본 논문에서는 마이크로파대 광대역 다단 평면형 전력분배기의 설계방법과 구조를 새로이 제안하였다. 제시된 마이크로파 광대역 전력분배기의 설계과정은 평면형 다단 3-포트 하이브리드와 도파관트랜스포머 설계로 구성되었다. 다단 전력분배기는 최적화된 λ/4 트랜스포머 설계이론에 근거를 두고 있다. 두 인접 출력포드의 광대역 격리 특성을 얻기위해, 기모드 등기회로는 저항 같은 손실소자를 사용하여 정합되어야 한다. 기모드 정합소자 값을 계산하기 위한 설계공식은 단일 종단 여파기 설계이론으로부터 유도하였다. 도파관 트랜스포머단의 형상은 하우징 금속전계벽의 영향으로 인한 도파관 모드와 같은 고차모드의 전파를 억제하기 위해 설계되었다. 따라서, 설계된 각각의 도파관 트랜스포머단에서는 제안된 마이크로파 광대역 전력 분배기의 동작주파수 영역에서 모두 감쇄모드(evanescent mode)로 동작하여야 한다. 본 논문에서는 제안된 마이크로파 광대역 전력분배기의 검증을 위해, 다단 전력 분배기의 시뮬레이션과 실험 결과들을 제시하였다. 시뮬에이션과 실험 결과는 다단 전력분배기의 우수한 성능을 보여준다. A novel multi-section power divider configuration is proposed to obtain wide-band frequency performance up to microwave frequency region. Design procedures for the proposed microwave broadband power divider are composed of a planar multi-section three-ports hybrid and a waveguide transformer design procedures. The multi-section power divider is based on design theory of the optimum quarter-wave transformer. Furthermore, in order to obtain the broadband isolation performance between the two adjacent output ports, the odd mode equivalent circuit should be matched by using the lossy element such as resistor. The derived design formula for calculating these odd mode matching elements is based on the singly terminated filter design theory. The waveguide transformer section is designed to suppress the propagation of the higher order modes such as waveguide modes due to employing the metallic electric wall. Thus, each section of the designed waveguide transformer should be operated with evanescent mode over the whole design frequency band of the proposed microwave broadband power divider. This paper presents several simulations and experimental results of multi-section power divider to show validity of the proposed microwave broadband power divider configuration. Simulation and experiment show excellent performance of multi section power divider.

한국의 민간경비산업의 영역을 확대하기 위해서는 다음과 같은 방안을 제시하고자 한다. 첫째, 민간조사업법의 영역을 민간경비와 접목하여 확대해야 할 것이다. 둘째, 요인경호법, 대테러법, 대통령 경호실법에 관련하여 민간경비의 역할을 모색할 필요가 있을 것이다. 셋째, 산업보안 관련법 중 산업기술의 유출 방지 및 보호지원에 관한 법률안이 통과됨으로써 기업보안과 민간경비산업 분야의 접목을 통한 민간경비의 다양성과 세분화, 복합화가 필요할 것이다. 넷째, 시큐리티 컨설팅 즉, 통합시스템 관리 서비스를 위해 민간경비업체의 투자와 전문분야의 양성 및 사업의 확대방안의 연구가 모색되어져야 할 것이다. 다섯째, 청원경찰법과 경비업법의 통합성에 대해서 교육과정과 목적, 의무가 큰 차이가 없으므로 정보기관의 협조를 통한 통합화를 적극적으로 추진할 필요가 있다고 사료된다. 여섯째, 민간경비 서비스에 대한 경찰 및 일반시민, 그리고 민간 경비원들 간의 의식전환이 이루어져야 한다. 일곱째, 경비협회의 역할도 중요하다고 사료된다. 마지막으로 경찰청과 경비협회의 의사소통에 관한 문제에 대해서도 정보수집, 대처능력이 권력의 힘에서만 볼 것이 아니라 이제는 경찰청뿐만 아니라 국가기관, 국정원, 검찰, 경호실, 군 등의 기관들과의 상호협력방안을 모색할 필요가 있다고 생각한다. As we took a look at above, this researcher suggest following device to extend Korea's private security industry's area. First, it is necessary to extend private investigation law's area grafting private security together. Second, it is necessary it is necessary to think of private security's role related key figure law, corresponding terror law, Presidential Security Service Guard law. Third, as a draft of a proposed law related prevention flowing out of industry techniques among industry security related law, passed, it is necessary private security's diversity, subdivision, composition through an enterprise security, and private security industry area's grafting together. Fourth, a research about private security company's investment and professional area's bringing up as well as business's extension device should be groped for the security consulting though total system management service. Fifth, there are no big difference education course and purpose, duty about a security police man law and security law's unification, so it is necessary to drive forward actively unification through government organization's cooperation. Sixth, a paradigm shift should be occured about private security service among policeman, citizen, and private security guards. Seventh, it is considered the role of security association is important. Lastly about a matter communication between the National Police Agency, and Security Association, not only look at from an authority's angle, collecting information, corresponding ability but now it is considered to grope each other cooperation device together among organizations not only the National Police Agency but also, National Organization, National Intelligence Service, the prosecution, Presidential Security Service Guard, Army etc.

한국 민간경호 ${\cdot}$ 경비관련 자격제도 도입방안

According to current record of private security in Korea, more than 107,963 private security guards are employed by 2,051 security guard association. However, it is obvious that there is lack of any kinds of professional license. To ensure the profession of Private Security industry and at the same time to improve the quality of private guard duty, it is necessary to introduce professional license system which is specialized and developed. The kinds of license anticipated are security guards services, armored car services, alarm services, proprietary security services, special guards services, terror, security consultants services, and private investigators. To settle those license system, there should be not only exertion of academic society but also administrative support of government and research of legal office th arrange legal and official structure.

Fuzzy theory provides an intelligence treatment model for judgement about information when it needs a solution or a decision making about vague problems. Therefore, fuzzy theory is used for appropriate evaluation and decision on obscure information as human's emotion in human factors, In previous study, fuzzy membership function is defined for judgement infOlmation as human's emotion then ultimate results are deducted through fuzzy inference model. This method uses general CWTent through literature review or max, min and average as representative statics value about considering variables. But, this method makes away with nonlinear's or inegular's factors of human sensibility. Accordingly, application of this method leads to considerable loss of information in the ultimate evaluation. For that reason, this method has a limitation in objective evaluation of human factors. So, this study focuses on development of fuzzy membership function, which evaluates human's emotion or feeling accurately and objectively. We used the regression analysis and reasoned a fuzzy membership function about the relation of the variables. Then we verified the adequacy with the reliability through the experiment after this.
