As Informatization progresses, the gap between those who use digital information and those who don't use is getting wider. Thus international societies as well as domestic nations have a deep concern about this issue and make efforts to solve this problem. As corresponding to this social situation, this report was made to clear various issues such as definition of digital divide and various perspectives on digital divide, necessity of bridging digital divide, and state and policy of digital divide. Finally, suggestion for the development of digital divide policy were also provided in this report. There are three perspectives in dealing with digital divide, namely, diffusion theory, information gap hypothesis, and realistic view. Diffusion theory regard digital divide as a temporary phenomena that could happen in the process of informatization, thus believe that it would be reduced by the natural processes of the development of technology and lowering of IT products prices. Information gap hypothesis regards digital divide problem to be a serious problem in the information society, thus believe that redirection of neo-Iiberal economy based on the strong market system as well as huge government's policy intervention are required in order to reduce digital divide.In order to implement policies and programs for bridging digital divide efficiently, the vision that could be achieved through solving digital divide, namely "digital welfare society" and "digital opportunity nation", should be presented clearly. Unless consensus is attained among various social groups regarding necessity of the settlement of digital divide, it could be hard to allot social resources in bridging digital divide. Therefore it should be showed clearly that bridging digital divide will promote nation's competitiveness and lives of the information poor, and eliminate social conflict between the information rich and poor. In order to bridge digital divide, 1) provision of information network to all the people at reasonably equal condition, 2) establishment of environment that any person can use information devices and services, 3) improvement of the information poor's ability to use IT through the provision of educatee based IT teaming opportunity, 4) provision of digital contents useful to the information poor, and 5) promotion of cooperation among international societies, nations, and NGO's should be provided.
