한국의 장애인 탈시설 현황과 과제

장애인에 대한 동정심과 이타주의 현장으로 꼽히는 장애인거주시설은 그곳에서 살아가는 사람들에게 고통의 기록이자 욕구와 희망이 무시되는 절망의 현장이기도 하다. 2013년 현재 1,397개 장애인거주시설에 31,152명이 거주하고 있으며 이중 지적장애인이 19,330명으로 약 62%를 차지하고 있다. 이는 전체 지적장애인의 약 12.6%에 해당한다. 전체 지적장애인의 12.6%가 자신의 집이 아닌 시설에서 생활하고 있지만 이에 대한 지적장애학계의 관심은 저조한 상황이다. 그러나 최근 장애인복지 현장에서는 탈시설에 대한 운동적 요구와 정책적 관심이 증가하고 있으며, 초기 신체장애인 중심의 탈시설 논의가 발달장애인 중심으로 빠르게 전개되고 있는 상황이다. 이 연구는 한국의 장애인 탈시설 현황을 살펴보고 탈시설을 성공적으로 추진하기 위한 과제를 제시하기 위한 것이다. 이를 위해 문헌연구를 통해 한국의 탈시설 개념을 둘러싼 논의, 탈시설 저해요인과 극복과제, 탈시설 추진원칙을 검토한 후, 한국의 탈시설 전개과정과 현황을 분석한 뒤 이를 토대로 탈시설 과제를 제시하였다. The institutions deemed as the scene of sympathy and altruism are also the record of pain for the people living there and also the scene where the people``s desires and hopes are ignored. This paper is to explore current trends and tasks surrounding deinstitutionalization of people with disabilities in Korea. In specific, this paper looked into the concepts of deinstitutionalization, the policy & principles for deinstitutionalization, the Barriers of deinstitutionalization. And then analysed developmental process and the present conditions about institutional protection and deinstitutionalization in Korea. Based on this, suggest policy principles and tasks for deinstitutionalization. 1. building the national roadmap for deinstitutionalization 2. the national supports for the transition system toward deinstitutionalization 3. stopping to build new institutions and banning unnecessary entrance into institutions 4. implementing pilot projects to dissolve large scale institutions and relocating employees 5. protecting the institutions at the beginning period toward deinstitutionalization, preparing for the coexistence of deinstitutionalization and residential care, and providing an inducement for voluntarily resolving institutions 6. ensuring that the person concerned participates in the transition process and policy making toward deinstitutionalization and supporting independent living centers 7. Transforming the budget support system into the demander side 8. supporting and promoting research on the effects and costs of deinstitutionalization

Jesus is the one who is in very nature God, and God is often described as a Shepherd of Israel in the Bible. The purpose of this study is to find the educational principles of Jesus by analyzing the ‘Good Shepherd" Parable(JN 10:1-18)" in terms of Christian Education. In this parable Jesus blamed the religious leaders, i.e. the Pharisees for their false shepherding and showed them an image of a good shepherd as an alternative model of a true leader. He focused firstly on the purpose of His mission: that sheep may have life to the full (the purpose of Christian education); and secondly on the shepherding relationship, whose ultimate quality is love (the content and process of Christian education). While a good shepherd saves the life of a sheep, a false shepherd gives up the life of a sheep for the sake of his own benefit (the role of a teacher). To give sheep life to the full can be realized through the relationship between the shepherd and his sheep. The relationship is that of mutual knowing, or dialogical knowing. The shepherd calls his sheep by name, and the sheep follow the shepherd. This relationship of mutual love can give the shepherd the power to lay down his life for his sheep. The extent of this shepherding is not only for the sheep in the sheep-fold, but also for others all over the world (the extent of Christian education). This ‘Good shepherd" parable" gives us a continuous challenge for Christian Education. The purpose of church education is to give complete life, and to teach that life grows through the relationship of love, spreading to the ends of the earth. These principles of God"s education call us to keep watch always for good shepherding.

고혈압 전단계자들에 대한 골격근 Group Ⅲ 자극 시 시간에 따른 심혈관 반응

본 연구는 고혈압전단계자들에 대한 지속적인 건 스트레치시 시간에 따른 생리학적 반응을 분석하여 정상혈압자와 고혈압전단계자에 대한 EPR의 한 요소인 기계적 수용기가 혈압 및 혈역학 반응에 어떠한 영향을 주는지를 검토하였다. 그 결과, 안정 시와 시간에 따른 혈압 반응은 고혈압전단계자에 있어 SBP, MAP가 평균 20sec에서 통계적으로 가장 높은 경향을 보였으며(p<0.05), 정상혈압자에서는 SBP, DBP, MAP가 평균 45sec에서 가장 높은 경향을 보였다(p<0.05). 이는 고혈압 전단계자의 지속적인 수동적 건 스트레치 시 정상혈압자에 비해 Group Ⅲ mechanoreceptors의 역기능에 따른 상승된 혈압 반응이 초기에 나타내었다고 사료된다. 또한 혈역학 반응에서 안정 시와 비교하여 지속적인 수동적건 스트레치 시 고혈압전단계자에서의 HR, SV, CO, TPR 모두 유의한 차이를 보이지 않았으나 정상혈압자에서 SV, CO가 통계적으로 유의한 차이를 보였다(p<0.05). 이는 CO, SV, HR, TPR이 정상혈압자에 비해 고혈압전단계자에 있어 높은 경향을 나타내었지만, 혈역학 반응은 본 연구를 통해 차이를 보이지 않아 앞으로 연구가 필요할 것으로 사료된다. The purpose of this study was to investigate whether group Ⅲ muscle afferents play an important role eliciting abnormal blood pressure response mediated during passive muscle stretch in prehypertensive individuals. Eleven middle-aged prehypertensive men (average BP 133/80 ㎜Hg) and nine middle-aged normotensive men (average BP 119/74 ㎜Hg) participated in this study. After 1 min rest baseline data collection, the subject’s foot was flexed (dorsiflexion) by an automated cybex for one minute. Systolic blood pressure (SBP), diastolic blood pressure (DBP), mean arterial blood pressure (MAP), heart rate, stroke volume, cardiac output, and total peripheral resistance were continuously measured on a beat-by-beat basis from a finger via a Finapres device for 1 minute. To evaluate the role of mechanoreflex, a component of exercise pressor reflex, SBP, DBP, and MAP responses over the course of time were examined. The results showed that the pressor response mediated by the muscle mechanoreflex was faster in prehypertensive individuals compared to the normotensive individuals. The substantial pressor response was observed within mean 20 sec of the onset of passive stretch in prehypertension, while mean 45 sec in normotension (p<0.05). It is concluded that excessive pressor response produced during exercise in prehypertension may be due to the dysfunction of the mechano-receptors.

은행산업 진단방법론 개발

은행 산업의 글로벌화에 따라 은행의 내실이 중요해지고 있다. 내실을 위해 은행의 효율·생산성이 중요해짐에 따라 은행은 이를 향상시켜야 한다. 효율·생산성을 강화시키기 위해 은행의 현 상황을 분석할 방법론이 필요하나 부족한 상태다. 따라서 본 연구에서는 효율성 측정방법론인 DEA중 BCC모델과 생산성 측정방법론인 Malmquist모델을 기반으로 하여 은행 의 효율·생산적 위치를 분석할 수 있는 진단방법론을 개발하였다. 모델의 타당성을 검사하기 위해 2007년부터 2012년까지의 은행 데이터를 기반으로 조사 분석을 실시하였다. 분석결과 본 연구의 BCC - Malmquist모델과 당시의 은행위치가 유사함을 분석할 수 있었다. 또한 2012년의 데이터에 나온 결과 값을 바탕으로 2013-2014년에 각 은행이 취한 효율·생산성 향상 방법이 흡사함을 분석 가능하였다. 따라서 본 분석방법론은 은행의 효율·생산적 위치를 파악하기 용이하며, 타 분야에 적용함으로써 경영전략적 시사점을 제공가능하다 사료된다. The globalization of the banking industry has highlighted the importance of the internal stability of the banks. For internal stability, the efficiency and productivity of the bank becomes more important, and the bank must be improved. To improve the efficiency and productivity, a methodology for analyzing the current state of the bank's needs was made based on the BCC of DEA and the Malmquist productivity index. This model was developed as a diagnostic method that can analyze the efficiency and productivity of the bank. As a result of the analysis, the position of the bank and the position of the model studied were similar. The BCC-Malmquist model can be applied to the other areas and provide a management strategy

광통신용 10Gbps CMOS 수신기 회로 설계

본 연구는 광통신을 위한 10Gbps CMOS 수신기 회로 설계에 관한 것이다. 수신기는 포토다이오드, 트랜스임피던스 증폭기, 리미팅 증폭기, 등화기, 클락 및 데이터 복원 회로, 디멀티플렉서, 기타 입출력 회로 등으로 구성돼있다. 여러 광대역 혹은 고속 회로 기법을 써서 SONET OC-192 표준용 광통신에 적합한, 효과적이고 신뢰성 있는 수신기를 구현하고자 하였다. This study is on the design of 10Gbps CMOS receiver circuits for fiber-optic communication. The receiver is made up of a photodiode, a transimpedance amplifier, a limiting amplifier, an equalizer, a clock and data recovery loop circuit, and a demultiplexer or demux with some auxiliary circuits including I/O circuits. Various wideband or high-speed circuit techniques are harnessed to realize a feasible, effective, and reliable receiver for a SONET fiber-optic standard, OC-192.
