The idea of independent living makes it easier to understand what disabled people feel. It can also be power to confront present problems. With this point of view, this paper defines disabled people's housing problems and suggests some policy recommendations for the problems. Their housing problems defined in this paper are as follows; First, they are more often found in the most seriously poor housing conditions, like homelessness; Secondly, people living in institutions can not choose where to live but they are forced to live there; Thirdly, living independently in communities can give various opportunities to disabled people in the future, but they still have many difficulties to choose it because of the lack of support. Policy recommendations to deal with these matters are as follows; First, a variety of housing policies should be improved to secure independent living of disabled people. To define and evaluate their housing needs can be the starting point; Secondly, housing support services, which help disabled people to settle down in communities and to build their abilities to live independently, need to be introduced. 장애인 자립생활의 이념은 장애인의 경험을 문제로 인식하고 개선할 수 있는 힘으로 활용할 수 있게 한다는 장점이 있다. 본 논문의 목적은 이런 관점에서 장애인의 주거 실태에서 나타나는 문제들을 확인하고, 정책적 과제를 도출하는 것이다. 장애인들의 주거 실태에서 발견되는 문제는 다음과 같다. 첫째, 그들은 노숙 등 극단적인 주거 빈곤 상태에 처하기 쉽다. 둘째, 대부분의 시설생활자들에게 시설은 스스로 선택한 곳이 아니라 강요된 것이다. 셋째, 지역사회에서 독립적인 생활을 하는 것은 장애인의 많은 가능성을 실현할 수 있는 기회를 제공할 수 있지만, 현재에는 여러 가지 어려움을 겪어야 하고 그와 관련한 도움이 충분하지 않은 상황이다. 이런 문제에 대응하기 위해서 정책적으로 요구되는 바는 두 가지로 요약된다. 첫째, 대표적인 주거정책인 공공임대주택, 주거비 지원, 주택개량과 관련해서는 장애인을 위한 시혜적인 제공이 아니라 장애인의 필요를 파악하는 것에서부터 여러 가지 보완이 필요하다. 둘째, 독립적인 생활을 시작할 수 있게 하고 그것을 유지하기 위해 필요한 능력을 기르도록 돕는 주거지원 서비스의 도입이 필요하다.
