기후변화협약 대응 국가온실가스 IPCC 신규 가이드라인 적용을 위한 기획연구:산업공정 및 제품사용

1. 연구의 필요성 및 목적 2006 가이드라인 산업공정 및 제품사용(IPPU) 부문에서의 배출원별 공정 특성 및 온실가스 배출량 산정 방법을 분석하고, 1996 IPCC Guidelines와 비교하여 향후 산업공정 부문 국가 온실가스 배출량 산정방안 등에 대해 고찰해 본다. 2. 주요 연구 내용 2006 가이드라인 산업공정 및 제품사용(IPPU)에서의 배출원별 특성, 공정도, 수준별(Tier 1, Tier 2, Tier 3) 온실가스 배출량 산정방법을 제시하고, 1996 가이드라인과의 비교를 통해 국내 온실가스배출량 산정 시 문제점 및 대응방향에 대해 알아보았다. 3. 연구 결과 및 정책 제언 2006 가이드라인의 산업공정 및 제품사용(IPPU)부문을 1996 IPCC Guidelines와 비교해 볼때 ’산업 공정(Industrial Processes)’과 ‘용제와 다른 제품사용’ 부문을 통합하였으며 분야별로 주요 변화와 개선점을 제시하고 있다. 첫째로, 2006 IPCC Guidelines 은 에너지 부문과 산업 공정 부문에서 연료 연소에서 배출되는 이산화탄소(CO₂)의 할당에 대해 실질적인 지침을 소개하고 있으며, 이 점은 1996 가이드라인에서 분명하지 않았던 것 이다. 둘째로 이 가이드라인은 배출은 그것이 일어나는 산업분야에서 보고되어야 한다는 원칙에 근거하고 있다. 따라서 배출이 보고되는 배출원 카테고리에 변화가 있었다. 특히 석회석(Limestone)과 백운석(Dolomite), 기타 탄산염(Carbonates)의 사용에 있어서의 변화가 대표적이다. 2006 가이드라인에서 제시하는 높은 수준(Tier)의 산업공정부문 배출량 산정을 위해서는 공급통계 뿐만이 아닌 실제 소비단계에서의 Tier 2, Tier 3 수준의 Activity data 확보 및 국가 고유 배출계수 개 발이 시급하다. 또한 향후 2006 가이드라인의 국내 적용을 위하여 산업공정 부문별 연구회를 운영하는 등 배출원 분석 및 자료수집에서의 공조체계를 갖출 필요가 있다. 1. Research Purpose We analyze processes natures and methods for estimating amounts of GHG emission by emission sources in Industrial Processes and Product Use volume of 2006 IPCC Guidelines for National Greenhouse Gas Inventories. Also, this study investigates methodologies for estimating amounts of national GHG emission through comparing with 1996 IPCC Guideline. 2. Summary This study provides methods for amounts of estimating GHG emission according to natures by emission sources, flowchart and Tier 1, Tier 2, Tier 3 level in Industrial Processes and Product Use volume of 2006 IPee Guidelines for National Greenhouse Gas Inventories. In addition, we investigate problems and the way of response through comparing with 1996 IPCC Guideline. 3. Research Results and Policy Suggestions 'Solvent and Other Product Use' and 'Industrial Processes' in the Revised 1996 IPCC Guidelines have been incorporated in Industrial Processes and Product Use volume of 2006 IPCC Guidelines for National Greenhouse Gas Inventories, which provide major changes and improvements by sections. First, 2006 IPCC Guidelines introduce a practical guidance on allocation of CO₂ emissions released from fuel combustion, which was ambiguous in 1996 IPCC Guidelines. Second, 2006 IPCC Guidelines base on the principle that should be reported from each emission source of industrial field. Therefore, the emission category which is reported respective emissions is changed. In particular, representative changes are in the use of limestone, dolomite, and other carbonates. In order to estimate emissions of industrial processes through methodologies of high Tier provided by IPCe 2006 Guidelines, it is required not only supply statistics but also activity data and development of country-specified emission factor of Tier 2, Tier 3 level. Moreover, we need the cooperation on analysis of emission sources and collecting data, such as managing societies for each industrial section domestic adaptation of 2006 IPCC Guidelines.
