시설원예 농가의 ICT 융합 기술 성과분석 및 컨설팅 연계 방안

최근 농업 분야에서 정보통신기술에 기반한 스마트팜 정책사업이 주요한 이슈로 대두되고 있다. 스마트팜 시설 보급에 따른 효과를 높이기 위한 맞춤형 교육과 컨설팅이 추진되고 있다. 하지만, ICT 스마트팜 시설 도입 및 확산 영향요인과 성과에 대한 분석이 부족한 실정이다. 따라서, 본 연구를 통해 ICT 융합기술에 기반한 스마트팜 도입 영향 요인과 성과를 분석하여 농업 ICT 분야 컨설팅 포인트와 방향을 설정하고, 효과를 높이기 위한 정책적 시사점을 제공하고자 하는데 목적을 두고 있다. 본 연구는 2014년 동일한 스마트팜 시설을 도입한 세종시 소재 시설원예농가를 대상으로 하였으며, 두 가지 연구로 구성되어 있다. 첫 번째로 ICT 융합기술 도입·확산 영향요인을 도출하기 위해 회귀분석방법을 활용하였으며, 두 번째로 스마트팜 도입에 따른 성과를 분석하기 위하여 성향점수매칭(Propensity Score Matching) 분석 후 t-test를 통한 원격제어시스템 고활용 그룹과 저활용 그룹간의 생산량 증가, 조수입 증가, 소득 증가, 노동력 절감과 같은 성과지표에 대한 평균값 비교를 실시하였다. 첫 번째 연구인 ICT 스마트팜 시설 도입 영향 요인으로는 생산성 향상 기대가 높은 농가의 시설에 도입에 대한 만족도가 높았으며, 기술 활용에 대한 자부심, 스마트팜 비율, 여유시간 발생, 생산성 향상에 대한 기대가 높은 농가의 타농가 추천 의향이 높아지는 것으로 나타났다. 그리고 기술 활용 자부심과 영농경력이 높은 농가일수록 ICT 시설 확대 의향이 높아지는 것으로 분석되었다. 성향점수매칭 방법을 활용한 두 번째 성과분석 연구에서는 원격제어시스템 활용도가 높은 농가의 조수입과 소득이 그렇지 않은 농가에 비해 크게 증가한 것으로 나타났다. 본 연구의 결과를 통해 정부의 농업분야 대표적인 컨설팅 사업인 농업경영컨설팅 사업과의 연계방안을 제안하고자 한다. 성공적인 시설원예 ICT 사업 추진을 위해 본 연구 결과에서 나타나 기술 확산 요인과 성과분석 요인을 교육과 컨설팅 내용에 포함함으로써 시설원예 ICT 사업의 확산과 성과 창출에 기여하고자 한다. In recent years, the smart farm business policy based on the ICT (Information Communication Technology) has become an important issue in agriculture. To increase the effect of the smart farm facility, personalized education and consulting are under progress. However, there is still a lack of study which examines the influence factor and the result of ICT smart farm facility adoption. Thus, this study first set a consulting point and direction after analyzing the influence factors and the result of the smart farm based on ICT convergence technology, and then proposes policy implication to increase the performance. This study analyzes Sejong’s greenhouse horticulture farm which adopted the same smart farm facility in 2014. The study consists of two different sections. The first section used regression to find the influence factors of ICT convergence technology adoption and proliferation. The second section focuses on to find the performance of smart farm adoption by applying Propensity Score Matching(PSM) and then t-test to compare the average values of performance index, such as increase in output, gross income, and income and labor-saving, of two different groups those who often use remote control system and those who rarely use this system. The first study found that farmers with high expectation on performance improvement of the facility adoption had high satisfaction. The farmers who have pride in utilizing the facility and high expectation on the smart farm ratio, having more free time, and performance improvement tend to recommend this facility to other farmers. Moreover, farmers who have pride in utilizing the facility and high farming experience have high tendency to expand the ICT facility. The second study found that farms that often use remote control system had higher gross income and income than those who rarely use this system. The results indicate that to successfully establish and expand ICT smart farm business policy, intense education and consulting are needed to increase farmers’ satisfaction and ability which are related to variables found in regression. In addition, to increase business performance, the users’ utilization of this facility needs to be increased.
