 그 중 노조책임감이 더 중요한 요인임을 확인하였다. 한편, 남녀 성차의 조절효과 검증 결과는 노조책임감과 청렴도, 노조신념과 청렴도 간에서 남녀 성차가 조절하는 것을 확인하였다. 이는 대국민서비스를 제공하는 공무원들의 자발적인 노조몰입은 공직사회 및 국민에 부정적이지만은 않다는 점과 청렴도를 제고할 수 있다는 중요한 사실을 시사하고 있다. 또한 공무원들의 노조책임감과 신념이 조직시민행동을 활성화한다는 것과 조직시민행동 수준이 높은 공무원이 행정서비스 질을 향상시킨다는 선행연구들을 직·간접적으로 지지하는 결과를 얻었다는 데 유의미한 시시점을 발견했다. In this paper, The results of this study are as follows. First, there is a positive relationship between union commitment and loyalty and sense of responsibility, union commitment, and local government officials' And to confirm the relevance of the analysis through empirical studies. A total of 103 valid responses were obtained for analysis. The results showed that union responsibilities and union beliefs have a statistically significant positive(+) impact on administrative service quality and integrity. On the other hand, the results of verifying the moderating effects of gender equality confirm that gender equality is controlled by the sense of union responsibility, integrity, union belief and integrity. This implies that voluntary union commitment by public servants who provide services to the public is not negative for the public societies and the public, and that it can enhance integrity. In addition, we found a meaningful point that the union responsibilities and beliefs of the civil servants actively promote the organizational citizenship behavior and that the public servants with high level of organizational citizenship behavior improved the quality of the administrative service.

        The equilibrium constants of substitution reaction of ethylenediaminetetraacetatoaquochromate(Ⅲ) ion with acetate ion were determined under high pressure by the spectroscopic method in order to learn how pressure governs the magnitude of the equilibrium constant of the reaction. 〔Cr(edta)(H_2O)〕^-+OAc^-??〔Cr(edta)(OAc)〕^2-+H_2O The reaction was analyzed with the thermodynamic parameters calculated from the equilibrium constants. The equilibrium constants increased as the pressure and the temperature did. The enthalpy change (ΔH°), entropy change (ΔS°) and volume change (ΔV°) of the reaction were obtained by the equilibrium constants change with the pressure and the temperature. The isoequilibrium temperatures were obtained from the isokinetic relationship between ΔH° and ΔS° for the pressure change in the reaction. From all of the above results, it was found that this reaction was endothermic and enthalpy controlled reaction in the experimental temperature.

        Flexoelectric effect driven colossal triboelectricity with multilayer graphene

        Converting mechanical deformation from surrounding environment into detectable electrical signals remains one of the most attractive fields due to its potential applications in sustainable energy harvesting, self-powered sensors, and others. Presently, deformation energy is harvested by generating voltage/current through bending/twisting of piezoelectric materials, but its recyclability is limited in number. In contrast, polarization is generated in all known insulators/semiconductors due to elastic strain gradient, which offers unique electromechanical coupling and in turn, could generate significant potential differences to drive charge transfer. Here, we demonstrate that extremely high direct current with density of 28 × 106 A m 2 is generated without need of any external power supply by applying pointed force using conductive-atomic force microscope (cAFM) tip on multilayer graphene/substrate (SiO2, Si, glass). Further, the ramp-dependent time-resolved current is measured at a localized point, which indicates that pointed force-induced flexoelectric potential differences are the main driving factor to utilize mechanoelectrical coupling and in turn generate high current density. This research work provides a new strategy to utilize the flexoelectric effect to utilize electromechanical coupling to generate giant energy harvesting, which will have a potential impact on the various multiple fields including smart devices, materials, and even a fundamental understanding of physics.

        Correlation of band electronic structure with efficiency in perovskite solar cells with vanadium (Ⅳ) oxide thin film buffers

        Perovskite solar cells have been studied extensively in the area of perovskite solar cells because they have a comparatively free hysteresis. Through fabrication of a perovskite solar cell based on a vanadium oxide buffer, this study clarified the mechanism of electron and hole transport in the laminated layer upon irradiation with light. The power conversion efficiency (PCE) of the Vanadium (Ⅳ) oxide (VO2) sputtering process device was approximately 13% and with the spin-coating process was 8.5%. To investigate the physicochemical origin of such PCE differences depending on the process type, comprehensive band alignment and band structure analyses of the actual cell stacks were performed using X-ray photoelectron spectroscopy depth measurements. Accordingly, it was found that the inconsistent valence band offset between the perovskite absorption layer and V2O5 layer as a function of the VO2 process type caused a difference in the hole transport, resulting in the difference in the efficiency.
