Recently the organizations related construction express frequently their opinion to MOLIT at the time of introducing the ICEC gradesystem and converting a system from responsibility supervision (RS) to construction management (CM). However there was no datato investigate the recognition of road construction engineers about the policy change. In this study, a questionnaire survey wasconducted and analyzed twice to the road construction engineers on the CM and ICEC grading system at the Korea Institute ofConstruction Technology Education. The trend of response from the road construction engineers was verified through the surveyseparately from other institutions. This study analyzed the results and introduced a desirable policy proposal to promote aninternational competitiveness of the engineering industry. 최근 책임감리제도가 CM제도로 전환되고 ICEC 등급체계가 도입되는 과정에 건설관련 단체들은 국토교통부에 수시로 의견을 제시하고 있다. 그러나 그 정책 변화에 대하여 도로건설기술자들이 어떻게 인식하고 있는지 조사된 자료가 없다. 본 연구에서는 건설기술교육원에서 직무교육을 받고 있는 도로건설기술자들을 대상으로 CM과 ICEC 등급체계에 대하여 2차례 설문조사를 실시하고 분석하였다. 도로건설기술자들의 응답 추세는 외부 기관에 별도로 의뢰한 설문조사를 통하여 검증하였다. 그 결과를 토대로 하여 엔지니어링업계의 국제경쟁력을 높일 수 있는 건설정책 개선안을 도출하였다.

우리나라의 경우 그동안 도로부문의 투자는 신규건설 그 자체가 정부 정책의 핵심이었다. 그러나 최근 정부의 도로부문 예산이 2000년을 정점으로 신규건설은 감소하고 유지관리는 증가하는 추세이다. 이러한 추세에서 도로 유지관리 예산 증가에 대한 정당성을 입증하면서 서비스수준에 대한 사용자 요구에 부응할 수 있는 새로운 도로정책 패러다임이 필요하다. 1950~60년대에 사회기반시설을 집중적으로 건설하였던 선진국들이 최근 공공시설물의 노후화에 대처하기 위해 자산관리 개념을 도입하여 많은 성과를 거두고 있다. 본 연구에서는 일반국도의 효율적인 유지관리를 위해 「한국형 도로 자산관리시스템』을 구축하는데 필요한 기본체계를 제시하였다. 이 시스템의 특징은 장기적이며 예방적인 도로 유지관리 정책을 수립할 수 있도록 기존의 포장관리시스템에 경제성 분석 과정을 포함시키는데 있다

Java is an interpreted language that can run on a variety of platforms, also Java has a number of useful features for network. Due to theses features of Java language, Java is used in various fields. In this paper, we will talk about how the malware that threaten the Java Security Manager of the Java Virtual Machine is using the vulnerability of the Java Virtual Machine. And for corresponding measures, this paper suggest vulnerability analysis method of Java system class by using Java Call Graph and Java Access Permission Checking Tree. By suggesting that, we want to lay groundwork for preventing Java security threats in advance. 자바는 다양한 플랫폼에서 실행 가능한 인터프리터 언어이며, 네트워크 사용에 유용한 기능들을 갖고 있다. 이러한 자바 언어의 특징으로 인해 자바는 다양한 분야에서 사용되고 있다. 본 논문에서는 자바 가상머신의 보안 관리자를 위협하는 악성 코드가 어떠한 방법으로 가상머신의 취약점을 노리는지에 대해 언급한다. 그리고 이에 대응 방안으로 자바 콜 그래프와 자바 접근 권한 검사 트리를 이용한 자바 시스템 클래스의 취약점 분석 방법을 제안으로써 사전에 미리 보안 위협을 방지하기 위한 토대를 마련하고자 한다.

VerilogHDL을 이용한 공간 벡터 PWM 구현

본 논문에서는 3상 인버터의 공간벡터 PWM(SVPWM)을 Verilog-HDL을 사용해서 구현한 내용을 기술한다. SVPWM의 기본적인 개념을 설명하고 Switching시의 시간 지연등을 고려한 Dead time 설정의 필요성을 정리 하였다. 이를 구현하기 위한 입출력, 블록 구성과 각 블록의 기능을 정의하고 Verilog-HDL을 사용해서 FPGA(Altera사의 Cyclone EP1C6Q240C8)에 구현한 내용을 기술한다. 구현 SVPWM 장치를 사용해서 3상의 정현파를 구현한 시스템 구성과 실험 결과를 포함한다.

The result of responsibility supervision system which has been enforced for the last twenty (20) years since January, 1994 is evaluated, and keeps an eye out the process of unification and absorption of the system into the construction management (CM). As a baseline data for this study, the grade framework of construction engineer's ICEC introduced with CM is summarized. In this manuscript, the questionaire survey for CM and ICEC was conducted toward the target group of road field construction engineers and analyzed the outcome of the respondents' answers. 50% of the respondents have answered positively for the question about converting responsibility supervision to CM. 48% of the respondents from construction works field have answered positively for converting responsibility supervision system to CM while 38% of the respondents from engineers of supervision field have answered positively, less positive than the answers from works field engineers. 46% of overall respondents have answered, however, to maintain the present system of 40%, 40% and 20% on the survey to the question asking the opinion on the ways of calculating ICEC to use the rates : 40% of career, 40% of qualification and 20% of academic achievements. However, it appeared that engineers who have comparative advantages with academic achievements and career, and engineers with lower grade qualification demanded higher rate for career. 1994.1월 도입된 책임감리제도의 20년 시행 결과를 평가하고, 이 제도가 건설사업관리(CM)에 흡수 통합된 과정을 살펴보았다. 본 연구의 기초자료로서 건설사업관리와 함께 도입된 건설기술자 역량지수(ICEC) 등급 체계를 요약했다. 본 연구에는 도로분야 건설기술자들을 대상으로 건설사업관리와 역량지수에 대한 설문조사를 실시하고 그 응답자의 반응을 분석한 결과를 수록했다. "책임감리가 건설사업관리로 전환된 점에 대한 의견"을 묻는 설문에 응답자의 50%가 CM으로 전환되어야 한다고 답했다. CM으로 전환되어야 한다고 응답한 시공분야 기술자는 48%인 반면, 감리분야 기술자는 38%로 낮았다. "역량지수를 경력 40%, 자격 40%, 학력 20% 비율로 산정하는 방안에 대한 의견"을 묻는 질문에 '현행과 같은 40%, 40%, 20%가 적정하다'는 응답이 46%였다. 그러나 학 경력자와 등급이 낮은 자격의 기술자들이 경력 비율을 높이라고 요구한 것으로 나타났다.

본 연구(II)에서는 전 연구(I) 수행과정에 직무교육 훈련을 받고 있는 도로분야 건설기술자들이 질의했던 현안사항에 대하여 추가로 설문조사를 실시하고, 그 결과를 분석하여 미래지향적인 건설정책 대안을 도출하였다. "건설사업관리(CM) 용어가 2가지로 분리된 점에 대한 의견"을 묻는 질문에 응답자의 45%가 선진외국과 같이 '건설사업관리'로 단일화하자고 답했다. "CM전문가 육성 방안"에는 많은 응답자들이 민간교육기관에서 일정기간의 교육을 수료하면 CM전문가 자격을 얻을 수 있는 방안을 선호하였다. "설계 시공 및 품질관리 특급기술자의 역량지수(ICEC) 등급을 75점 이상에서 78점 이상으로 상향 조정(안)" 질문에는 '당초(안)처럼 75점 이상으로 하자'가 52%였다. "CM제도의 적용이 아직도 활성화되지 못하고 있는 이유"에는 응답자의 62%가 공공건설사업 발주기관 담당자들의 CM도입 의지가 부족하기 때문이라고 답했다. 건설사업의 아웃소싱을 기반으로 하는 CM제도의 활성화를 위해서는 국토교통부 본부의 조직 개편 방안이 선행되어야 한다. This study (II) aims to draw up the future-oriented construction policy recommendations based on the outcomes as a result of a broad research and conducting questionnaire surveys on the arguable issues raised by construction engineers for roads and bridges in the course of previous study (I) implementation. As for the question of "The term 'Construction Management (CM)' which currently is defined in two (2) ways", 45% of respondents have answered that two (2) different types of CM should be unified into one (1) CM type as is the case in most advanced countries. About the question of "The ways to educate the CM professionals", many respondents have preferred to acquire CM professional certificate after receiving education for a certain period of time from private CM training institutions. As for the question of The revised draft that the ICEC grade of special engineers for design, construction and quality control areas shall be "more than 78 points from a more than 75 points by the original draft." 52% of respondents preferred to maintain the original draft. About the question of "The reason why the CM system has not been working well yet." 62% of respondents have answered that the staff members who are in charge of handling public project procurements are concerned about the fact that their roles (or activities) might be deprived as a result of CM adoption. In order for the CM system to be activated, based on the notion that the construction projects must be out soured, the reshuffle of the headquarter organization of Ministry of Land, Infrastructure and Transportation (MLIT) should be preceded.

Homonym Comprehension and Definition of School-Aged Children with Language Learning Disabilities in First to Third Grades

Purpose: This study aimed to investigate the ability to define and comprehend homonyms among lower elementary school children with language learning disabilities (LLD). Methods: A total of 23 students, consisting of 10 LLD students and 13 typically developing (TD) students, were recruited for this study. All students were tested to check their ability to define and understand homonyms. Results: Comparing the two groups, the overall definition accuracy and comprehension ability of homonyms were significantly lower in the LLD group than the TD group. In addition, when comparing the accuracy of individual definitions and ability to comprehend homophones according to the conditions (dominant/subordinate meaning) between the two groups, the LLD group showed lower performance than the TD group in both abilities. Both groups were found to have more difficulty with the subordinate meaning than with the dominant meaning. LLD group has difficulties at defining homonym than TD group in both meanings. On the other hand, the LLD group showed lower performance than the TD group in their ability to comprehend the subordinate meaning. There was no difference between the two groups in the ability to understand the dominant meaning. Conclusion: Therefore, when determining interventions for grade 1 to 3 students having learning disabilities, proper contextual clues should be used to improve their homonym comprehension.
