Local self-government system is the institution which residents determine to solve provincial problems by themselves and they are responsible for the results from their decisions. In other sense it is the institution realizing democracy based on the direct participation of residents and contributing to the efficiency of administration. This paper has the main purpose for considering local self-government system, being essential condition of development of democracy, in the aspects of institution and organization. In this paper institutional aspect contains enforceable range of local self-government system, exclusion from party participation on ti, election method of local chief governors, and establishement of financial self-reliance. On the other hand organizational aspect contains elite recruitment and activity of organization. The above two variables make us realize power diffusion, active participation, and efficiency which are characteristic values of local self-government system.
Sub-Harmonic 혼합기를 이용한 점대점 시스템용 하향 변환기에 관한 연구

본 논문은 Sub-harmonic 혼합기 구조에서 국부발진기(Local Oscillator) 포트에 넓은 대역에 걸쳐서 변환손실을 최적화 하는 정합회로를 적용하였다. 이러한 Sub-harmonic 혼합기를 이용하여 점대점 시스템용 하향 변환기를 설계 및 제작하였다. 제안된 구조의 Sub-harmonic 혼합기는 국부발진기입력전력이 12 dBm일 때 최적으로 11.8 dB의 변환손실을 얻었으며, 격리특성은 40dB이하의 특성을 나타내었다. 전체 하향 변환기의 특성으로 IF 출력 평탄도는 2dB이하의 특성을 나타내었으며, 전체 잡음지수로는 5.9dB이하의 특성을 얻었다. In this thesis, the matching network at the local oscillator port of the sub-harmonic mixer is optimized for reducing the conversion loss. A downconverter for point to point system applications is designed and fabricated using the such sub-harmonic mixer. The sub-harmonic mixer achieved the conversion loss of 11.8 dB at the 12 dBm input power of the local oscillator and the isolation of less than -40 dB. The downconverter achieved the IF output power flatness of 2 dB and the total noise figure of 5.9 dB.
^40Ca(d,p)^41Ca 핵반응에서 결합채널방정식에 의한 미분단면적계산

Differential cross section and proton polarization have been calculated with coupled channel method in the direct reaction of low energy deuterons and ^40Ca nucleus. The polarizations of proton emitted in the reaction ^40Ca(d,p)^41Ca corresponding to the ground, 6.14 MeV and 4.19 MeV states of ^41Ca at a deuteron energy of 10.8 MeV show good agreement with experimental data. The polarizations of proton show larger in 4.19 MeV state of ^41Ca than in 6.14 MeV state of ^41Ca. Thus the polarizations of proton show spin-orbit dependence of optical potential. Differential cross sections by coupled channel method at deuteron energies of 12 MeV and 13.7 MeV show good agreements with experimental data. And the results of coupled channel calculation show better agreements with experimental data than the results of DWBA calculation at angles forward of 40°where differential cross sections are predominent. Differential cross section corresponding to the first excited state is always larger than that corresponding to the ground state. This means that when a neutron in a deuteron transfer to a nucleus, the target nucleus is in an excited state rather than in a ground state.

Spot welding is widely used in automobile assembly lines. Electroplating of Zn-Fe on steel sheets is increasingly used in assembly lines, because of its good spot weldability, formability and corrosion resistance. In this study, to evaluate spot weldability, tensile shear strength and cross tensile strength of steel sheets electroplated with Zn and Fe up to 0.7mm thickness were investigated, and these mechanical properties were compared with those of steel sheets electroplated with Zn only. The thickness of electroplated steel sheets was measured with SEM. The following conclusions were obtained. (1) In spot welding, the weldability lobe was getting wider and directed toward low currency direction, in steel sheets electroplated with Zn-Fe compared with those electroplated with Zn only. (2) Electrode force and welding time obviously affected the ultimate welding strength, and the range representing constant ultimate welding strength was observed. (3) When Zn-Fe were electroplated on steel sheets, the ductility ratio was increased in optimal welding condition, indicating that good weldability was obtained. (4) Around 8.5KA where optimal strength existed, by spot welding, the amount of the electroplated layer was observed to be reduced by approximately 15% in thickness.
Quality Indicators and Outcome Measures of Endoscopy in the National Cancer Screening Program

Purpose: Quality indicators of the National Endoscopy Quality Improvement Program (NEQIP) and outcome measures of endoscopyin the National Cancer Screening Program (NCSP) in Korea are not clear. We evaluated the quality indicators of the revisedNEQIP and outcome measures of endoscopy at different types of healthcare facilities participating in the NCSP. Materials and Methods: This study was conducted between March and August 2018 in primary, secondary, and tertiary healthcarefacilities that perform endoscopy as a part of the NCSP. Representative endoscopists completed a questionnaire for qualityindicators of the NEQIP and provided data on outcome measures for endoscopy. Results: Quality indicators of the NEQIP were mostly acceptable. However, the quality indicators for annual volume of esophagogastroduodenoscopy(EGD) and colonoscopy, training for endoscopy quality improvement by endoscopy nursing staff, colonoscopyreports, documentation of pathologic lesions, quality of endoscopy reprocessing areas, and completion of endoscopy reprocessingeducation programs were suboptimal. For outcome measures of EGD, the number of photo-documentations and totalprocedure time were higher at tertiary healthcare facilities than at other facilities (p<0.001 and p=0.023, respectively). For the outcomemeasures of colonoscopy, colonoscopy completion rate and waiting times for colonoscopy were significantly higher at tertiaryhealthcare facilities than at other facilities (both p<0.001). Conclusion: Outcome measures of endoscopy should be included as quality indicators of NCSP. However, universal outcomemeasures for all types of healthcare facilities should be established because performance levels of some outcome measures differamong individual healthcare facility types.
