기업의 사회적 책임에 관한 국제 동향 - 국제기구 논의를 중심으로

  최근 들어 전 세계적으로 다각적 방향에서 진행되고 있는 기업의 사회적 책임(corporate social responsibility, CSR)에 관한 논의는 ‘글로벌 거버넌스(global governance)’의 중요한 사례라고 할 수 있다. 이 글은 글로벌 거버넌스와 기업의 사회적 책임 분야에서의 공공부문의 역할이론을 바탕으로 최근 기업의 사회적 책임에 관한 다양한 활동을 전개하고 있는 3개의 국제기구, 즉 국제연합, 경제협력개발기구 그리고 세계은행 그룹의 논의와 활동상황을 살펴본다. 이상의 논의를 통해 우리는 기업의 사회적 책임을 접근하는 국제기구 간 정책목적, 정책수단, 내부 조직 구성은 차이를 보이고 있으나, 외부 네트워크 활성화와 모범관행 발굴 및 전파는 공통적으로 이용하고 있음을 확인한다. 이는 기업의 사회적 책임 촉진을 위해서는 관련 국제기구는 물론, 기업과 시민사회단체 등 사회의 다른 각 부문의 공동노력이 중요해졌다는 것을 보여주는 것이며, 이런 의미에서 기업의 사회적 책임 촉진을 위해서는 효과적 글로벌 거버넌스가 전제되어야 함을 나타내는 것이라고 할 수 있다.   Recent discussions on corporate social responsibility(CSR), which are unfolding in various sectors across the globe, are an important example of ‘global governance’. This article investigates the CSR-related discussions and activities within three international organizations actively involved in this area(that is, the United Nations, the Organization for Economic Co-operation and Development, and the World Bank Group) based on the theories of global governance and the public sector’s role in CSR. We find differences among the organizations in terms of policy goals, instruments, and internal organizations, but they are all facilitating, to some extents, a collaborative network with external bodies such as other inter-governmental organizations, civil society organizations and business organizations, and disseminating best practices. This finding illustrates us that collaboration across various sectors and effective global governance are becoming crucial for promoting CSR.

피터 드러커 사회책임이론의 현대적 이해

피터 드러커 (Peter Drucker)의 경영이론은 현대경영을 이해하고 미래방향을 짐작하게 하는 데 심대한 영향을 끼쳤음에도 그의 사회책임이론은 상대적으로 덜 연구되고 소개되었다. 이 글은 드러커의 사회책임이론을 조직의 사회영향에서부터 발생하는 책임과 사회문제로부터 발생하는 책임으로 나누어 살펴본다. 사회영향에 대한 조직의 적극적 대응, 연구개발과 혁신이라는 기업 본연의 기능을 통한 사회문제의 해결 노력, 그리고 사회영향과 사회문제 해결의 사업기회로의 연결 등은 드러커의 사회책임이론이 현대 기업과 경영자에게 전달하는 중요한 시사점이라고 생각한다. 다만 기업의 공공정책 과정 참여에 있어서의 공정성과 투명성 보장, 기업이 연구개발과 혁신을 통해 충족시키려는 사회욕구의 상대성에 대한 진지한 연구를 통해 드러커 이론의 현실적 공헌을 더욱 공고히 할 필요가 있다. Although Peter Drucker's theory on management has a fundamental influence on understanding of the contemporary management and forecasting of its future direction, his theory on social responsibility has drawn relatively less attention. This article introduces Drucker's theory that views social responsibility as organization's responsibility arising either from its social impact or social problem in general. Drucker's theory is contributing very much to the current discussion of social responsibility by proposing an organization's proactive response to its social impact, business efforts to solve a social problem through its very function of R&D and innovation, and linking the elimination of social impact and the solution of a social problem with a business opportunity. However, a thorough study of securing fairness and transparency in the business participation in public policy process and of the relative nature of social needs that a business enterprise tries to satisfy through its R&D and innovation could place his contribution on a more concrete footing.

새로운 자본주의 시대 요구에 맞는 경영교육의 방향: 현 경영교육 학술 논의의 상황과 과제

이 글은 자본주의 체제의 변화 요구와 그에 상응한 기업 경영 체제와 경영교육의 변화를 생각해보기 위한 첫 단계로 경영교육에 관한 국내외 학술 논의를 정리한다. 이 과정을 통해 경영교육 발전 방향에 관한 그간 논의 내용과 분석틀을 살펴보고, 새로운 자본주의 시대 요구에 맞는 경영교육의 방향 모색을 위한 경영교육 발전 방향에 관한 논의틀을 생각해 보는 것을 목적으로 한다. 경영교육의 방향을 이미 논의했던 몇 가지 국내외 학술 논의 검토를 통해 앞으로의 경영교육 방향 논의에서는 (1) 검토 대상 경영교육 범위의 명확화, (2) 경영교육 목적에 대한 보다 깊이 있는 논의, (3) 목적 설정 과정의 참여 폭 확대가 고려되어야 함을 제안한다. This paper examines current domestic and international academic discussions on management education as a first step to consider the change in company management system and management education for accommodating the demand to change the current capitalism. The examination on the current discussions should bring the directions for new management education that matches with newly emerged capitalism. Specifically, the author recommends for new management education: the clarification of range for management education, the active discussions on the goal of management education, and diverse interest group participation on setting the goal of management education.

지역발전과 사회적 기업의 상호관계에 관한 이론적 탐구

지역발전과 사회적 기업 육성은 최근 몇 년 사이 우리 정부가 꾸준히 관심을 갖고 추진해 온 정책들이다. 서로 다른 정책적 배경과 관심을 통해 발전되어 온 두 정책의 접점을 찾을 수 없을까? 이 글은 OECD의 지방경제·고용발전 (Local Economic and Employment Development, LEED) 프로그램의 논의를 중심으로 이 두 정책노력 간의 상호 연결고리를 찾아본다. 우선 지역발전의 다양한 이론적 측면을 검토한 후, 사회적 기업을 포괄하는 사회적 경제에 관한 이론적 토대를 살펴본다. 그 후 지역발전과 사회적 기업의 상호관계에 관한 논의를 정리하고, 이를 통한 정책적, 학술적 시사점을 찾아본다. 이 글은 사회적 기업 육성정책이 단지 취약계층에 대한 일자리 제공을 벗어나, 다양한 지역사회 이해관계자들이 자신의 삶의 질을 결정하는 과정에 스스로 참여할 수 있는 창구를 만들고, 이를 통해 지역사회의 무형자산을 꾸준히 축적할 수 있는 거버넌스 기반을 마련한다는 데에도 착안할 필요가 있음을 주장한다. Promoting local development and fostering a social enterprise are the policies on which the Korean government has set great value over the last several years. Can we find common ground between the two policies with separate background and focus? Based on the discussions from the OECD’s LEED(Local Economic and Employment Development) programme, this article explores a linking point between the two government initiatives. First, we review various theories on local development and social economy, including social enterprises. Then we introduce the OECD’s discussions about the interrelationship between local development and social economy. Finally, we draw policy and academic implications. This article argues that, if it consider the ideal of local development and social economy together, the government need to turn its attention from a short-term, economic role of a social enterprise(that is, offering jobs to the socially vulnerable) to a long-term, socioeconomic one(that is, laying a foundation of governance, which builds a participatory mechanism for the stakeholders within the community and allows constant accumulation of the community’s intangible assets).

지역발전과 사회적 기업 육성은 최근 몇 년 사이 우리나라 정부가 꾸준히 관심을 가지고 추진해 온 정책이었다. 서로 다른 정책적 배경과 관심을 통해 발전되어 온 지역발전정책과 사회적 기업 육성정책의 접점을 찾을 수 있는 방법은 없을까? 이 글에서는 OECD의 지방경제․고용발전 (Local Economic and Employment Development, LEED) 프로그램의 논의를 중심으로 이 두 정책노력 간의 상호 연결고리를 찾아보도록 한다. 우선 지역경제발전이론의 다양한 측면을 검토한 후, 사회적 경제와 사회적 기업의 관계를 살펴보고, 지역경제발전과 사회적 기업의 상호관계에 관한 논의를 정리하여 시사점을 찾아본다. 경제적인 영역에서의 지역발전이라도 단순한 양적 성장을 의미하지 않고 지역 주민들의 삶의 질을 높이는 참여적 과정으로 이해한다면, 현재 진행되고 있는 사회적 기업 육성정책은 단지 취약계층에 대한 일자리 제공을 벗어나, 다양한 지역사회 이해관계자들이 자신의 삶의 질을 결정할 수 있는 과정에 스스로 참여할 수 있는 창구를 만들고 이를 통해 상호신뢰와 같은 지역사회의 무형자산을 꾸준히 축적할 수 있는 거버넌스 기반을 마련한다는 데에 더 큰 의미가 있다.

아프리카 활동 다국적기업의 윤리적 정당성 이슈 동향분석 -1990-2006년간 유럽감시단체의 문제 제기를 중심으로-

The economic globalization concurrent with increasing stakeholder demands is making it imperative for a multinational enterprise to obtain and maintain organizational legitimacy in a variety of host countries at the same time. This study, as a first step to seek for a way of addressing a legitimacy challenge systematically, analyzes 4,306 cases of legitimacy challenge made to multinationals operating in Africa between 1990 and 2006 and demonstrates how these cases could be understood more analytically. The analysis shows that ethical legitimacy challenges in the period under study tended to focus on a particular ethical issue and host countries for about 3 to 4 years and move from one to another. Although there are links between some host countries and specific ethical issues, these links are not so strong as those between year and ethical issue and between year and host country.

지속가능경영 촉진을 위한 정부의 역할과 과제

This paper examine the sustainable development concept which is discussed in the international society, the policy which our government has carried out and the study which deal in rearing sustainable management according to the law which is legislated the industrial development law and the sustainable developmnent law(2007). Based on this examination, author suggests the direction of policy about rearing sustainable management in Korea; (1) definiteness of ‘sustainable‘, (2) confirmation of the reason why corporate have to contribute the sustainable possibility, (3) development of various alternative plans which can contribute the sustainable possibility, (4) comparison and choice effectiveness and efficiency of various policy which are suggested. 이 글은 2007년 산업발전법과 지속가능발전 기본법에 규정된 지속가능발전에 관한 포괄적인 법률규정에 따라 국가와 지방자치단체의 지속가능발전 정책의무가 실천되어야 할 2008년을 맞아 국제사회에서 논의된 지속가능발전 개념과 우리 정부가 그동안 취해온 정책대응, 그리고 지속가능경영 촉진을 위한 정부의 역할을 다룬 기존 연구를 검토한다. 이상의 검토를 바탕으로 우리나라의 지속가능경영 촉진정책이 나아가야 할 방향을 (1) 지속가능성의 의미 명확화, (2) 기업이 지속가능성에 적극적으로 기여해야 하는 이유 확인, (3) 지속가능성에 기여할 수 있는 다양한 대안을 기업과 공동 개발, (4) 기존 연구가 제시한 다양한 정책수단의 효과성과 효율성 비교 및 선택의 네 가지로 정리하여 제시한다.

건설사의 지속가능성 보고서 발간

국내·외 모두에서 회사의 비재무성과(non-financial performance)를 보고 (이하 지속가능성 보고라고 함)하는 기업이 점차 늘고 있다. 이 사례는 해외사업이 많은 건설업체를 중심으로 회사의 지속가능성 보고서를 어떤 절차로 발간하는 것이 효과적인지, 그리고 지속가능성 보고서 발간과정을 경영전략과 연결시키기 위해서는 어떤 점을 고려하는 것이 좋은지를 생각해 보도록 한다. 일반적으로 지속가능성 보고는 재무보고보다 해당 회사의 사업특성과 이해관계자의 구성에 따라 그 내용과 준비과정이 크게 달라지므로 지속가능성 보고를 둘러싼 사례의 검토도 특정 회사를 중심으로 진행될 수밖에 없다. 따라서이 사례에서는 해외건설 수주액 기준 국내 5대 건설사 중 삼성엔지니어링을 사례 분석의 대상으로 삼았다. 그럼에도 불구하고 사례 검토를 통해 지속가능성 보고를 중심으로 한 산업계의 변화와 흐름을 파악하도록 하기 위해서, 지속가능성 보고의 국내·외 흐름을 개관하고 (I. 서론), 건설업에서의 지속가능성 보고 동향을 먼저 살펴보고나서 (II. 건설업의 지속가능성 보고), 삼성엔지니어링의 상황을 제시하여 (III. 삼성엔지니어링의 지속가능성 보고서 발간), 보다 넓은 경영환경의 변화 속에서 특정 회사의 지속가능성 보고 전략을 고려해 볼 수 있도록 구성했다. 또한 지속가능성 보고와 관련해서 기업이 많이 참고하고 있는 국제기준을 소개함으로써 (IV. 지속가능성 보고 관련 국제기준과 부록), 학생들이 사례를 통해 비재무성과에 적용되고 있는 국제적 보고기준에 친숙해지도록 했다. Increasing numbers of companies both in Korea and outside are reporting their non-financial performances (hereinafeter called as sustainability reporting). Using the cases from construction companies which have many operations abroad, this case looks at the preparation process of sustainability reporting to make it effective and the points to consider in order to link reporting processs to corporate strategic management. Generally speaking, the contents and the process of sustainability reporting depend more on the business nature of the reporting company and the constituency of the company`s stakeholders than those of financial reporting, so a case study in this area should focus a particular company. For this reason, this case is drawn from Samsung Engineering among the top 5 Korean construction companies in terms of the amount of overseas order. Nonetheless, in order to help the reader grasp the changes and trends in the industry in relation to sustainability reporting through this case, this case is composed of the followings: (1) overview of sustainability reporting trends both in Korea and outside (I. Introduction); (2) sketch of sustainability reporting trends in the construction industry both in Korea and outside (II. Sustainability Reporting in the construction industry); (3) introduction of Sansumg Engineering (III. Sustainability Reporting of Samsung Engineering); and (4) summary of internationally accepted sustainability reporting standards (IV. International Sustainability Reporting Standards).
