The purpose of this study is to evaluate the necessity of Labor Chamber in Gyeonggi-Do and proposing a strategic plan for the establishment. The policy recommendation is as follows. First of all, after establishing Gyeonggi-Do Labor Rights Center in Gyeonggi-Do, the provincial authority should strengthen its organizational capacity in Gyeonggi-Do and establish the Gyeonggi-Do Labor Chamber later on. The Gyeonggi-Do Labor Rights Center, which is scheduled to be established some time later, will carry out various policies to increase the unionization rate among workers and enhance their interest. At the same time, it should also carry on research on the plan for transition to the Labor Chamber. Looking for ways to shift to the Gyeonggi-Do Labor Chamber with strengthened organizational capabilities acquired through the operation of Gyeonggi-Do Labor Rights Center, the Gyeonggi-Do Labor Chamber would function much more effectively than expected. Meanwhile, it is most favorable to establish the Gyeonggi-Do Labor Chamber jointly with other pro-labor groups in Gyeonggi-Do in order to utilize the existing strength of non-regular workers" union and NGOs. After establishment, Gyeonggi-Do Labor Chamber should function as a test bed for National Labor Chamber. It should not only enhance the welfare of non-regular workers but also organize and represent them in the process of social conversation in Gyeonggi-Do.
Poly(p-phenylene benzobisoxazole)/Single-walled Carbon Nanotube (SWNT) 복합섬유의 모폴로지에 관한 연구

Poly(p-phenylene benzobisoxazole) (PBO) was synthesized in the presence of single-walled carbon nanotubes (SWNTs) in poly(phosphoric acid) (PPA) using typical PBO polymerization conditions. PBO and PBO/SWNT composite fibers were prepared by spinning liquid crystalline solutions in PPA. The morphology and properties of PBO/SWNT composite fibers was investigated. The fibril structure was well developed in PBO/SWNT fibers as well as PBO fiber. However, the SWNT rope was not observed in the inner structure of the peeled fibers, implying that SWNT ropes are exfoliated into the individual nanotube in the solution. After tensile fracture the kink bands are observed in the composite fibers similar to PBO fibers. The observation is consistent with the insignificant effect of SWNT on the compressive strength of PBO fiber.

Fiber-reinforced cement composites (FRC) were prepared from polyvinylalcohol (PVA) fibers and polvacrylonitrile (PAN) fibers, and various polyacrylamide (PAM) as a coupling anent. It was found that among various types of PAM, high molecular weight polyacrylamides (PAM) having polar ionic groups were effective as coupling agent for cement and fibers in slurry state. Particularly, anionic PAM for PVA fiber system and cationic PAM for PAN fiber system were arrived to be the most effective coupling agents, respectively. This is considered to be resulted from the polarity of the side groups existing in the fibers. It was also notable that addition of aluminum salt enhanced the coupling of cement to the fibers by improving dispersion of the fiber in the slurry state. Conclusively, the existence of coupling agent is a key factor for the preparation of FRC by slurry method.lso confirmed that the content of $\alpha$-helix and $\beta$-sheet structure was higher for s-keratose and $\rho$-keratose film, respectively. This structural difference among three different keratose films related to the thermal degradation temperature as well as amino acid composition.

Melting and isothermal crystallization behaviors of plasticized polyacrylonitrile (PAN) on adding water in a sealed state were studied. As water was added, the melting point of PAN was depressed sharply to reach a plateau region in which all the nitrile groups of the polymer were hydrated. The crystallization exotherms of PAN/water mixture showed complex profiles. On DSC analysis, it was found that the exotherm from the crystallization (dehydration) heat of the hydrated PAN was overlapped with the latent heats by the neat PAN and water which was not evolved during quenching. Thus, in order to investigate the dehydration kinetics of PAN/water mixture, it was required to separate the exothermic peak by the isothermal crystallization from the peaks by the evolution of latent heats of the each component, i.e., PAN and water. By subtraction of the latent heat contributed by neat PAN and water from the all isothermal exothermic heat of PAN/water mixture, the isothermal crystallization peak of PAN/water mixture was successfully obtained according to various crystallization temperature ($T_c$).

SCADA 시스템은 플랜트 운영, 에너지, 교통, 수자원 등의 국가 기반시설에 대한 감시와 제어를 수행한다. 따라서, SCADA 시스템에 대한 침해 사고는 국가, 사회, 경제적으로 큰 피해를 유발한 다. 본 논문에서는 이러한 SCADA 시스템의 일반적인 구성과 침해 사례를 살펴보고, SCADA 시 스템으로의 침입 유형과 각 제어시스템의 구성에 따른 침입 경로를 정리하였다. 최근 편의성과 확장성을 위하여 SCADA 시스템과 외부 시스템과의 연동이 점차 증가하면서 많은 보안위협에 직면하고 있다. 본 논문에서는 정리된 침입 유형과 경로로부터 안전한 SCADA 시스템의 망 연 동 구성 방안을 제시하였다. SCADA systems are used supervisory control and data aquisition for the plant operation and the national infrastructure like that energy, transportation, water and so on. So, Infringements of the SCADA system has the national, social and economic damages. In this paper, We have described a generic architecture of the SCADA system and a case of infringement. And, We have studied the intrusion type and path to the SCADA systems. In these days, SCADA systems has more security threat correspond with increasing of the linkage for the convenience and scalability. This paper proposes a secure network linkage method of SCADA systems.
공중합이 폴리에틸렌테레프탈레이트 섬유의 결정화 및 분자배향에 미치는 영향(I) -방향족 isophthalic acid와 지방족 diethylene glycol의 경우-

Effect of modification of poly(ethylene terephthalate) (PET) on the high-speed spinning of PET-SDY or PET-POY was investigated. PET and its copolymers having 3-10 mol% of aromatic isophthalic acid (IPA) or aliphatic diethylene glycol (DEG) were prepared by melt polycondensation to compare the effect of aromatic or aliphatic structure of the comonomers on the crystallization and molecular orientation of the PET fibers. The copolymers having DEG showed lower $T_{g}$ than those having IPA on the basis of same comonomer content though the $T_{m}$ depression of PET by incorporation of the comonomers was similar. It was observed that aromatic IPA was more effective in lowering the rate of crystallization and crystallinity of PET than aliphatic DEG. On the other hand, they showed similar effect in suppression of molecular orientation of the PET fibers. Conclusively, aromatic comonomer seemed to be more effective for the high-speed spinning of PET-SDY, but both of the comonomers were effective for the high-speed spinning of PET-POY.
