일본 도시재생 사업 추진 과정에서의 사회적 가치 실현 사례연구

본 연구는 한국 도시재생 사업에 참고할 수 있는 외국사례에 대한 자료정리를 목적으로 일본 도시 재생 사업의 배경과 기조, 정책체계 그리고 지역재생 지원 프로그램을 검토하였다. 현재 일본에서는 ‘지역 활성화 통합본부 회합’ 하에 ‘중심 시가지 활성화 본부’, ‘도시재생 본부구조개혁 특별구역 추진본부’ 그리고 ‘지역재생 본부’의 네 가지가 규합되어 있으며, 각 본부마다 도시재생에 관련한 지원정책을 전개하고 있다 그중에서 특히 지방자치단체 범위 내에서 다양한 지원시책을 연계하고 있는 ‘지역재생 지원 프로그램’에 초점을 맞추어 구체 있사례로서 삿포로시(札幌市), 하마마쓰시(濱松市), 마쓰야마시(松山市)의 사례를 살펴보았다. ‘지역재생 지원 프로그램’에 주목한 이유는 지역주민의 다양한 요구에 부응한 사회적 가치를 실현하기 위해서는 기존의 도시계획과 도시관리 방식으로는 한 계가 두드러지고 있어, 각 시책의 유기적 연계 필요성이 제기되고 있기 때문이다. 일본사례를 종합화할 때, 한국 도시재생 사업의 성공적 수행을 통한 한국형 도시재생의 구현을 위해서는 물리적 사업과 비물리적 사업을 결합하여 지역의 종합적 활성화를 도모하고, 장소중심의 사업으로 통합회함으로써 사업의 시너지 효과를 극대화할 수 있어야 할 것이다. 그리고 지역주민의 수요파악을 전제로 한 지방자치단체 도시재생 계획수립과 이에 대한 종합적 지원을 통하여 지방자치단체의 재생역량을 강화할 수 있는 방향으로 전개되어야 할 것이다. It will be the task of 'Urban Renaissance Project' to promote together the existing policy threads on architectural design and solving social issues, and to reinforce them to create the basis of social values. The policy trend of 'Urban Renaissance' is also changing to use multiple approaches which contain various kinds of support programs. In this context, this study introduced Regional Revitalization Support Program' of Japan as a new series of good practice. The cases were selected to Sapporo, Hamamatsu and Matsuyama city. The conclusion of this study shows that 'Urban Renaissance Projects' are combining physical, non-physical businessess, and maximize synergy effect by integrating place-oriented businesses. Through the understanding of the demands of citizens and the comprehensive support, capability of 'Urban Renaissance' should be strengthened.

사회적기업에 대한 재정ㆍ세제지원 개선방향

The social enterprise support system in Korea has some problems in terms of sustainability because it is mainly operated by government rather than the private sector. For example the government currently provides a percentage of indirect labor costs, but this is a time-limited subsidy. On the other hand, in Japan, the government introduced tax deductions for donations to non-profit organizations in 2012. The purpose of this study is to compare social enterprise funding policies in Korea and Japan and to derive significant implications for the improvement of social enterprise. The implications of the Japanese case are that transparency and disclosure of information are most conducive to gathering donations, and tax deductible donations can improve private sector support for social enterprise. In Korea, tax deductions for donations could similarly improve social enterprise support, not only from government, but also from the private sector.

충북지역 공공조달의 사회적기업 우선구매 실태 분석

사회적기업의 자금 공급원은 크게 네 가지, 즉 첫째로 민간시장, 둘째 보조금, 셋째 공공시장, 넷째 기부로 나누어진다. 그러나 현재 사회적기업은 민간시장 또는 보조금 위주로 자금을 획득하고 있는 한편 공공시장 진입과 기부에 대해서는 저조한 실정이다. 특히 사회적기업 육성법에 공공기간 우선구매가 규정되어 있는 만큼 그 활성화가 필요하다. 이에 본 연구는 충북지역 공공조달의 사회적기업 우선구매 실태를 업종 분포, 지역성 및 사회적 목적 등의 기준으로 분석함으로써 그 특징과 문제점을 제시하고 향후 발전 전략을 위한 기초적 자료를 제공하고자 하였다. 분석 결과 수주 업종은 농산품, 주거・건축이 많은 부분을 차지하고 있었다. 지역성은 충북 외 소재 기업에 의한 수주가 어느 정도 확인되었다. 그리고 사회적 목적은 대부분 일자리 창출에 해당되어 있었다. 따라서 향후 공공조달 우선구매에 대한 사회적기업의 참여 가능성을 제고하기 위해서는 첫째, 수량이 많은 구매에 대응 가능한 업종별 유통망 구축, 둘째, 지역 내 공공기관 판로개척, 셋째, 지역과제 해결차원에서 다양한 사회적 목적을 망라할 수 있는 민・간 협력체계를 중장기적으로 정비해 나갈 필요가 있다. Financial resources of social enterprise are based on 4 dimensions: First, private market, second, public purchase, third, subsidy and forth, donation. This study focused on public purchase and analyzed procurement system for social enterprise in Chungbuk area to improve its strategy and policy. The result shows that present condition of social enterprises in public procurement markets at each municipalities in Chungbuk area is still unspecialized. Thus developing distribution networks of each specialized social enterprise is needed while local government uses priority rule for social enterprise in public procurement process. In addition improving collaboration policy is also important between private sector and public sector through social enterprise on a mid-long term basis.

사회적 경제 네트워크를 통한 로컬푸드 운동의 활성화 방안

본 연구는 로컬푸드 운동의 발전방안을 모색하기 위해 사회적 경제 네트워크라는 관점을 도입하고, 구체적 사례로 충청북도 청주 · 청원지역과 일본 이바라키 지역을 비교분석함으로써 시사점을 획득하고자 하였다. 선행연구 검토를 통해 사례 분석 틀로서 행정 · 기업과의 관계, 전문가 · 일반시민과의 관계라는 두 가지 행위자 관계유형을 구분하였고 각각 비공식 영역의 가시화, 관계의 대등성, 새로운 공공영역의 창출이라는 분석기준을 설정하였다. 사례분석결과, 일본에서는 광역자치단체가 로컬푸드 운동의 인증제도, 기념일, 식생활 교육등에 일정한 역할을 수행하고 있으나 비영리 민간단체 등과의 협력은 초기 단계에 있다. 한편 한국에서는 오히려 사회적 기업, 협동조합, 시민단체 등이 구성하고 있는 사회적 경제 네트워크가 지역과제를 가사화시키면서 로컬푸드 운동을 적극적으로 추진하고 있으므로 향후 지자체가 지원정책을 정비함에 있어 사회적 경제 네트워크와 대등한 관계가 구성되면 로컬푸드 운동에 의한 보다 효과적인 새로운 공공영역과 지역 공감대가 형성될 것으로 전망된다. This study analyzed improvement strategy for local food movement through a social economy network. For this purpose, two cases of Korea and Japan were compared. There are three types of criteria for this analysis: first, visualization of invisible social value, second, equal partnership; third, creativity of new public. The result pointed that local government take roles of visualization of invisible social value through a certificate system, anniversary events and food education programs for local food movement in Japan. An equal partnership between government and non profit organizations which perform for community development and environmental restoration with local food movement are improving toward new public society. On the other hand, local food movement in Korea are based on social economy network includes social enterprises, cooperatives and other third sectors. Thus it is important for the Korean situation to develop an equal partnership between local government and social economy network for building local food system.

본 연구의 목적은 일본 사회적기업 지원제도를 살펴봄으로써 한국에 대한 시사점을 도출하는데 있다. 이를 위해 먼저 일본 사회적기업의 범주와 유형 을 정리하고 NPO법인이 그 실질적 역할을 하고 있음을 제시하였다. 일본 NPO법은 1995년 한신·아와지 대지진을 계기로 볼런티어와 NPO의 중요성 에 대한 인식이 고조되면서 1998년에 제정된 것이다. NPO법인에 대한 지원 제도는 현제 ①세제개혁, ②NPO법 개정, ③NPO 회계기준 책정, ④새로운 공공영역 지원사업, ⑤사회사업법인(가칭) 검토의 5 가지를 거론할 수 있다. 이러한 일본의 지원내용은 일반적 지원이라고 할 수 있으며 이에 대해 한국 사회적기업 지원제도는 비교적 선택적 지원이 이루어지고 있다. 즉 한국의 경우 사회적기업육성법에 의해 행정이 지원대상을 심사, 선정하는 선택적 지원이 있는 것이다. 이러한 비교적 관점에서 향후 한국 사회적기업에 대해 서는 지역주민이 직접적으로 사회적기업을 지원할 수 있는 체계와 기존 시 민단체와 협력하는 기반을 마련해 가나는 것이 과제로 제시되었다. The purpose of this study is to suggest implications to social enterprise in Korea through the analysis on the supporting system of specified non-profit juridical person in Japan. After the strong increase in volunteer activity as response to the 1995 Great Hanshin-Awaji Earthquake, 'Law for Promote Specified Non-profit Activities'(NPO law) was enacted in 1998. And in 2011 the supporting system was improved with 5 points: first, tax deduction for donation, second, partial amendment of NPO Law, third, new accounting standard for NPO, fourth, government expenditure for new public commons and fifth, new law of social enterprise(awaiting verification). These systems are definitely based on civilan direct support. The implication to Korea is an improvement of civilian support system includes tax deduction for donation is nessesary not only for social enterprises but also for other civil society activities.
