본 연구에서는 해운기업의 안전관리체제 운영 지원과 시스템 운영 모니터링 및 운영성과 평가도구로 활용할 수 있는 안전관리체제 운영평가 지표를 개발하였다. 이 지표를 이용하여 안전관리체제 도입을 준비하고 있는 기업이나, 기도입하여 유지 발전시키고자 하는 기업에게 운영 단계별 필요한 지식을 알기 쉽게 종합 수록하여 상시 활용할 수 있는 지침서 내지 컨설턴트 역할을 할 수 있을 것이다. 또한 자체 내부심사 시 및 시스템 운영성과 평가 시 평가도구로 활용하여 시스템의 지속적인 개선 및 발전에 기여할 수 있을 것으로 보인다. 이 지표는 크게 대 기준 11개 항목, 중 기준 33개 항목, 소 기준 447개 항목으로 구성되어 있다. In this study, the index for operation evaluation index for safety management system that can be facilitated as the assessment tool for system operation monitoring and operation outcome and the safety management system of shipping companies has been developed. By using this index, this study may provide the instruction or consultation for frequent facilitation by comprehensively recording the required knowledge for each operation stage for the companies that prepares the introduction of the safety management system and companies that already introduced the system to maintain and develop the system. In addition, when working on internal audit and assessing the system operation outcome, it may be facilitated as the assessment tool to contribute in continuous improvement and development. This index is consisted of 11 large categories, 35 items of medium categories and 447 small categories.

낙도보조항로 이용자의 서비스 만족도에 관한 실증연구

이 연구에서는 낙도보조항로의 운영현황과 선박이용자의 서비스 만족도를 실증분석 하였다. 특히 낙도보조항로 선박 이용자를 중심으로 1,000부의 설문지를 배포하여 서비스 만족도 정도를 심층 분석하였다는데 그 의미를 부여할 수 있겠다. 전체 만족도를 분석한 결과 5점 만점에 약 2.8점 정도로 보통수준보다 약간 상회한 것으로 조사됐다. 낙도보조항로를 이용하는 이용자들의 서비스 만족도 정도가 그리 높지 않음을 알 수 있다. 낙도보조항로 중장기 발전방향 수립시 이들 내용이 충분히 검토되어 정책에 반영될 수 있도록 정부 뒷받침이 요구된다. Current operating system and passenger satisfaction level of remote island route are examined in this study. A large quantity of survey was conducted among remote island route passengers and the result was examined in depth The survey result slightly exceeded average effectiveness rating; 2.8 based on a five-point scale was obtained. The survey shows that the service satisfaction level is not very high When long term remote island route development plan is established, a support from the government is expected for survey result to reflect on the development plan.

낙도보조항로의 운영실태 및 발달과정 고찰

이 연구에서는 낙도보조항로의 운영실태와 발달과정에 대하여 정리하였다. 낙도보조항로는 14개 사업자가 U개 항로에서 총 30척 선박으로 낙도주민을 위한 안정적인 생활교통편의를 제공하고 있다. 항로별 수송실적을 분석한 결과, 낙도보조 항로를 이용하는 여객 수가 매년 증가하고 있다. 선박 이용자의 서비스 만족도를 향상시키기 위해서 운영사업체별로 경영평가제를 도입하는 등 보다 구조적인 변화가 요구된다. 이 연구의 결과들은 낙도보조항로 중장기 발전방향 수립에 기초 자료로 활용하는 데 그 의미가 있다. This study is about current operating system and development process if remote island route. 14 companies are providing safe transportation service for remote island residents with total 30 boots on Z7 routes. Each route transit analysis shows tint the number of passenger tends to increase every year. In order to enhance customer satisfaction, more constructive improvement is demanded, such as implementing operation evaluation on each charter service provider.1he result obtained from this study is to be utilized as basic document for remote island route development process in semi-long run basis.

지금까지 정부는 안전관리체제(ISM Code)의 구축과 정착을 위해 다각적으로 사업을 추진하여 왔다. 이제는 기업에서 회사 실정에 맞게 안선관리체제가 잘 운영되고 있는 지를 자체 진단하고 평가하는 과정이 필요하겠다. 따라서 이 연구에서는 안전관리체제를 모니터링하고 운영성과를 평가할 수 있는 모형 개발과 안전관리체제를 운영할 수 있는 실행지원 모듈 개발 방향을 제시하였다. 또한 이 연구에서 주로 사용하게 될 경영과학 분야의 주요 의사결정 방법 하나인 AHP 기법을 검토했다. Up until now, the government has propelled various projects to establish and stabilize the Safety Management System(ISM Code). Now it is time for companies to diagnose and evaluate the safety management system to see if it is being operated in accordance with the situations of the companies. Therefore, this study has proposed to develop a model that can monitor the safety management system and evaluate operational achievements and an implementation supporting module that can operate the safety management system. Additionally, the AHP scheme wαs reviewed, which is one of the major decision making methods mainly used in Management Science.

연안여객터미널의 효율적인 관리운영 방안에 관한 연구

주 5일 근무제 확대 시행과 해양레포츠 인구의 증가 등으로 해상 관광객 수요는 날로 증가할 것으로 예상되나 연안 여객터미널은 여러 가지 문제점이 발생하고 있다. 따라서 본 연구에서는 우리나라 연안 여객터미널의 이용 및 운영 관리 상태를 실증 분석하고 연안 여객터미널의 효율적 관리 운영방안을 제시하고자 한다. 다양한 연구 방법들을 사용하여 연구 조사한 분석 결과를 정리해 본다면, 터미널의 부대수익 창출과 효율적 관리 및 활성화를 위해서는 장기적으로 관리운영이 이원화 되어 있는 연안 여객 터미널, 국제 여객 터미널, 사설 터미널 등의 관리 운영조직의 일원화가 필요하다.

K 선박검사기관의 품질경영시스템 이행실태와 검사서비스 만족에 관한 실증연구

내부품질경영시스템(ISO 9001)을 도입하여 운영중인 K선박검사기관을 중심으로 사례연구를 하였다. 전반적으로 직원들의 일반적인 품질활동 수준에 대한 인식정도는 보통이상인 것으로 조사됐고 품질경영 시스템의 운영효과도 높은 수준에 근접한 것으로 분석됐다. 또한 검사서비스에 대한 수검업체의 만족도도 높았다. 이는 K기관의 품질목표중 하나인 품질보증체제의 지속 유지ㆍ발전으로 선박검사의 대민 신뢰도 제고에 대한 품질경영의 실천결과인 것으로 비춰진다.

구난방제업무의 발전방향에 관한 연구

국가는 재난에 대비한 범국가적 해양 구난방제체제 수립이 절실히 요구되고 있다. 그러나 우리나라는 구난방제 시설과 기술이 부족한 관계로 대형 해양사고 발생시 그 처리를 외국기술에 의존하는 형편이다. 이로 인해 가장 중요한 사고초기에 적절한 대처를 못하여 사고의 피해를 크게 확산시킬 우려가 상존하고 있다. 이에 이 논문에서는 해양사고가 발생할 경우 신속하고 효과적인 구난방제작업을 할 수 있도록 구난방제체제의 기반조성과 시설투자, 기술개발 및 능력 배양 등 다각적인 방안을 제시하였다. A country is acutely needed to establish a marine salvage & oil spills response system in order to prepare for a disaster. When a severe marine accidents occur, our country depends on a foreign technique because of the insufficiency of facilities and technique. The damage of accidents expands due to not taking proper actions in early stage. Accordingly, in case of marine accidents, this paper aims to suggest a various scheme of infrastructure, investment of facilities, technical development, improvement of ability and etc. in salvage & oil spills response stem in order to quick and effective response to the marine casualties.

ISO 인증심사를 통한 품질경영시스템 운영 실태 실증연구 -한국과 중국의 한국투자기업 비교 중심으로-

중국은 지난 1978년부터 개혁개방을 시작한 이래 지속적으로 대외개방정책을 확대하면서 품질의식을 높이려고 지속적인 의식개혁을 진행하고 있으나 품질경영 활동이 생산현장에서만 지엽적으로 이루어지고 있고 기업의 경쟁력제고를 위한 효과적인 도구로 제대로 활용하지 못하고 있는 실정이다. 따라서 본 연구에서는 ISO인증심사를 통해 한국과 중국 천진내의 한국투자기업을 중심으로 품질경영시스템 운영 실태를 실증분석 하였고 시스템 운영, 활성화 방안을 제시하였다. 본 연구결과를 통해 시사점을 크게 2가지로 집약할 수 있겠다. 하나는 양 국가별 비교연구를 통해 인중심사 방향을 제시할 수 있겠고 또 하나는 양 국가 기업의 시스템 운영 및 활성화 방안을 제시할 수 있겠다. China has been performing continuous consciousness innovation to increase quality consciousness by expanding external open policy continuously since the innovative opening in 1978. However quality management activities are performed restrictedly in some production fields and they are not utilized properly as an effective tool for competition improvement. Therefore in this study, the status of quality management system operation in Korea and Korean investment companies located in Tenjin, China through ISO certification audit was analyzed empirically and system operation and activation methods were proposed. This study suggests two points. One is that the direction of certification audit can be proposed through a comparative study. The other is that the system operation and activation methods of corporate system in both countries can be provided.
