특례업종 개정,폐지에 따른 물류산업의 영향 -운송,창고업을 중심으로-

현재 근로시간 및 휴게시간에 있어서 특례업종 개정 또는 폐지와 관련하여 사회적으로 다양한 논의가 진행되고 있다. 이러한 근로시간 및 휴게시간에 있어서 특례업종 폐지와 관련하여, 물류산업에 있어서는 수송업과 창고업이 해당되고 있다. 이러한 물류업종에 있어서 특례업종 폐지는 물류산업에 상당한 경제적 영향을 줄 것으로 예상된다. 위와 같은 물류창고업 및 수송업에 있어서 직·간접적인 경제적 영향은 작게는 물류산업에 국한되어 발생될 수 있지만, 넓게는 다시 화주기업으로 전가되는 악순환 효과가 발생되어 전반적인 산업경쟁력에 좋지 않은 영향을 끼칠 가능성이 높다. 따라서 물류산업 내에서도 가장 근간이 되는 물류창고업 및 수송업의 경쟁력 향상을 위해서는 자체 노력도 중요하지만, 물류산업을 둘러싼 경제 내·외적 환경 변화에도 충분히 대응할 수 있는 체제를 구축하는 것이 필요한 상황이다. Globalization has been discussed as an important market environment in various territories. Maritime industry is also closely associated with globalization. Together with globalization, faster, more reliable, and cheaper maritime transport services have facilitated the expansion of global trade. With the development of emerging economies, the maritime industry had increased dramatically. The rise of China as the world manufacturing center was a key driver of this growth. Since 2008, however, there have been some declines because of the global financial crisis. It is not easy for container ports to have a sufficient container cargo volumes including transshipment. Therefore, container ports in individual countries require effective strategies for generating sufficient container traffic. Through a country-level analysis, this paper is designed to empirically investigate the influences of globalization on individual container ports` internal capabilities and transshipment traffic volumes.

최근에 현대자동차가 지난 60년간 유지해 온 주야 맞교대에서 주간 연속 2교대 전환에 따른 시범사업을 올해부터 시작하였다. 완성차업체의 교대제 전환은 완성차업체에서 끝나는 것이 아니라 자동차부품업체, 연관 산업, 물류산업 등에 큰 파장을 줄 것으로 예상되며, 특히 조달 및 판매 물류에서 큰 변화가 예상된다. 따라서 본 논문은 교대제 전환이 물류산업에 어떤 영향을 미칠 것인가에 대한 관심을 가지고 출발하였다. 완성차업체의 주간연속 2교대제로의 전환으로 부품산업의 공급체계가 큰 변화를 맞을 것으로 예상된다. 즉, 수직적 공급망 구조에서 네트워크형 공급망 구조로 전환되어 완성차간의 경쟁에서 부품업체 네트워크 경쟁으로 바뀔 것이다. 따라서 우리나라 자동차산업의 부품공급체제는 전속적 거래에서 다자간 거래로 진행되어, 복수발주, 복사 발주형식으로 전환되며, 동시납품을 위하여 전산망 발주 및 바이백으로 인하여 해외공급이 증가되는 등 다양한 변화가 예상되며, 연관 산업 및 물류산업에도 큰 영향을 미칠 것으로 예상된다. 완성차업체의 주간연속 2교대제 전환에 따른 물류산업의 영향을 보면, 1) 부품업체들 간 협업체계 강화에 의한 부품업체들의 독자적인 물류관리 능력 향상에 따른 효율화 및 간소화가 진행되며, 2) 공급망 관리가 적기적납에서 동시적 생산방식 전환에 따른 조달물류의 공급망 관리변화, 3) 생산시설 확충 및 인건비 상승압박 등으로 인하여 해외진출 활성화, 4) 동시적 생산방식을 유지하기 위한 통합적 SCM 구축, 5) 완성차 및 부품업체들의 비용 상승에 따른 물류산업에 전이 등으로 인한 영업이익률의 변화 등이 예상된다. 이와 같은 자동차업종의 교대제 전환은 물류산업에 있어서 위기이자 기회를 제공하고 있다. 예를 들어 영업이익률의 하락, 해외동반진출의 배제 등은 위기를 제공할 것이며, 그와 반대로 부품업체들의 독자적 물류관리 능력 향상, 통합적 SCM 구축 필요성, 동반진출 가능성 증대 등은 기회를 제공하고 있다. 따라서 물류기업들은 위기에 대해서는 적극적인 대응방안 모색할 필요성이 있으며, 기회는 적극적으로 활용할 수 있도록 해야 할 것으로 보인다. 또한 향후 예측할 수 있는 문제에 대해서 대응할 수 있는 시스템 구축에도 노력해야 할 것이다. In addition to above talked about, it is expected various changes in the logistics industry. Logistics enterprises is closely related to the automotive industry is inevitably becomes switched shifts by the simultaneous production system changes according to switch shifts of automobile manufacturers. Eventually even, logistics companies in Korea are likely lost to overseas logistics companies for domestic cargo. With him in advance with overseas likely to act as significant constraints. As like to presented in this paper, Logistics companies in Korea is only natural the change in the emergency response. and we would be needed deep distress to system's building and preparing countermeasures that can predict future problems.

본 논문은 민족주의가 한반도의 통일에 있어서 어떠한 기능과 역할을 할 수 있는지와 관련해서 해방, 통합, 통일의 3단계로 나누어 고찰하였다. 첫째, 일본 군국주의로부터의 해방정국은 근대 정치제제 형성과 관련한 민족주의의 논쟁의 중요한 단초를 제공한다. 한민족의 통합을 끌어낼 수 있는 민족주의의 이념적 통합성과 사회적 관계에 착근시킬 수 있는 주도적 사회집단의 지도력에 관한 문제를 제기한다. 사실 해방을 전후로 한국민족주의의 형성과 근대 정치 체제수립 과정에서 노정된 민족주의적 지도이념의 통합성 부족과 주도적 사회계급의 분열은 한반도의 분단을 가져오게 한다. 이에 해방정국 하에서 민족주의가 어떤 역할과 기능을 했는지 고찰하였다. 둘째, 오늘 한국민족주의가 한국전쟁의 상황의 지속의 구속으로부터 벗어나지 못함으로써 한반도의 통합의 전략을 모색하는데 커다란 제약을 가하고 있다. 다시 말해 지금 유지되고 있는 분단의 안정성이란 남북당사자간의 민족적 화해에 의한 평화가 아니고 무력대치상태, 즉 힘의 평형이라는 긴장된 상황하의 잠정적 평화라는 데에 근본적 문제가 있다. 미래 지향적인 통일된 한민족 국가를 건설하기 위해서 통합으로서의 민족주의는 이러한 불안정한 잠정적 평화 상태를 극복하는데 나름의 기여를 할 수 있는 방안을 살펴보았다. 셋째, 우리가 미래 지향적으로 한반도 통일과 이에 기초한 통합된 민족국가를 건설하기 위해서는 공산주의들이 말하는 민족주의의 철학적 기초와 자유주의가 이야기 하는 민족주의의 철학적 기초 간의 차이를 인식해야 하며, 이에 관한 명확한 인식 없이 남북통일 문제에 접근한다면 통일이 아니라 또 다른 분열을 자아내고 말 것이다. 따라서 민족주의를 한반도의 통일 달성과 한민족 공동체 건설을 위한 공동지반으로 활용할 경우 민족주의 이념에 관한 공산주의적 인식과 자유주의적 인식 간의 상이성을 공통분모로 하여 모색된다면 현실적 타당성과 적실성의 정도를 훨씬 고양시킬 수 있을 것이다. The main concerns of this paper lay in getting various improvements by analyzing many difficulties and several problems by dint of the practical analysis on korean nationalism. Korean nationalism have three appearances in her modern history, and it has played another roles both positively and negatively on each periods. In details, firstly, I would try to perform the practical analysis on what sorts of functions had it played on korean liberation from Japan under her occupation. I researched many problems by carrying out the deep analysis on korean nationalism realities on these periods. Secondly, I studied what kinds of many problems and effectiveness have it showed by trying the practical analysis on management realities under the japanese ruling epoch. Thirdly, I investigated that how Korean nationalism would influence concretely on inducing the unification between both Korea in the future. Also I would propose several effective management plans and improvements designs for animating unification . Up to now, I researched a special position and characteristic which general nationalism can involve in korean unification. Above like discussing it, korean nationalism can imply three kinds of meanings like liberation, incorporation, unification. A decisive turning point whether korean unification would end in success or not depends on how effectively two korea population recognize and deal with them from a comprehensive perspective.

KORAIL continuously drives practical reforms of change and originality both internally and externally for the purpose of adapting to rapidly changing circumstance and promote productivity of the organization. Various management strategies are needed to increase its productivity, yet the fist thing to be considered is to select talented human resources. A selection of the human resource should be conducted based on 3R(Right People, Right Place, Right Time). This study empirically analyzes through actual study how the method of new employment introduced on January 1, 2005 positively affects capability and productivity of each member of KORAIL. The area of this study is defined centering on the standard of new employment, capability of personnel, and productivity of the organization. Also, the improvement of new employment standard of KORAIL is suggested as significance of the standard was verified through survey of the standard, the capability and the productivity conducted to KORAIL working personnel.
