주한미군반환기지 이전 적지 개발계획 방안에 관한 연구 : 서울시 극동공병단 개발계획을 중심으로

근 반세기 동안 주둔했던 주한미군기지에 대하여 한 ·미 양국은 YRP(용산기지이전계획), LPP(한미영합토지관리계획)에 의거 전국에 산재 되어있는 주한미군기기를 평택으로 이전함에 따라 반환공여 부지을 주한미군 공여구역 등 지원특별법, 주한미군이전에 따른 평택시 등의 지원특별법, 행안부 발전종합계획에 의거 지자체 활용게획을 파악하여 평택기지 이전에 따른 재원확보방안을 모색하고자 하였다 본 논문에서는 크게 5개의 장으로 구성되었는데 제1장은 서론으로서 연구의 배경 및 목적, 연구의 범위 등 파악하였으며, 제2장은 기존 문헌을 토대로 반환부지의 특성과 발생배경 등 SOFA법에 따른 주한미군반환기지의 특성에 대하여 알아보았으며, 군사시설의 이전적지 관련 제도적 검토와 이전적지의 쟁점사항 및 문제점에 대한 안에 대하여 검토하였다. 제3장은 관련제도 및 사례연구를 통하여 반환기지 현황과 개발방향 및 계획안에 대한 사례조사를 통하여 계획적 특성을 도출하였으며, 제4장에서는 본 연구의 대상으로 도출한 극동공병단의 이전적지에 대하여 현황분석을 통한 도입기능에 대하여 관련법제를 통해 계획안을 비교 검토 하여 개발타당성을 평가하였다. 평택기지 이전사업의 재원확보는 사회적 가치와 경제적 가치가 서로 창출 될 수 있는 계획안으로 조화를 이루어 질 수 있어 한다. 그러나 반환부지에 대한 계발계획은 행안부 발전종합계획에 의거 이루워지고있는 관계로 기존 개발계획에 대한 사회적 공공성만 계획함에 따라 도심의 연계성과 동떨어진 안이 도출되어있는 실정이므로 차후에 반환되는 이전적지는 개발안에 대한 계획안을 확보하여 경제적, 사회적으로 융하가 되면서 평택기지 이전재원확보 활수있는 방안이 검토되어야 할 것이다. United States Forces Korea (USFK) have been stationed in the Peninsula over half a century; both the ROK and the US governments had reached agreements of relocating and transforming USFK to the Pyeongtaek area in accordance with Yongsan Relocation Program (YRP) and Land Partnership Plan (LPP). The ROKG has been seeking possible ways of obtaining/securing funds through the local governments' re-utilization plans of returned SOFA granted lands based on USFK SOFA Granted Land Supporting Special Laws, Pyeongtaek Supporting Special Laws, or Master Plan of Ministry of Public Administration and Security and others. This thesis is consists of 5 chapters: chapter 1 discusses the background, purpose, and study scope, and chapter 2 addresses characteristics and backgrounds of returned SOFA Granted lands on the basis of existing literature. Additionally, systematic review of adequate relocating sites for military facilities, and critical issues & possible solutions of adequate relocating sites are also being reviewed. Chapter 3 derives deliberate characteristics of current status of returned lands through related systems and case studies, and path forwards & developing plans through case studies. Chapter 4 assesses feasibility of development by comparing & reviewing plans of adequate relocation sites for Far East District through the analysis of current status and introductory functions through related legislative systems. Obtaining/securing funds of Relocation Program to Pyeongtaek must be prepared harmoniously with consideration of social and economical values all together. However, as development plans at returned lands are done based on the master plan of Ministry of Public Administration and Security, currently developed plans are absurd and merely consider public services. This causes the far distances from existing societies. Methods or ways to obtain/secure funds for relocation plans to Pyeongtaek area should be reviewed in depth by considering harmonious relationships with existing society in both economically and socially.
