杜律之鍛句表現硏究

討語는 반드시 精鍊된 言語이어야 할 뿐만아니라 또 音樂的인 言語라야 한다. 討語는 또한 讀者로 하여금 보아서 눈에 거슬림이 없어야 하고 음미한 즉 맛이 있고 읽은 즉 입에 맞고 들은 즉 귀에 거슬림없이 즐거워야 한는 것이다. 이것이 바로 詩의 特徵의자, 時의 權利이며 同時에 또한 詩의 義務인 것이다. 그러나 이와같은 義務를 완성하려면 , 思想과 感情을 表現하는 同時에 또한 時의 音韻과 節奏와 聲調의 抑陽等을 考慮해야 한다. 古典詩人中에서, 杜甫의 이 方面에서의 努力은 또한 「驚人」的이라 할 수 있다. 그는 "詩律群公間"(寄沈八丈)이라 햇으며, 또한 「遺辭必中律」(橋 陵詩), 「文律早周族」(哭韋大夫之晉), 「晩節漸於詩律細」(遺問戱呈路十九曺長)이 라는 等의 말로 詩句내의 音韻. 節奏와 聲調의 抑揚等의 重要性을 說破했다. 또한 그는 詩律의 作用을 아주 중요한 것으로 간주하여 「思飄雲物外, 律中鬼神驚!」(贈鄭諫議)이라 表現하기도 했다. 이로 인하여 杜甫의 律詩는 물론 聲調의 경장함이 바로 그의 古詩의 特徵임은 再論의 餘地가 없다 하겠다. 이러한 脈絡에서 볼때 諫字以後에 必히 鍛句는 기實 한 文章을 이루는데 필히 거쳐야 할 途徑인 것이다. 諫字後에, 만약 鍛句가 그에 이어지지 않음을 가정할 때 이는 곧 武人이 鍛技操劍詩에 半은 完成하고 半은 포기하는 것과 같은 格으로서 劍術을 연마하는 사람의 立場에서는 完全히 熟達된 劍法을 터득할 수가 없는 것이다. 故로 우리는 이런점에서 詩作에 있어서의 鍛句의 重要性을 헤아릴 수가 있는 것이다. 筆者는 本論文에서 杜甫의 "讀書破萬券"을 背景으로한 그의 해박한 知識하에서 이루어진 詩作에 있어 어떤 式으로 鍛句表現을 하였나를 集中 硏究分析하여 보았다.

A Study on Terror Activities in International Sports Events

Korea has successfully hosted international sports events such as the 1986 Asian Games, the 1988 Seoul Olympics, and the 2002 World Cup. On August 27, 2011, the World Championships in Athletics were held in Daegu, and by hosting the 2018 Winter Olympics in Pyeongchang, it became the fifth country in the world to host all four major international sports events after France, Germany, Italy and Japan. However, it should be recognized that the threat of terror activities exists behind the hosting of international sporting events. The representative terror activities in relation to international sports events in the international community include the terror activities of hostage, kidnapping, and killing by the Black September Team under the Palestine Liberation Organization targeting Israeli athletes and officials at the Munich Olympics on September 5, 1972, a bombing attack that took place at Gimpo International Airport on September 14, 1986, a week before the Asian Games in Seoul, Korea, and the bombing of Korean Air Flight 858 over Andaman, Myanmar on November 29, 1987 to obstruct the 1988 Seoul Olympics, etc. This study aims to analyze cases of terror activities that occurred in relation to international sports events held in Korea, and at the same time forecast possible terror activities as a means to prevent or obstruct the holding of international sports events.

산업보안범죄의 실태 및 대응방안

현대사회의 무한경쟁시대는 경제적 가치가 매우 큰 최첨단 과학기술을 확보ㆍ선점하는 것이 국가의 경쟁력에 상당한 영향력을 미치게 된다. 이러한 국가의 핵심기술이나 기업의 최첨단 기술을 탈취해가는 산업보안범죄는 국가의 경제안보에 위협적인 피해를 줄 수가 있고, 방위산업 분야의 경우 국가안보와 직결되어 있는 심각한 범죄에 해당한다. 한번유출된 국가의 핵심기술과 기업의 영업비밀은 회수가 불가능하기 때문에 엄격한 처벌과 대책으로 산업보안 침해범죄를미연에 방지해야 한다. 일부 선진외국에서도 국가의 경제 및 국가안보와 직결된 산업보안범죄에 대해서는 국가차원에서 관리 가능하도록 법과 제도들이 운영되고 있다. 최근 들어 국내에서도 국가핵심기술이 침해되는 사례가 급증하고 있으며, 아울러 기업의 핵심적인 산업기술을 유출시키는 방법도 과거 저장된 문서를 단순하게 복사하거나 출력해 나가는수단이 아니라, 최첨단 IT기술 발달로 인해 그 유형과 행태도 다양해졌다. 따라서 국가의 핵심기술과 기업의 영업비밀을 침해하는 산업보안범죄에 대한 피해는 상당히 위협적이기 때문에 산업보안을 단순히 기술유출방지라는 시야가 아닌산업과 관련된 모든 손실방지와 지적재산보호라는 넓은 범주에서 파악하는 것이 필요하다. 뉴노멀 시대의 테러환경 변화와 시사점 연구

Recently, the threat of violent extremism that promotes terrorism is transcending borders and is rapidly spreading in the online space with the changing security crisis situation in the international community. Terrorists bent on violent extremism occur in crowded places targeting an unspecified number of people which is a potential risk factor for terrorist attacks. In particular, there is a tendency for the boundaries between crime and terrorism to become blurred as the motivation for terrorism expands, and like the lone wolf type, the evolution of terrorist threats is linked to radicalization. Unlike traditional criminal crimes, the radicalization of terrorists in the past was mainly accomplished through terrorist group recruitment through propaganda and instigation, and terrorist training and instructions. Therefore, Counter-terrorism measures also prevented the inflow of terrorist organization members and terrorist propaganda and inciting ideologies into the country. However, there are limitations due to changes in the security paradigm, and information sharing, and cooperation from the international community are absolutely necessary, and domestic positive law must also implement a policy of preventing information related to terrorism in online spaces. 최근 국제사회에서의 변화하는 안보위기와 국제정세는 테러를 조장하는 폭력적 극단주의의 위협이 국경을 초월하는 온라인공간에서 급속하게 퍼져나가고 있다. 테러공격의 잠재적 위험요인으로 논의되는 폭력적 극단주의에 경도된 테러범들에 의한 테러 사건은 불특정 다수를 겨냥한 다중밀집장소에서 발생하고 있다. 특히 테러동기의 확장에 따라 범죄와 테러의 경계가 모호해지는 경향도 나타나고 있으며, 외로운 늑대형과 같이 테러위협의 진화는 자생적 급진화와 연관되어 발생하고 있는 실정이다. 이러한 현상은 전통적인 형사범죄와는 다르게 과거 테러범의 급진화는 주로 테러단체의 선전과 선동을 통한 조직원 모집, 테러훈련 및 지령을 통해 이루어졌기 때문에 테러대응도 테러단체 조직원과 테러리즘의 선전과 선동 이념의 국내 유입 차단을 중심으로 전개되어 왔다. 하지만 오늘날 안보패러다임의 변화로 인해 한계가 있고, 국제사회의 정보공유와 공조 및 협력이 반드시 필요하며, 국내의 실정법에서도 온라인공간에서의 테러관련 정보차단 정책을 시행해야 한다.

The current Anti-Terrorism Act for the Protection of Citizens and Public Safety requires that if a terrorist incident occurs within a military facility, a military facility terrorism response headquarters is established and operated to comprehensively handle related situations. The military (軍) has made great progress in the field of counter-terrorism, but since prevention of terrorism is very important, the military's overall counter-terrorism intelligence activities need to be reorganized. At this point, to prevent terrorist acts within military facilities, legal reinforcement is needed to ensure smooth intelligence collection activities for each military intelligence and investigative agency. In particular, to effectively prevent terrorism, the military's intelligence collection system, which has a decentralized structure, must be unified. In addition, in order for the Military Counter-terrorism Intelligence Council to be operated to share counter-terrorism intelligence, considering the urgency of terrorist incidents, a control tower that can analyze and disseminate intelligence 24 hours a day is needed. 杜甫對後世詩人的影響

杜甫(712~770)는 唐代 詩壇上에 있어서는 勿論 後世에 詩聖으로 呼稱될만큼 偉大한 詩人이며 또 그가 後代 詩人에게 끼친 影響亦是 至大하다. 「詩聖」이라는 後世의 그에 對한 尊稱은 그의 人格이나 詩가 聖人之境에 達했다는 意味를 包含한 것으로 볼 수도 있으며 詩歌集大成의 時機인 唐代에 있어서 先代를 繼承하고 後代의 길을 開拓한 代表的인 詩人으로서 詩聖杜甫 以外에 그에 匹敵할 사람은 없다해도 과언이 아닐 것이다. 杜甫가 後世사람들에게 詩聖으로 추존되는 또 다른 이유 중의 하나는 그가 大膽하게 詩로서 人間의 疾苦와 社會의 어두운 面을 파헤치고, 當時 官吏들의 淫虐, 非理에 對한 世上民衆의 不平과 不滿을 告發했다는 點이다. 그는 詩로서 生生하게 當時의 動搖하고 不安하기만 했던 社會를 속속들이 反映했던 것이다. 當時 餘地 詩人들 가운데는 華麗한 美詞麗句로서 當時 士大夫들의 口味에 맞는 詩作을 하여 寵愛를 得하고 있었으나 杜甫만큼은 大膽하고 眞率하게 當時社會의 어둡고 답답한 狀況을 파헤쳐 그의 作品속에 描寫했던 것이다. 文學이란 自體가 原來 眞實한 感情이나 體驗으로 人生을 反映하여 그 文學作品을 接하는 자로하여금 感動하여 心得할 수 있는 바가 있도록 하는 것임을 想定해 볼 때 杜甫가 바로 이러한 著述을 한 人物이라 할 수 있는 것이다. 杜甫의 一生은 當時 不安한 時代狀況과 더불어 困苦의 連續이었은 즉 繼續되는 內亂으로 因한 避亂生活, 굶주림, 가족과의 생이별, 적에게 체포되어 겪은 苦楚 等 人生의 極限의 괴로운과 苦痛等�資�結局 그의 훌륭한 詩文學으로 昇華되어 그 많은 力作을 남기게 된 것이다. 杜甫의 詩歌는 李白의 超世思想과는 달리 現實의 悲痛함, 百姓의 心聲과 人間世態의 無常함을 表出했기에 社會詩人으로 또한 評價를 받고 있는 것이다. 그는 冷徹한 寫實主義者이며 人道主義者였고, 또 忠君愛民하는 愛國者이자 同時에 仁慈하고 誠實한 家長이기도 했다. 그는 徹頭徹尾 儒家思想을 바탕으로 한 仁愛의 詩人이었으며 뛰어난 儒學者인 杜預의 家系를 이어받았고 同時에 卓越한 詩才를 發揮한 杜審言의 後孫이었으며 思想面이나 詩의 技巧面에서 優秀한 遺産을 물려받고 태어난 天稟의 詩人이었다. 그의 人格과 作品의 偉大함으로 因하여 그 以後의 많은 詩人들이 그를 崇拜하고 본받아 中國文學史上 詩脈의 最大主流를 形成케 된 것이다. 杜甫의 創作技巧나 天賦의 資質, 學力等이 모두 優秀하며 그 風格의 구비함이 그 누구라도 따를 수 없는 즉, 後代詩人中에서 或者는 그 內容의 影響을 받고 或者는 그 形式의 特色을 取하고, 或者는 그 技巧의 啓發을 通하여 詩作에 훌륭한 成果를 거두게 디었던 것이다. 本論文에서는 杜甫로부터 影響을 받은 詩人이 많으나 于先 韓退之·陸務觀·李義山·王安石·黃山谷·陳后山·陳簡齊等 七人의 詩人을 代表로 選定하여 그들의 影響을 받은 狀況을 密度있게 硏究分析하여 보았다.

테러리즘의 동향과 대응 법제 비교연구

최근 유럽을 비롯한 전 세계에서 발생하는 테러리즘의 동향은 전통적인 공격유형이나 동기 및 행태와는 다른 특성을 지니고 있다. 특히 2010년 이후 발생한 테러리즘의 동향을 분석한 다양한 공식 자료를 살펴보면, 테러리즘의 주요 공격 대상을 소프트 타겟으로 하는 등 유동 인구가 많거나 다중 밀집 지역을 중심으로 불특정 다수인을 대상으로 이루어지고 있다. 아울러 테러공격수단 역시 최첨단화되어 그 어느 때보다 대테러기관 간의 정보공유와 교류와 절실한 시점이다. 특히, 국제 테러리스트 집단은 일반적으로 장기간의 소모 전쟁에 참여하기 때문에 테러리즘 활동을 유지할 수 있도록 지속적인 지원과 자금을 필요로 한다. 이를 위해 수많은 테러리스트 조직의 주요 자금원 중 하나는 각종 밀수와 마약, 위조와 같은 범죄 활동을 통해 수입원을 확보하고 있으며, 이는 전 세계에서 동시다발적으로 생성되기 때문에 글로벌 지하드 테러의 확산과 함께 국제테러리즘의 위협으로 확산되고 있다. 이에 사전적이고 능동적인 대테러정책을 위해서 주요 안보선진국가에서는 형사특별절차를 시행하고 있으며, 국내의 테러리즘 상황을 감안하면 시사하는 바가 크다.

李義山基人基詩

李商隱은 晩唐時壇上에 있어서 휘황찬란한 샛별이라고 할 수 있을 정도로 당시와 후세에 걸쳐 모두 深廣한 影響을 끼쳤다. 그는 아주 진지한 성품의 소유자로 그의 詩의 內容은 豊富하며, 題材는 광범했고, 個人에 대해서나 국가에 대해서 모두 농도짙은 열정을 가지고 있었다. 그의 일생중 저술활동이나 처신은 모두 이러한 그의 진지한 情感에서 연유되었던 것이다. 불행한 사실은 그가 處한 時代狀況이 衰徵와 混亂만 거듭하였고 또한 兩黨派사이에 휘말려 끝내 그가 품어왔던 濟世救民의 뜻을 이루어 보지도 못한채 寂寞하고 처량한 閑居生活가운데 불과 47세를 일기로 逝去했다는 점이다. 그는 杜牧과 함께 晩唐의 唯美文學의 쌓벽으로서, 李賀나 杜牧과 같은 流派에 屬하는 詩人이긴 하지만 그 나름대로 獨特한 一面을 가지고 있고, 괴벽한 曲故와 함축된 언어를 잘 구사하여 달콤한 故事를 묘사해 냄으로써 독자로 하여금 그 文字나 음조의 아름다움을 맛보게는 하지만 그러나 그 내용이 難解하여 그의 詩에 註를 단 사람이 많이 나왔고 그 풀이가 구구해서 여러가지 意見이 나오기도 했다. 어느 作品이든 그 作品의 內容을 撤底히 鑑賞하여 품은 뜻을 理解하려면 먼저 그 作家의 出身背景이나 그가 處한 當時의 時代狀況을 充分히 把握한 然後에 그 作品을 接하여야 그 作品에 內在되어 있는 意味를 알 수 있게 되고 또한 그의 思想이나 人格이 글로써 表出되기에 그 作品內에서 역시 그의 人格, 性情, 價値觀, 人生觀, 國家觀等을 推知할 수가 있는 것이다. 筆者는 本 論文에서 李商隱의 本格的인 時硏究에 앞서 于先 그의 一生, 그가 처했던 當時의 時代背景 그의 詩의 內涵 및 藝術風格, 그리고 그의 人格을 硏究分析해 보았다.

다중경로 채널 환경에서 시간 동기 오차에 따른 FBMC 시스템 분석

본 논문에서는 다중경로 채널 환경에서 filter bank multicarrier (FBMC) 시스템을 기반으로 데이터를 전송할 때, 시간 동기화 과정과 채널 등화 과정을 포함한 전반적인 송수신 과정을 정리하여 유효채널 행렬을 정의하고, 이를 기반으로 시간 동기오차에 따라 발생하는 간섭을 살펴본다. 또한, 모의실험을 통하여 시간 동기 오차에 따른 FBMC 시스템의 성능 결과에 대하여 논의한다. In this paper, we derive an effective channel matrix for the data transmission based on the filter bank multicarrier (FBMC) system in a multi-path channel by summarizing the overall processes including the time synchronization and the channel equalization processes. Moreover, interference caused by the time synchronization errors is examined based on the effective channel matrix. In the simulation results, the performance of the FBMC system for the time synchronization errors is discussed.

범죄통제를 위한 위치정보수집과 경찰의 역할

경찰의 112신고를 통한 범죄피해자의 위치정보 수집과 추적은 범죄현장의 위치를 파악하기 위한 가장 효율적인 방법이다. 그러나 위치정보는 개인정보의 가장 핵심적인 영역에 해당하여 기본권 침해의 우려가 상당히 크다. 즉, 경찰의 112상황실에 범죄피해가 접수되어 경찰이 범죄현장에 신속하게 출동하기 위해 수집하는 범죄피해자의 위치정보는 국민의 사생활 비밀의 자유와 관련된 자기정보통제권을 침해할 수가 있다. 따라서 개인정보와 같은 민감한 기본권을 제한하기 위해서는 명확한 법령 근거가 있어야 한다. 최근 개인의 위치정보 수집을 위한 법안의 주요내용은 위치정보 산업의 활성화를 위하여 위치정보사업과 위치기반서비스사업의 진입규제 완화, 위치정보사업의 허가 등에 원칙허용 규제체계 도입, 신속한 긴급구조를 위하여 긴급구조기관이 가족관계 등록전산정보를 이용할 수 있도록 하는 등 현행 제도의 운영상 나타난 일부 미비점을 개선하고 보완하려는 취지로 발의되었다. 결국 경찰의 112신고 접수에서부터 범죄현장에 도착하기까지의 신속한 대응은 무엇보다 중요하며, 범죄진압을 위한 결정적인 경찰의 역할 수행을 위한 범죄피해자의 위치를 정확하게 파악하도록 법적ㆍ사회적 합의가 이루어져야 한다.
