국가R&D 정보의 효율적인 프레임워크 구상에 관한 연구

우리나라는 국가연구개발사업을 추진하는데 있어 효율적 연구개발 수행, 기술기획 및 성과확산의 시스템이 미흡하여 연구개발 투자 효율성이 낮다. 본 연구에서는 국가 연구개발 사업의 효율적인 기획, 관리 체제 구축을 위한 국가연구개발정보의 효율적인 프레임워크를 구상하여, 표준화 및 호환성 확보를 통한 분산된 국가 과학기술정보 DB를 종합하여 관리 서비스 할 수 있는 국가과학기술 포털 시스템 구축을 통하여 국가 연구개발 활동 주체간의 원활한 정보유통을 위한 연구개발 수행 및 관리의 효율적이고 효과적인 정보지원체제 구축 방안을 제안한다. Research and development projects in Research and development projects in Korea are ineffectively conducted due to the lack of a system for effectively planning, conducting and disseminating the result of the research projects. In this study, we have designed a framework for system that can be used in the planning and managing stage of National R & D information to guarantee standardization and extendability of the information. A national R & D technology information portal system for managing the distributed national R & D information on a single database is suggested based on this framework for the construction of a more effective information support system and the dissemination of national R & D information between researchers.

최근 디지털자료에 대한 납본 및 이용에 관한 관련 법률의 제.개정 및 시행 준비가 이루어지면서 이들 자료의 납본 체계 및 이용 보상에 대한 연구가 요구된다. 특히 우리나라는 도서관법 및 저작권법에 의거, 납본 및 이용에 따른 보상금 지급 제도를 시행중에 있으며, 디지털자료에 납본 관련 개정안에도 보상금 지급에 대한 내용이 포함되어 있기 때문에 이들 자료에 대한 보상금의 효율적인 관리 체계가 필요한 실정이다. 본 연구의 목적은 향후 디지털 자료의 납본 제도 시행에 따라 발생되는 납본 및 이용 보상금의 관리를 위한 보상금관리시스템 구축 방안을 제시하는 것이다. The National Library of Korea recently proposed a draft of an Act on Legal Deposit and Use for the Online Digital Products and researches about deposit system and remuneration of the digital products are in progress. Based on the law of library and copyright, remuneration of deposit and use products is paid. A draft of a proposed law include information about the remuneration payment. For these reasons, the method for efficient remuneration management is required. In this paper, we propose effective remuneration management system which follows a draft of an Act on Legal Deposit and Use for the Online Digital Products.

국가 R&D의 효율성 제고를 위해 가장 기본적으로 요구되는 것은 분산 관리 및 서비스 되고 있는 국가 R&D 기반정보(과제, 인력, 성과)의 종합활용이다. 이를 위해 본 논문에서는 유연하며 확장가능한 구조의 아키텍처인 SOA(Service Oriented Architecture)를 기반으로 국가 R&D 정보시스템을 설계하였다. 서비스의 개발을 위해 서비스 식별부터 오케스트레이션 설계까지 총 7단계로 구성된 CBD 방법론 기반의 새로운 서비스 개발방법론을 정의 및 활용하였다, 이를 통해 4개의 어플리케이션 서비스와 4개의 비즈니스 프로세스 서비스를 정의 및 설계하였다. To promote the effectiveness of national R&D projects, the integration and practical use of distributed R&D information is needed. In this paper, we have designed and implemented the National R&D Information system based on SOA for the integrated search of national R&D information. The CBD method is expanded to define a new method for system implementation through identification, definition and analysis of the service and four different application services and business process services have been designed and implemented for the national R&D information system.

전 세계적으로 이용되는 인용색인 서비스인 Web of Science(WoS)는 데이터 수록 범위에 한계가 있음이 인용색인 연구에서 지적되어 왔다. 또한 국내 학술논문이 인용하는 해외 문헌의 비율이 전체의 약 75%를 차지한다는 것이 인용패턴 분석연구에서 밝혀진 바 있다. 본 연구에서는 WoS DB의 데이터 수록 범위를 검증하기 위한 첫 번째 단계로써 WoS DB에 포함되어 있지 않은 국내 연구자의 인용문헌 즉, 한국과학기술인용 DB(Korea Science Citation Database: KSCD)에 수록된 참고문헌 데이터 일부를 JCR 학술지 영향력지수 산출과정에 포함시켜 학술지 영향력 지수(Impact Factor: IF)의 변화 및 그에 따른 학술지 순위변동 여부를 조사하였다. 구체적으로 국내 문헌정보학 분야 학술지에 수록된 참고문헌을 JCR 2009 문헌정보학 분야 학술지 IF 산출과정에 포함하였다. 하지만 학술지 IF의 변화와 그에 따른 순위 차이가 통계적으로 유의하지 않았고, 이에 데이터 범위를 넓혀 컴퓨터 공학 및 전자공학 분야 학술지 45종에 수록된 참고문헌을 추가로 분석하여 JCR 2010 전자공학 분야 학술지 IF 산출과정에 포함하였다. 그 결과, 부분적으로 통계적으로 유의한 학술지 순위 변화가 일어났다. 본 연구는 한정된 데이터를 사용하였음에도 불구하고 미미하지만 통계적으로 유의한 JCR 학술지 순위 변동을 보여줌으로써 WoS DB에 포함되지 않은 인용 데이터의 잠재적 가치를 제시하였다. Citation analysis studies have reported many problems associated with data coverage problems common to popular citation databases such as Web of Science(WoS). In addition, the studies that analyzed citation patterns of Korean publications found that up to 75% of references in Korean publications were to international publications. As a first step in investigating the international coverage of WoS database, the study investigated the effect of adding citation data from Korea Science Citation Database(KSCD) to the impact factors and journal rankings of the journals listed in Journal Citation Reports. Specifically, the study mined the reference data from top 5 Korean Library and Information Science(KLIS) journals to recompute the impact factors reported in JCR 2009. Since the resulting journal rankings did not significantly differ from JCR 2009 rankings except for minor ranking changes, we analyzed additional citation data from 45 computer science and electrical engineering journals. Although the overall ranking difference was not statistically significant, one of the ranking partitions showed significant change. Such study findings despite its limited data sample suggest the potential impact of non-Western citation databases such as KSCD to bibliometric indicators provided by popular citation databases like WoS.

Analysis of SCI Journals Cited by Korean Journals in the Computer field

4차 산업혁명의 핵심 학문인 컴퓨터 분야에서 생산되는 연구성과물에 대한 활용 정보자원의 분석 및 제공은 매우 중요하다. 본 논문에서는 국내 컴퓨터분야 학술지 수록 논문들에서 인용한 국제과학기술인용색인인 SCI 학술지들을 식별하여 피인용 현황과 이들의 동시인용 관계를 네트워크로 생성하여 분석하고 지도화하여 시각화하는 연구를 수행하였다. 이를 위해 기반 데이터로 KSCD의 발행연도 기준 2015년부터 2017년까지의 논문 및 참고문헌 데이터를 활용하였고 학술지 동시인용기법과 네트워크 중심성 분석기법을 사용하였다. 연구 수행 결과, 국내 컴퓨터 분야 학술지 논문들이 인용한 SCI 학술지 및 논문들의 피인용 순위와 인용나이 분석을 통한 인용절정기(2년), 인용반감기(6.6년), 즉시인용율(2.4%)이 파악되었다. 네트워크 중심성 분석결과 피인용 SCI 학술지들에 대한 연결정도, 사이, 근접중심성 지표가 측정되어 지표별 학술지 순위가 측정되었으며 네트워크의 지도화를 통한 시각화를 통해 피인용 SCI 학술지 간 주제분류 간의 관계성을 파악하였다. It is very important to analyze and provide information resources for research output produced in the computer field, the core science of the 4th Industrial Revolution. In this paper, SCI journals cited from domestic journals in the computer field were identified and the citation rankings and their co-citation networks were generated, analyzed, mapped and visualized. For this, the bibliographic and citation index information from 2015 to 2017 in the KSCD were used as the basis data, and the co-citation method and network centrality analysis were used. As a result of this study, the number of citations and the citation ranks of SCI journals and papers cited by korean journals in the computer field were analyzed, and peak time(2 years), half-life(6.6 years), and immediacy citation rate(2.4%) were measured by citation age analysis. As a result of network centrality analysis, Three network centralities(degree, betweenness, closeness) of the cited SCI journals were calculated, and the ranking of journals by each network centrality was measured, and the relationship between the subject classifications of the cited SCI journals was visualized through the mapping of the network.

국내학술지 국제적 위상제고를 위한 영문 ACOMS 개발 및 발전 방안 연구

최근 국내 과학기술분야 학회에서는 발행 학술지를 세계적인 학술지로 등재하고자 하는 노력이 증가하고 있다. 이에 따라, 해외연구자들을 학술지 편집위원으로 참여 시키고 많은 해외 연구자들이 자체 학술지에 논문을 많이 투고하도록 독려하고 있다. 해외 연구자들간에 이메일로 투고 심사를 처리하고 심사 총평을 작성하는 논문투고심사 프로세스는 심사 이력이 관리도 안 될 뿐만 아니라 논문투고 심사 진행 상황을 알 수 없음으로 인한 이용자의 불편함, 시간적 비효율성 등의 많은 단점이 있다. 이에 KISTI는 해외 연구자들이 학술지 생산을 위한 학술활동 전 과정에 참여할 수 있도록 하고자, 학술지를 체계적으로 운영하고 투명한 상호심사(Peer Review) 과정을 포함하는 학술지 전자 출판과정을 온라인으로 처리하고 모든 메뉴 용어를 국제적인 수준의 영어로 기술한 영문 Article Contribution Management System(ACOMS Ver. 4.0)를 개발하였다. 영문ACOMS는 기존 국문 ACOMS와 달리, 학술지 홈페이지를 포함하고 있으며, 저자와 편집위원 혹은 저자와 판사 간의 온라인 논문 교정 프로세스가 들어가 있다. 영문 ACOMS는 2012년 현재에도 국제적인 시스템으로 거듭나기 위해 지속적인 기능개선을 추진하고 있다. 개발된 영문 ACOMS 기능에 대해 살펴보고, 향후 개선방안에 대해 기술한다.
