부시 행정부 출범 이후 중국을 둘러싼 한미동맹의 안보딜레마

중국이 급속히 부상하는 가운데 한반도의 지정학적 특수성과 한미간 각기 상이한 대 중국 위협 인식 및 안보 전략으로 인해, 한미 양국은 동맹의 안보딜레마(Alliance`s security dilemma)를 겪고 있다. 한국의 MD 체제 가입 문제, 주한미군의 전략적 유연화 문제, 한중 군사교류의 강화 문제, `협력적 자주국방’의 추진 문제 그리고 ‘동북아 균형자론’의 추진 문제를 각각 글렌 스나이더(Glenn H. Snyder)의 ‘동맹의 안보 딜레마 이론’에 적용한 분석 결과는 한국이 미중간 무력 분쟁에 연루(entrapment)될 위험을 줄이는 동시에 미국에게 방기(abandonment)될 위험을 피하기 위해 동맹에 관한 상대적 자율성을 증진시키고, 미국의 동아시아 전략구도에서 차지하는 자신의 전략적 가치를 제고시키는 방안을 강구해야 함을 나타낸다. This study aims to analyze the Korea-US Alliance`s Security Dilemma on China since the Bush administration`s inauguration. Because of the Korean peninsula`s particular geopolitical condition, and disparities of each Korea and US`s threat recognition and the security strategy on China, both Korea and US are in a Alliance` Security Dilemma now. This study examines the five issues of the Korea-America alliance`s "entrapment" and "abandonment" dilemmas; Korea`s participation in MD system, USFK`s seeking for "strategic flexibility", Korea`s pursuit of the military cooperation with China, Korea`s seeking for "the Cooperative Self-reliant Defense," and the "The Balancer in Northeast Asia" declared by President Roh. This study suggests the propositions for the Korea-US alliance. The core of the Korea-America alliance`s security dilemmas is that Korea should always find its appropriate status of the relations with the US when Korea makes an effort to decrease its possibility of entrapment in future US-China military dispute at Taiwan Strait, and when Korea seeks to avoid facing the risk of abandonment by US. It also shows that the relative autonomy of Korea during the political game with US is much smaller than that of US, But the China factor makes Korea`s strategic value rise when US evaluate the strategic value of Korea. This study suggests that Korea should concentrate on raising its strategic value and improving its relative autonomy, Only if it is that way, Korea could ensure the wider diplomatic room with continental countries under the background of stable Korea -US alliance.
