Marx 세계시장론의 현대적 재조명

이 글은 산업경제 단계에 구성된 맑스의 세계시장론을 현대 지식경제 단계로 연결시키기 위한 시도이다. 우선 맑스가 서술한 상업의 ‘문명화작용’을 약술한 다음 자본주의의 내재적 경향에 의해 세계시장이 형성되는 과정을 변증법적으로 서술하고자 한다. 이어서 지식경제의 발전에 따라 세계시장에서 나타나는 새로운 동향이 분석된다. 나아가 1970년대 이후 서독에서 진행된 세계시장 논쟁을 비판적으로 정리함과 아울러 지식기반경제의 발전에 따른 세계화의 새로운 질적변화를 설명하고자 했다. 끝으로 세계화의 진전에 따른 국민국가의 위상변화에 관한 논쟁을 비판적으로 고찰하고 지식경제의 발전을 위한 국민국가의 역할 변화에 관한 시사점을 도출하고자 했다. In this analysis it is argued that in the Marxian perspective not only the creation of the world market, but the globalization belongs to the innate tendencies of the capitalist mode of production. The ‘relative world market’ was first for Marx a precondition or a base for the developing capitalist mode of production, while the ‘modern world market’ was characterized by Marx as a result of the developed capitalist economy. This transformation of the world market corresponded to the qualitative development of the capitalist mode of production from the manufacture production to the industrial production. In the historical perspective it is argued that the transformation of the capitalist economy to the knowledge-based economy in recent years accelerates the globalizing tendency of the capitalist economy. Furthermore the discussions on the capitalist world market that happened in the 1970s and 1980s in West Germany are to be critically reviewed in oder to show that each participant at the discussions has his own version on the relation between the capitalist economy and the world market. To them all, however, one thing is common; they all forget the nature of the capital as an exploitative relation that makes it necessary to territorially ‘divide and rule’ the different nations. So the debate came to end without any fruitful theoretical consequences. It is yet very interesting to examine the recent different interpretations about the globalization. The one considers the globalization as a ‘gospel’, and the others as a horror. In this analysis it is argued that neither the neoliberal glorification of the globalization nor the left-biased objection to the globalization can gain solid empirical grounds. In the last chapter the long-standing discussions on the changing status of the nation states in the process of the globalization are to be critically reviewed. It is emphasized that in the process of the globalization the nation state lose not only his political power against ‘global players’, but it gains new roles, for example as a member of international organizations. It is also tried to show some implications for the strategic role of the nation state for the development of the knowledge-based economy.

Maintenance plays an important role in keeping product availability, reliability and quality at an appropriate level. In this paper, two-types of maintenance policies are studied following the expiration of two-dimensional (2D) free replacement warranty. Both the fixed-maintenance-period policy and the variable-maintenance-period policy are based on a specified region of the warranty defined in terms of age and usage where all failures are minimally repaired. An accelerating failure time (AFT) model is used to allow for the effect of usage rate on product degradation. The maintenance model that arises following the expiration of 2D warranty is discussed. The expected cost rates per unit time from the user’s point of view are formulated and the optimal maintenance policies are determined to minimize the expected cost rate to the user. Finally numerical examples are given to illustrate the optimal maintenance polices.

인터넷중독의 사회경제적 비용 추정 방법 연구

본고는 인터넷 이용에서 부작용으로 나타나는 인터넷중독이 초래하는 사회경제적 비용을 추정하는 방법에 관한 국내외 최초의 체계적인 시도이다. 이를 위해 오래 전부터 수행되어 온 질병 비용(COI) 연구에서 채택되고 있는 방법을 원용했다. 사회경제적 비용에는 외부비용뿐만 아니라 기회비용의 관점에서 개인비용도 포함하는 것으로 정의했다. 다른 한편으로 사회경제적 비용은 인터넷중독으로 인해 직접 소비되는 자원의 가치를 의미하는 직접비용과 인터넷중독으로 인해 창출되지 못하고 상실된 자원의 가치를 의미하는 간접비용으로 구분할 수 있다. 결국 ‘인터넷중독 비용’은 개인직접 비용, 개인간접 비용, 외부직접 비용, 외부간접 비용 등의 4가지 비용유형으로 구분된다. 각 비용유형에 해당되는 비용항목을 결정한 다음 통계자료를 이용하면 항목별 단위 비용을 산출할 수 있다. 이 단위 비용을 다시 인터넷 중독자 수와 곱하면 인터넷중독 비용이 추정될 수 있다. 질병비용연구가 정책수립과 평가에 기여하기 위해서는 본고의 비용분석이 회피가능비용 분석을 거쳐 비용효과분석과 비용편익분석으로 진전되어야 한다. For the first time in the internet addiction studies, we tried developing the estimation method of the social costs of the internet addiction as a type of the behavioral addictions. We made use of the traditional estimation method of the costs of illness. We agree to the opinion that not only the external costs, but the personal costs as opportunity costs belong to the social costs. The social costs can be divided into the direct costs that means the resources that have to be consumed because of internet addiction and the indirect costs that is composed of the resources that can not be produced due to the internet addition. So ‘the internet addiction cost’ can be divided into the 4 categories: personal direct costs, personal indirect costs, external direct costs, external indirect costs. Each category has different cost items. The value of each cost item can be combined with the official statistics on the internet addicts so that the ‘internet addiction costs’ in a society can be estimated. The cost-of illness studies have to be advanced via the ‘avoidable cost analysis’ to the ‘cost-effectiveness-’ and ‘cost-benefit-analysis’ to contribute to the policy making. The ‘unavoidable cost’ means the cost, that the society or the government has to expend even if the internet addiction does not exist. The problem of selecting the methods to reduce the internet addiction costs can be solved only if the ‘cost-effecyiveness-’ or the ‘cost-benefit-analysis’ for each policy measure or program is performed. The former is adequate for the comparison between different methods for the same target, so that it can be used to choose a measure, by which the social returns from the public resources can be maximized. The ‘cost-effectiveness-analysis’ is more simple than the ‘cost-benefit-analysis’, because it has just to estimate the costs for alternative policy measures. From the viewpoint of the government policy the last step in the cost analysis is to perform the ‘cost-benefit-analysis’ for a certain policy measure.

Organizations worldwide make efforts to develop their management systems for business functions. The representatives of management systems include quality management system (QMS), environmental management system (EMS) and occupational health and safety management system (OHSMS). Implementing EMS and/or OHSMS in addition to QMS requires the integration of separate management systems in alignment with the organization`s strategies and goals. Through the questionnaire survey on Korean marine equipment enterprises, this paper deals with the operational practices of management systems and analyzes perceptions about integrated management system (IMS). We found out the degree of perception is not sufficient enough to prepare background for IMS in Korean marine equipment enterprises. The results contribute to solid understanding and successful implementation of IMS.
