It was quite an achievement to actualize family welfare, announcing' Healthy Family Basic Acts(2004)', which enabled to pursue comprehensive welfare policy including family life as a unit. This has enhanced family function, converting into consolidated family-centered service system, creating a new paradigm. The family life education must be spreaded and activated in the way of family welfare service, as to improve the quality of life, while reducing social problems regarding to the boundary of family. So This study aims at investigating the level of aspiration out from the family life education and the fact-revealing of training program within the family life. To examine these matters, 356 married women living in Seoul were selected. The results are as follows family life education and the training program each other showed little relevance that merely $45{\%}$ attended the program. Life planning program for Elderly was mostly asked in the research of the degree of family life education program. Besides, many of them demanded for the family care program for those who have divorced, remarried or adopted the child, showing their active will to solve them which have been dealt quite privately. Family life education is dealing with the current problem solving and future life planning. In this regard, it is strongly needed to experience and learn the dynamics of family life for lifetimes. Systemic family life education must be accomplished to solve, prevent and to cope with family problems.

The purpose of this study is to identify the current status of the working poor and the factors that are influential to the working poor among echo boomers. This study is a secondary analysis using the data from the 7th analysis of the 2012 Korea Welfare Panel Survey, conducted by Korea Institute for Health and Social Affairs. This analysis considered Korean echo boomers born between 1979 and 1985. In our final analysis, we used 1,226 echo boomers who had the ability to work. For the analysis, the SAS/PC statistical program ver. 9.3 was utilized. The research findings are as follows; Firstly, of the working poor among the echo boomers, only 22% were in the state of poverty. Secondly, more echo boomers living in a metropolitan city, city, gun/urban-rural area and district than those in the Seoul were categorized as among the working poor; the same was true for those who lived in a free house than in a leased room or a room that was rented by the month. Thirdly, more echo boomers whose education level was high school graduate or less rather than college graduate or less or university graduate or more were categorized as among the working poor; this was also true for echo boomers whose employment type was temporary employment, self-employment, or unemployment rather than a full-time job.

본 연구는 정책과정에서 집행의 역할을 수행하고 있는 한국의 여성복지 담당공무원들의 성인지적 관점을 분석하는데 중점을 두었다. 성인지적 관점으로 복지정책을 수립하고 시행하고 평가하는 것이 한 국가 안에서 여성과 남성 모두의 삶의 질을 향상시키고 사회적 지위를 보장한다는 것에 대한 중요성은 이미 유엔과 세계여성대회를 통하여 인식되었고, 각 국가의 실천과제로 남아있었다. 그러나, 각 국가에서 이러한 관점을 가지고 여성복지정책을 마련하여 시행하고, 분석, 평가하는 것은 시도 단계에 머물러 있다. 본 연구에서는 한국의 여성복지 담당자들을 대상으로 설문조사와 심층면접을 시도하여, 성인지적 관점에 대한 다양한 질문들을 통하여 성인지도를 살펴보고, 이들이 가정하고 있는 여성의 가족 내에서의 성 역할과 사회에서 드러나는 성 정체성을 분석하는데 주력하였다. 분석결과를 보면, 한국여성복지정책에 있어 성인지력은 매우 약하게 나왔으나 그 중요성 및 필요성에 대한 인지도는 높게 나왔음을 알 수 있다. 여성복지 담당 공무원들은 여성의 성 역할을 ‘의존자’, ‘양육의 담당자’로 많이 인지하고 있고, 이는 정책의 집행과정에서 반영되는 결과를 낳는다. 그러므로 집행과정에서 중요한 역할을 할 수 있는 담당자들에 대한 성인지력을 향상시키는 차후 방안이 마련되어야 할 것으로 보인다. With the emphasis of UN policies of gender mainstreaming, gender-sensitive perspective in policy implementation is now being considered crucial for gender-equal welfare society. However, in Korea, the present condition of gender-sensitive perspective and gender analysis in welfare policies seems to be in the beginning stage. Using survey and in-depth interviews, this research tries to examine the degree of gender-sensitive perspective in public officials at the department of women's welfare in Seoul City. In addition, exploring their ideas of women's social status and gender roles, this research tries to find out difficulties in implementing gender-sensitive welfare policies in terms of gender difference. When we look into the result, most public officials seem to understand the importance and necessity of gender-sensitive perspective and gender mainstreaming policies. However, in reality, their knowledge of those terms turned out to be very low. Also their perception of women's primary gender role still stays in the domestic area. For the establishment of gender-equal policies, gender-equal mind of policy makers are to be assumed. Also, in the process of policy implementation, public officials need to understand gender-equal policies properly. Thus, this research suggests that the specific gender education for government officials should be carried out. Particularly, gender difference shown in the survey result should be diminished through gender-equal campaigns and education. Expertise-networking to help government officials is also suggested.
학령기 자녀를 둔 다문화가정의 가정생활경험과 생활만족도

The purpose of this study was to examine the general characteristics and the variety of family life experiences related to the life satisfaction of multicultural families with school-aged children. Data were drawn from the first wave of the Korean Children and Youth Panel Survey conducted in 2010 and developed by the National Youth Policy Institute. Further, the sample for this study consisted of 95 multicultural families who met the requirements. The data were analyzed by descriptive statistics, the t-test, analysis of variance, and multiple regression using SPSS ver. 18.0. The main results showed that family life experiences that were made up of 5 domains, specifically time, leisure, household economy, health, and child education had a broad range of levels. In addition, family life experiences differed according to the general characteristics of multicultural families with school-aged children, such as mother`s employment status, number of children, father`s employment status and education level, and family composition. Lastly, their life satisfaction was significantly predicted by the father`s employment status and health, children`s age, children`s education, and leisure in the order of significance. These findings suggested the need to expand the social intervention range for multicultural families with school-aged children, particularly in terms of family leisure and children`s school life adaptation.
