인터넷의 정치적 이용과 정치참여: 제17대 총선에서 대학생 집단의 매체이용과 투표참여를 중심으로

이 논문은 지난 제17대 총선에서 인터넷 이용이 정치참여에 어떠한 영향을 미쳤는가를 분석하기 위해 사회경제적 변인 및 정치적 경험이 비교적 동질적인 대학생들을 대상으로 전통적 대중매체와 인터넷매체를 통한 정치정보 이용방식, 그리고 온라인-오프라인 정치참여의 특징을 분석한 것이다. 분석결과 인터넷 매체이용과 전통적 대중매체 이용 사이에는 경쟁적․배타적인 관계가 아니라 상호보완적인 관계가 존재함을 알 수 있었고, 이는 한국의 젊은 세대들이 인터넷을 지배적으로 선호하는 ‘단일매체 이용자’가 아니라 신문도 읽고, TV도 시청하면서, 동시에 인터넷을 통해 정치정보를 추구하는 ‘다중매체 이용자’라는 사실을 알 수 있었다. 또한 온라인-오프라인 변수간의 유기적 상호관계를 고려한 ‘구조방정식’ 모델을 통해 분석해본 결과 인터넷을 통한 정치정보 이용이 온라인 상의 정치행위 뿐만 아니라 투표참여에도 큰 영향을 미치고 있음을 확인할 수 있었다.

지역재생관점의 로컬 커먼즈 구현 가능성 연구: 로컬 자원과 자산화 사례를 중심으로

This paper addresses the issue of commons policy and movement, in regards to the institution, identity, and concept. The concept and boundary of the commons are evolving from the tangible resources to the intangible resources as well as from the endowment to the creative resources thru creative destruction. However, the commons policies adopted thus far, are bounded by the traditional concept, thus very limited in their effects. With the case study of Town Hotel Projects, we propose the policy solutions both at the institutional and the operational level; 1) lags in the creating ecological commons feedback system, 2) top-down operation, 3) lack of evaluation system, 4) needs for the bottom-up approach, 5) application of the various commoning methods, and 6) extension of the local boundary. 이 글은 커먼즈 정책(혹은 운동)이 직면하고 있는 제도․정체성․개념 문제를 바탕으로 개념 과 범위가 유형에서 무형, 부존에서 창조 등 다양한 유형으로 진화되고 있지만 여전히 불완전 한 체계 속에서 진행되고 있음을 검토하였다. 이 글에서는 일반적이고 포괄적인 커먼즈가 아니 라 로컬 커먼즈나 생활 커먼즈와 같은 실감도 높은 개념이 필요하고, 시민자산화나 마을호텔과 같은 실천형 커머닝 발굴의 필요성을 제시한다. 또한 제도 부문의 선제적 커먼즈 생태계 기반 조성 지체, 제도의 하향식 운영, 지속적이고 체계적인 성과평가 문제와 비제도 부문의 상향식 주민 수요 발굴, 구현방식으로서 다양한 커머 닝 방식 적용, 로컬로의 범위 확장 등 총 여섯 가지 문제를 과제로 제시하였다.

고향납세제도 도입 논의와 과제: 통합적 지역재생 관점을 중심으로

This study attempts to find out what are the proper and necessary conditions for the successful introduction of Hometown Tax Payment System in Korea by drawing the lessons from the thirteen years’ Japanese experiments. Hometown Tax Payment System has been implemented for the purpose of overcoming the local decline (or extinction) by introducing the concept of Donation in Japan and similar logic has been employed in Korea with different institutional and fiscal contexts. Analysis of Japanese case shows that hometown tax payment system has not been confined to fiscal aspect and goals, thus should be extended to the local revitalization programs. In Japan, three changes in hometown tax payment systems has been made to adjust to the shortcomings and malfunctions. Accordingly, five types of the business models were identified: interest-seeking, specific-project financing, fund-raising, policy- advocacy, and local value-driven project. In Korea, more than a decade of debates in Parliament did not resulted in single legislation. For the efficient and well-functioning legislation, proper considerations of local situation and changing environment should be the first step. 이 글은 고향납세제도 도입으로 지역소멸의 위기를 타개하려는 제도 도입 환경에서 선행적으로 13년간 제도를 실시한 일본의 시행사례와 우리나라에서의 제도적·재정적 논의 분석을 통해 좀 더 나은 제도성공의 조건이 무엇인가를 검토해보고자 한다. 분석 결과 일본의 고향납세제도는 지방재정 개선을 위한 제도임과 동시에 지역재생의 다른 제도와 연계된 복합적 성격이 특징이라고 정리하였다. 또한 세 차례의 전환을 통해 제도가 진화하는 과정에서 제도의 폐단을 시정하려는 노력이 시행되었으며, 그 방식을 이익 추구형, 사업재원확보형, 기금유치형 그리고 정책 제공형, 지역가치사업형 등 5개의 유형으로 정리하였다. 아직 우리나라에는 도입되지 않았지만 제도 성공을 위해서는 엄격한 제도적용에 대한 조건 검토와 동시에 지역환경 변화, 지자체의 자율성, 사업가치의 혁신을 동시에 추구하는 것이 바람직하다.

국가간 개인정보 유통과 국제규범의 동학: EU형과 미국형의 갈등을 중심으로

Globalization and Informatization has emerged as a key concept for understanding worldwide changes in the late twentieth century. More recently, 'Global Information Infrastructure'(GII) is commonly accepted as an agent for the formation of global information society. Accompanying the establishment and expansion of GII, the internationalization and globalization of information has accelerated. An important aspect of the trend is that more concern tend to be placed on the transborder data flow(TBDF) has emerged as a salient issue. In other words, information-related threats and vulnerabilities have increased as information system and networks assume critical roles. This reaserch analyzed dynamism of international norms that form the core an international regime for TBDF. This had to take the following into consideration: ⑴the international norms are of two types European and American, ⑵the regions and the sectors form the main structures of issue area expansion that is centered on the market and technological issue, and ⑶ conflict and coordination among divergent norms including the principle of sfe harbor form an important dimension of the international politics of TBDF. 이 논문에서는 TBDF를 논제로 세계화와 정보화가 국가주권과 정책 그리고 국제협력에 제기하는 새로운 인터넷 거버넌스 이슈를 분석하고자 한다. 구체적으로 ⑴TBDF의 국제정치경제적 배경 및 갈등 현황, 그리고 ⑵TBDF의 관리를 둘러싼 국제규범의 형성과 조정과정을 분석하는데 초점을 맞춘다. 이는 국제규범의 생성과정이라는 국제협력에 관한 일반이론 차원에서의 문제제기이기도 하면서, 구체적으로는 각국의 상이한 규범과 국가이익이 어떻게 상호작용하고 있으며, EU와 미국의 상이한 규범이 어떻게 세이프하버 원칙(Safe Harbor Principle)과 같은 새로운 규범으로 수렴될 수 있었는지에 대한 사례분석의 의미를 가지기도 한다. 이에 대한 분석의 요지는 다음과 같다. 우선 세계화․정보화 환경에서 TBDF가 중요하게 부각된 국제정치경제적 맥락을 강조한다. 그리고 TBDF 과정에서 야기되는 갈등의 성격과 현황을 고찰한다. 마지막으로 지역별 분야별 TBDF 국제규범의 내용과 성격을 살펴본다. 아울러 일반법중심적인 정부규제형 규범(EU) 과 시장중심적인 자율규제형 규범(미국)이 어떠한 충돌과 조정을 거치면서 새로운 국제규범(세이프 하버)으로 귀결되는지를 분석한다.
