공자학원을 통한 중국의 대 아프리카 소프트파워 전략

중국은 그간의 경제성장을 바탕으로 소프트파워(Soft Power)를 통해 자국의 영향력을 대외적으로 확산하였다. 그러한 중국의 소프트파워 전략 중 하나가 세계 각국에 ‘공자학원’을 설립하여 중국문화를 전파하는 것이다. 현재 중국은 전세계에 공자학원(孔子學院) 525곳을 설립하여 운영하고 있는데, 이 가운데 아프리카에는 39개국에 54곳의 공자학원이 있다. 중국과 아프리카는 9년 연속 최대 무역파트너로, 중국의 입장에서 아프리카는 미래의 새로운 성장동력 지역이라 할 수 있다. 중국은 아프리카에 공자학원을 설립하여 중국어와 중국 문화를 전파하고, 중국과 아프리카 간의 우호 증진을 도모하고 있다. 경제적 교류를 넘어서 사회 전반에 걸친 소통이 확대되는 시점에서, 이러한 공자학원의 활동은 아프리카인들에게 중국을 이해시키는 중요한 역할을 하고 있다. 그러나 아프리카에서의 중국 소프트파워 전략은 여러 가지 문제점을 드러내기도 하였다. 교학 인프라는 여전히 부족한 상황이고, 문화와 경제적 차이로 인한 갈등과 모순도 발생하고 있다. 이러한 문제점들은 다양한 방법으로 그 강구책을 마련해야 할 것이다. 중국어 교육 전문가를 동원하여 현지 상황에 맞는 교재를 개발해야 하고 대학과의 협력을 통하여 아프리카 본토의 전문 교원 양성에 힘써야 할 것이다. 또한 보다 더 성공적으로 타국에 적응하고 있는 세계 각국의 문화원 활동을 벤치마킹하거나 갈등 해소를 위한 다양한 프로그램을 개발하려는 노력도 해야 할 것이다. China has expanded its influence abroad through soft power based on economic growth. One of China's soft power strategies is to establish 'Confucius Institutes in countries around the world to spread Chinese culture. Currently, China has established and operated 525 Confucius Institutes worldwide, among which 54 are Confucius Institutes in 39 countries of Africa. China and Africa have been the biggest trading partners for nine years in a row, while for China, Africa is a new growth engine for the future. China is trying to promote Chinese language and culture and promote friendship between China and Africa by establishing Confucius Institute in Africa. These Confucius Institutes' activities play an important role for Africans to understand China at a time when communication spreads across society beyond economic exchanges. However, China's soft power strategy in Africa has also revealed many problems. The educational infrastructure is still lacking, and conflicts and contradictions arise from cultural and economic differences. These problems should be addressed in a way that makes more efforts to develop localized textbooks and teachers, or that broadens understanding of each other's cultures.

국내 공공데이터 관련 뉴스 의미망 분석을 통한 공공정책 연구

공공데이터는 정부 3.0을 기점으로 공급자 위주의 정보 개방에서 국민 개개인 중심의 맞춤형 정보 공유의 형태로 변모했다. 이에 따라 정부는 공공데이터의 가치를 극대화하고 재사용을 높이고자 관련 정책 및 사업을 펼치고 있다. 본 연구는 뉴스에 드러난 공공데이터 관련 이슈를 분석하여 이슈별 정부 기관 및 정부 사업 현황을 알아보고자 한다. 공공데이터를 포함하는 국내 온라인 뉴스와 공공기관 입찰정보를 대상으로 의미망 분석을 실시했으며 도출된 주요 주제어를 공공데이터에 내재된 사회적, 경제적 가치와 연결시키는 작업을 수행했다. 분석 결과 공공데이터 관련 주요 이슈는 공공데이터 접근성 확대, 신기술의 성장, 이해관계자들 간 협력과 갈등, 민간부문의 활용으로 나뉘었으며 이는 각각 투명성, 효율성, 참여성, 혁신 메커니즘과 밀접한 연관성을 보였다. 이슈별 주요 기관으로는 투명성이 기획재정부와 서울특별시, 효율성이 문화체육관광부와 경기도, 참여성이 산업통상자원부와 인천광역시, 혁신이 국토교통부와 경상북도가 해당되었으며 대부분의 이슈들이 정부주도로 형성되고 있었다.

With a cultural powerhouse in mind, China is trying to spread Chinese culture around the world by promoting Confucius Institutes. Calligraphy is the core of Chinese culture and is the most efficient field of spreading Chinese culture. The forms of calligraphy dissemination at Confucius Institutes were mainly the opening of calligraphy curriculum, calligraphy experience events, and holding calligraphy contests and exhibitions. But these activities are not very professional or organized. Therefore, Confucius Institutes need to come up with more active and aggressive measures. It will have to train professional calligraphy teachers to be sent abroad and build a deeper educational infrastructure by developing calligraphy teaching materials exclusively for use in the country. They should also explore ways to develop calligraphy into a cultural industry brand in many ways. If the Confucius Institutes actively exchanged and promoted themselves with many countries by calligraphy, Chinese calligraphy could be reborn as an art in the world.

Construction of an Economic Sentiment Indicator for the Korean Economy

An Economic Sentiment Indicator(ESI) is a composite indicator of business survey indices(BSI) and consumer survey indices(CSI). The ESI designed to reflect economic agents' (this includes producers and consumers) overall perceptions of economic activity in a one-dimensional index. The European Commission has published an ESI since 1985. This paper demonstrates the construction of an ESI for the Korean economy. The BSI and CSI components (having a high correlation and a leading feature with respect to GDP) are selected to construct the ESI and they are aggregated using a weighted average and then scaled to have a long-term average of 100 and a standard deviation of 10. Thus values greater than 100 indicate an above-average economic sentiment and vice versa. The newly constructed Korean ESI that extends to January 2003 shows a good tracking performance of GDP and adequately reflects the overall perception of economic activity.

식물 단백질에 의한 벤젠의 생분해 효과

This research investigates the efficiency of removing benzene by plant. The crude protein extracted from plant decreases the benzene’s concentration partially. The obtained results show that protein of different plant has a different degradation rate of benzene and the protein of sansevieria is more favorable for removing activity. The degradation rate of benzene decreased by 50-70% depending on the concentration (20~50mg/l) and protein extraction solution amount (5-10mg/l) effect on the removing benzene. The important point of this view is "plant has an new important removal mechanism of benzene" in phvtoremediation.

피부화상으로 유도된 심근손상에서 Protein Kinase C의 역할

본 연구는 피부화상으로 유도된 심근손상에서 protein kinase C (PKC)의 역할을 알아보고자 하였다. 수컷 흰 쥐(SD계)에 15%의 피부전층화상을 유도한 뒤, PKC activator인 phorbol 12-myristate 13-acetate (PMA)와 PKC inhibitor인 bisindolylmaleimide (BIS)를 투여하여 5시간, 24시간 후에 심장을 적출하여 생화학적 미세구조적 입체해석학적 방법을 실시하였다. 혈청 AST와 creatinine 은 화상 후 5시간군과 화상 후 5시간+BIS 투여군에서 높게 나타났고, KC와 MPO 활성은 PMA 투여군이 BIS 투여군보다 낮게 나타났다. 미세구조적 관찰 결과 PMA 투여군에서는, 화상으로 인한 핵의 분열, 과수축대 형성, 사이원반의 분리 현상이 다소 완화된 형태로 관찰되었고, BIS 투여군에서는 화상 단독군에서 나타나는 형태적 변화 뿐만 아니라 비정상적인 형태의 사립체도 일부 관찰되었다. 전체적으로 5시간에서 24시간군으로 가면서 손상이 완화된 양상을 나타내었다. 입체해석학적 결과에서는 화상으로 인한 근원섬유의 체적밀도 감소가 PMA와 BIS 투여로 인해 증가되었고, 사립체의 체적밀도와 수밀도의 증가는 BIS군에서 가장 높게 나타났다. 결론적으로 PKC의 활성화는 화상으로 인해 손상된 심근에서 염증반응을 감소시켜 심근 손상을 보호한다고 사료된다. The aim of the present study was to assess the role of protein kinase C (PKC) in the development of cardiac injury following scald burn. Sprague-Dawley rats were induced a scald burn a 15% total body surface area. Phorbol 12-myristate 13-acetate (PMA, 2 mg/kg) and bisindolylmaleimide (BIS, 0.05 mg/kg) were immediately administered i.p. after burn injury. 5 h and 24 h later, heart was removed and examined biochemical assay, ultrastructural changes and stereological analysis. The activity of serum aspartate aminotransferase was significantly increased at 5h (p<0.01) and 5h+BIS (p<0.001) after burn compared with that of control. The activity of serum creatinine was significantly decreased in PMA-treated groups after burn compared with postburn 5 h. PMA caused a decrease in MPO activity and induced wavy fibers in cardiac myocytes at postburn 5 and 24h. BIS induced contraction band, separation of intercalated disk and abnormal mitochondria in cardiac myocytes at postburn 5 and 24h. In stereological analysis, treatment of rats with PMA increased volume density of myofibril and mitochondria compared with postburn 5 and 24h. Our data suggest that the activation of PKC in scald burned heart decreases inflammation and protects the myocardium.

現 중국서예 流派 형성 動向

Chinese calligraphy is developing fast as various schools have been formed. This thesis refers to the way Chinese calligraphy schools were formed, to the origin of them and to the features of respective school. First, the cause by which Chinese calligraphy schools were formed is as follows. One was the absence of apprenticeship because China concentrated on building socialism, ignoring the development of Chinese calligraphy. The other was to establish characteristic calligraphy world because Chinese calligraphy institute was founded early in 1980s and new power group of calligraphy emerged. Chinese calligraphy schools have consisted of Classicism , Neo-Classicism, Fashion style, Modernism, Post-Modernism, Academism because of above mentioned things. These schools of characteristics are as follows. First, Classicism tries to succeed to tradition rather than up to date trend. Though it have limits of persisting traditional calligraphy, it can be thought much of in the aspect of connecting modern times with the past. Second, Neo-Classicism reflects on contemporary needs and tides, at the same time, based on succeeding to tradition. Third, Fashion style is a kind of Neo-Classicism but the school having strong and unique characteristics in regard to emphasizing individuals. Fourth, Modernism has avant-garde tendency. It seeks to enlarge visual and time-space representative effect. Fifth, Post-Modernism is originated from reflection on Modernism' extreme attempt. It is the school formed by mixing Classicism, Neo-Classicism and external trend of literature. Sixth, Academism is new calligraphy school, accepting merits of Classicism, Neo-Classicism and Modernism all over, futhermore, studying with ideological concepts. Above mentioned, prevalence of schools formed with similar philosophy and concept means that Chinese calligraphy goes to the way of prosperity out of hesitating on the dividing line between success and failure.
