Evaluating Innovation Policies in Australian Government: Backing Australia's Ability

In industrialised countries, innovation is a key source of economic growth. Research is a key driver of technological innovation and involves the process of systematic investigation and/or experimentation to discover new knowledge. The Governments' industry innovation policy supports a business focus on Research and Development (R&D) through a range of programs in order to achieve these aims. The Innovation Statement, launched by the Australian Prime Minister in January 2001, commits an additional 53 billion over five years to encourage and support innovation. The Australian Government aims to build world competitive firms and strong research capability in industry to strengthen Australia's international competitiveness and increase national prosperity. It develops policies and programs to enhance investment in innovation. The Australian Government also undertakes analysis and comparisons of innovation policies, instruments and approaches to maintain a leading-edge National Innovation System. This includes analysis of the innovation activities of other nations, and evaluation of the impacts of innovation policies and programs on Australia's institutions and enterprises. This paper examines Australia's Innovation policies, Backing Australian Ability.

ASP는 조직이 필요로 하는 어플리케이션이나 IT 서비스를 네트워크를 통해 저렴하고 간편하게 도입할 수 있는 새로운 수단이다. 본 연구에서는 조직 내부적 요인과 ASP를 제공해 주는 업체와 관련된 조직 외부적 요인의 분석을 통해 ASP의 효과에 영향을 미치는 요인들을 도출하였다. 내부적 요인으로 구성원의 참여, 외부적 요인으로 거래처리 신뢰성과 시스템 신뢰성 등이 경제적 효과에 영향을 미치고, 정보시스템 성숙도가 기술적 효과에 영향을 미치는 것으로 나타났다. 이러한 결과는 일반기업체의 ASP의 효과를 달성하기 위한 지침을 제공해 줄 것이며, 아울러 ASP 업체를 선정할 때 유용한 기준이 될 것이다. Several studies have investigated the success of ASP from various perspectives. This study, thus, investigated factors affecting ASP effectiveness in various literature relevant ASP and outsourcing. By applying the basic ideas of the IS success model, this study proposes a research model of the factors affecting the success of ASP, in term of internal factors(Top Management Involvement, User Participation, Size of Organization, IS Maturity) and external factors(Transaction Reliability, System Trust, Security). The proposed model is expected to help both researchers and practitioners extend their understanding of the success factors of the ASP effectiveness.

Cost and Benefits of R&D Tax Concession Program in the Australian Government

The Governments'industry innovation policy supports a business focus on Research and Development (R&D) through a range of programs in order to achieve these aims. The Innovation Statement (DISR 2000, 20010, launched by the Australian Prime MinisterJanuary 2001, commits an additional $3 billion over five years to encourage and support innovation. The Australian Government aims toworld competitive firms and strong research capability in industry to strengthen Australia's international competitiveness and increase national prosperity.It develops policies and programs to enhance investment in innovation. The Australian Government has established a number of R&D funding support programs aimed at increasing the level of R&D in Australia. The backbone of these programs is the tax concession program, which is made up of the 125 per cent R&D tax concession, the 175 per cent premium tax concession and the tax offset. Over 4000 businesses take advantage of the tax concession scheme, which costs the government around $400million a year. This cost is expected to rise to over half a billion by 2005-06 (Commonwealth of Australia, 2003). Ensuring these resources are invested where they provide significant national economic benefits is a major policy issue. In this sense, this paper looks at the appropriateness, effectiveness and efficiency of the R&D tax concession with costs and benefits analysis.

Recently Web 2.0 is becoming a new trend of digital economy, and the core of Web 2.0 is UCC(User Created Contents). There are 3 components in its characteristics; Participation, Openness, Dispersion. In addition we have a lot of supporting technology for Web 2.0 such as API(Application Programming Interfaces), Tagging, Folksonomy, RSS(Really Simple Syndication), AJAX(Asynchronous Javascript + XML) etc.. The purpose of this paper is to provide a guideline for understanding and implementing Web 2.0 and UCC. UCC have been used widely over 1-2 years on Internet, and we enjoy various UCC anytime, anywhere. Despite its popularity, we see possible problems; Created Commons License, Digital Rights Management, Enhancing Quality of Contents. For successful implementation of Web 2.0, it is essential to set up appropriate regulation and provide strategic support.

최근 CALS에 대한 관심이 고조되어가고 있다. 정보시스템의 이상형에 가까운 CALS의 도래는 기업뿐 아니라 국가 경쟁력에도 중요한 요소로 작용을 할 것 같다. 먼저, CALS의 출현 배경과 발전과정을 고찰하여 올바른 개념정립을 수립하여야 할 것이다. CALS에 대한 개념 정립을 바탕으로 기대되는 CALS의 효과는 무엇인지를 살펴보고자 한다. CALS는 환상인가? 혹은 생존을 위한 전략인가? 21세기 생존 전략이라는 CALS는 무엇이며, CALS 도입을 위해서 해결해야 할 요인을 정부, 기업, 사회적 차원에서 파악하고자 한다.
