        모폴로지에 의한 중요 클러스터 추출과 적응양자화를 이용한 웨이브릿 영상부호화

        본 논문에서는 모폴로지에 의한 중요 클러스터 추출과 적응양자화를 이용한 웨이브릿 영상부호화 방법을 제안한다. 제안한 방법은 기존의 MRWD방법에서의 클러스터 전송시의 부가정보의 비중이 전체 데이터 비트에서 큰 것을 고려하여 모폴로지를 적용하여 중요클러스터를 추출하여 코딩의 효율을 개선하였고 MRWD 양자화기에서 생기는 불필요한 비교연산수를 줄이기 위해 적응 양자화기를 제안하여 양자화 시 발생하는 불필요한 비교연산을 줄일 수 있었다. 본 논문은 양질의 PSNR을 유지하면서 정보량을 줄일 수 있었다. This paper proposes the wavelet image coding using the significant cluster extraction by morphology and the adaptive quantization. In the conventional MRWD method, the additional seed data takes large potion of the total data bits. The proposed method extracts the significant cluster using morphology to improve the coding efficiency. In addition, the adaptive quantization is proposed to reduce the number of redundant comparative operations which are indispensably occurred in the MRWD quantization. The experimental result shows that the proposed algorithm has the improved coding efficiency and computational cost while preserving superior PSNR

        반복하중을 받는 해양 실트질 모래의 응력기반 파괴기준

        An experimental study has been conducted to evaluate the effects of average and cyclic shear stresses on the undrainedfailure behaviors of dense marine silty sand by using the Cyclic Direct Simple Shear apparatus. The results show thatwhen the average shear stress ratio is zero, symmetric cyclic shear deformation is the major component of deformation,and permanent shear deformation is relatively small. On the other hand, when the average shear stress ratio is largerthan zero, asymmetric permanent shear deformation is the major component, and cyclic shear deformation does notchange much as the number of cyclic loads increases. The average shear stress ratio has less effects on the numberof cyclic loads needed to fail, as compared with the cyclic shear stress ratio. The proposed stress-dependent failurecontour can effectively be used to assess the cyclic shear strength of soil beneath the foundation for the design ofoffshore structures.

        학교밖청소년의 노동권 보장을 위한 정책 발전방안 연구: 한국과 프랑스 정책을 중심으로

        본 연구에서는 한국의 내일이룸학교와 프랑스의 청소년참여보장(La Garantie Jeunes) 정책을 체계적으로 분석하고, 이를 기반으로 학교밖청소년의 노동권 보장을 위한 발전방안을 제시하고자 하였다. 연구의 목적을 달성하기 위해 Gilbert와 Terrell(2005)의 사회복지정책 산출분석 틀인 전달체계, 급여, 정책대상, 재원으로 구분하여 분석을 시도하였다. 연구결과, 우리나라는 전달체계의 근거 규정이 부재하고 전문성이 부족한 것으로 확인되었다. 급여의 경우, 목적과 목표의 연관성이 미흡했으며, 급여내용도 상당히 공급자 중심으로 설정되어 있었다. 정책대상의 문제점은 시범사업 수준의 운영과 진로탐색 과정의 부재로 나타났다. 마지막으로 재원의 확보가 안정적이지 않았고, 훈련비 책정도 현실성이 부족하였다. 이러한 결과를 바탕으로 학교밖청소년지원센터로의 추진체계 개편, 수요자 중심의 서비스 제공, 노동권 보장을 위한 법령 정비, 그리고 일반회계를 통한 안정적인 재원 확보를 제안하였다. This study aimed to systematically analyze the policies of Korea's Naeil Irum School and France's La Garantie Jeunes with an objective to propose a development measure to guarantee the labor rights of out-of-school youths. In order to achieve the purpose of the study, an analysis was attempted by dividing it into delivery system, benefit, policy target, and financial resources, which was the framework for the output analysis of social welfare policies proposed by Gilbert and Terrell(2005). As a result of the analysis, it was confirmed that Korea is absent on the basis regulation of the delivery system and lacks expertise. In the case of benefit, the link between purpose and goal was insufficient, and the content of benefit was set to be centered on the provider. The problem of the policy target was shown to be the operation at the pilot project level and the absence of career exploration process. Finally, the securing of financial resources was not stable, and there was a lack of reality in the appropriation of training expense. Based on these results, proposals were made to reorganize the promotion system into the out-of-school youth support center, to provide consumer-centered service, to modify the statutes for the guarantee of labor rights, and to secure stable financial resources through general accounting.

        광역자치단체의 청소년정책예산 결정요인 분석

        본 연구는 광역자치단체의 청소년정책예산 규모 및 변화추이를 확인하고, 결정요인을 분석하고자 하였다. 이를 위해 2015년부터 2020년도까지 16개 특별시, 광역시ㆍ도를 분석대상으로 선정하여 위계적 회귀분석을 실시하였다. 연구결과, 광역자치단체의 청소년정책예산은 지난 6년간 점진적으로 상승하고 있었다. 그러나 사회복지 관련 총예산에서 청소년정책예산이 차지하는 비율은 감소하고 있으며, 지역 간 예산의 불균형 문제가 나타났다. 결정요인을 분석한 결과, 청소년인구 비율이 감소할수록 예산은 증가하였다. 인구감소에 비례하여 1인당 청소년정책예산이 상승하는 현상이 반영된 것으로 추정할 수 있다. 또한, 청소년관련 조례 수와 청소년육성 전담공무원 수가 예산에 긍정적으로 작용하는 것으로 확인되었다. 조례는 정책의 지속성을 보장하고 예산확보에 근거가 되며, 전담공무원은 정책추진체계를 구축하고, 서비스의 질을 제고한다는 점에서 예산에 영향을 미치는 것으로 볼 수 있다. 마지막으로 재정자주도가 낮을수록 예산은 늘어났다. 본 연구의 결과를 바탕으로 정책 간 형평성 있는 청소년정책예산 책정, 적극적인 청소년관련 조례 제정, 전담공무원 배치, 국고보조금 차등보조율 적용을 제안하였다. The present study investigated the size and changing trend of youth policy budget and analyzed decision factors for determining the policy. 16 special/metropolitan cities and provinces in Republic of Korea selected as the case objects, and hierarchical regression analysis conducted using the cases from 2015 to 2020. The youth policy budget of local governments has been gradually expanded over the past six years. However, the proportion of the youth policy budget out of the total social welfare has been decreasing over the period, and there exhibits a significant regional imbalance in the budget amount as well. This study found the correlation that the budget has grown proportionally as the youth population decreased, reflecting that the budget per capita has increased due to the population decline. In addition, the number of youth-related ordinances and youth-development public officials has positively affected the amount of the budget dedicated to youth policy. The ordinances have guaranteed the continuity of policy and the security of budget. Public officials have dedicated to promote the establishment of policy enforcement system and the quality of its implements. Fiscal independence ratio of local governments also has relations with the youth policy budget as the policy has generally depended upon the central government subsidy. Based on the results, this study suggested a balanced budgeting for youth policy, an active enactment of youth-related ordinances, an efficient disposition of public officials, and an application of differential government subsidy ratios.

        Fabrication of poly(D,L-lactide-co-glycolide) nanoparticles using a simple fluidic device with a tapered glass capillary and the effect of thermodynamic parameters

        Poly(D,L-lactide-co-glycolide) (PLGA) nanoparticleswere prepared by nanoprecipitation method usinga simple fluidic device with pristine and tapered glasscapillaries. An organic PLGA solution and an aqueouspoly(vinyl alcohol) solution were introduced into the fluidicdevice as the discontinuous and continuous phases,respectively. Five kinds of water-miscible solvents includingacetone, acetonitrile, dimethyl formamide, dimethylsulfoxide, and tetrahydrofuran were chosen as solvents forPLGA. This study investigated the effect of thermodynamicparameters such as diffusion coefficients (Dsw, Dws),exchange ratio (R = Dsw/Dws), and solvent–polymerinteraction parameter (v) on the size variation of PLGAnanoparticles. It was found that the size of PLGA nanoparticleswas inversely proportional to the exchange ratioand solvent–polymer interaction parameter. This variationin size might be attributed to the production of smaller localsupersaturation region in the case of lower exchange ratioand solvent–polymer interaction parameter. In addition, thesize of PLGA nanoparticles could be tuned by changing thepolymer concentration and flow rates in the fluidic device. This thermodynamic approach provides a rational basis forthe selection of solvent to control the nanoparticle size.

        Fabrication and optimization of Nanodiamonds-composited poly(ε-caprolactone) fibrous matrices for potential regeneration of hard tissues

        Background: Electrospun fibrous matrices are of great importance for tissue engineering and drug delivery device. However, relatively low mechanical strength of the fibrous matrix is one of the major disadvantages. NDs with a positive charge were selected to enhance the mechanical property of a composited fibrous matrix by inducing the intermolecular interaction between NDs and polymer chain. We prepared ND-composited poly (ε-caprolactone) (PCL) fibrous matrices by electrospinning and evaluated their performance in terms of mechanical strength and cell behaviors. Methods: A predetermined amounts of NDs (0.5, 1, 2 and 3 wt%) were added into PCL solution in a mixture of chloroform and 2,2,2-trifluoroethanol (8:2). ND-composited PCL (ND/PCL) fibrous matrices were prepared by electrospinning method. The tensile properties of the ND/PCL fibrous matrices were analyzed by using a universal testing machine. Mouse calvaria-derived preosteoblast (MC3T3-E1) was used for cell proliferation, alkaline phosphatase (ALP) assay, and Alizarin Red S staining. Results: The diameters of the fibrous matrices were adjusted to approximately 1.8 μm by changing process variables. The intermolecular interaction between NDs and PCL polymers resulted in the increased tensile strength and the favorable interfacial adhesion in the ND/PCL fibrous matrices. The ND/PCL fibrous matrix with 1 wt% of ND had the highest tensile strength among the samples and also improved proliferation and differentiation of MC3T3-E1 cells. Conclusions: Compared to the other samples, the ND/PCL fibrous matrix with 1 wt% of ND concentration exhibited superior performances for MC3T3 cells. The ND/PCL fibrous matrix can be potentially used for bone and dental tissue engineering.
