요양시설의 조직구성원의 임파워먼트가 직무만족에 미치는 영향에 관한 연구

최근 우리나라 의료복지 분야는 인구의 고령화, 만성질환의 증가, 교통사고, 각종 산업재해, 약물 오‧남용, 의학의 발달, 국가복지재정의 악화 등 다양한 환경변화에 둘러싸여 있으며, 새로운 형태의 의료복지와 관련된 새롭고 다양한 서비스 개발의 필요성이 부각되고 있다(조만복, 2010). 국가의 경제적 수준이 높아질수록 사회복지에 대한 사회적 관심은 증가하는 추세이나 복지에 대한 국가의 역할 축소와 사회복지정책에 민간참여의 확대 등 사회복지 여건의 변화는 요양시설 사회복지사들에게 시설서비스의 효과성과 효율성 제고를 위해 다양한 새로운 지식과 기술 습득, 그리고 스스로 최고의 성과를 달성하고자 노력하는 정신자세의 정립을 요구하고 있다. 요양시설에서 서비스 제공자인 사회복지사는 시설클라이언트의 삶의 질에 직접적인 영향을 미치며 서비스의 효과성에 매우 중요한 영향을 미치게 된다. 그러나 양질의 서비스 제공이라는 중요한 책무성을 지니는 장애인 및 노인요양시설은 조직 및 직무환경에 있어서 직원개발 기회의 부족, 조직보상체계의 미흡, 조직의 폐쇄성, 직원자율성의 결여, 전문성의 부족 등의 다양한 문제를 경험하고 있다(이문휘, 2007; 신현석, 2006; 박정양, 2003; 김철용, 2009). 본 연구는 실천현장에서 요양시설조직 내에서 요양시설 사회복지사의 임파워먼트 영향요인인 직무의 특성, 조직의 특성 요인에 대한 인식과 임파워먼트 수준 그리고 직무만족도에 관해서 알아보고 이러한 변인들이 사회인구학적 특성 변인별로 차이가 있는가에 대해서 살펴보고자 한다. 또한 요양시설 사회복지사의 임파워먼트에 미치는 영향력을 분석하고, 직무의 특성, 조직의 특성 그리고 임파워먼트 수준이 직무만족에 미치는 영향을 분석하는데 연구 목적이 있다.

Among the changes of the management environments surrounding enterprises, one of the most important reasons that affect the organization management in the future would be the rapid development in the field of information technology(IT). And every company takes the speed to be important to maintain the competitive superiority of its own especially. To meet this kind of circumstances, the expectations to reorganize the business processes using the IT become higher. The IT is worth when the companies manifest their own potential powers by taking advantage of the it and when they evolve and apply the novel ways to the business as well. Even though they, therefore, introduce the information system to realize their strategic superiorities, it is difficult to achieve their initial aims. Moreover, in the phase of IT introduction, it is necessary to include the property of alignment between the IT and the conventional management fields containing the management strategy and the organization planning. In the case the company revolution by IT is carried out, the two facts we should note to maintain the alignment between the management strategy and the target of organization are as follows. First. it is required to share the common and underlying recognition on the IT between the chief executive officers(CEOs) and the system part. Second. it is important to exchange information with other companies by utilizing the IT.

A local government has limitation of local economy and finance for local development though the era of local governments and regional development has come. Nevertheless, the most important task to a local government is the vitality of its local economy. Accordingly, the development of export supporting policies to promote local area export is an important factor to the vitality of a local economy. However, a local government has a number of limited conditions such as systematic characteristics and budget, capability of export supporting measures and so on. Thus, this thesis analyzed the characteristics of exporting measures in Chungbuk area and surveyed demands on the export supporting system for small and medium enterprises. Based on the results of this, this study proposed the types of the enforcement of policies for export supporting required by these enterprises and the methods to process the policies. Policy directions and supporting systems to enhance the exports of small and medium enterprises need to be established based on the systematic characteristics in Chungbuk area and the results from surveying the status of export enterprises. To increase exports of small and medium enterprises in Chungbuk, there is a need to solve problems of export administration, maximize the effect of export increase and reconsider the efficiency of export supporting projects. For doing this, export supporting policies for small and medium enterprises need to be established in the directions that: 충청북도 국제통상지원센터,경영학 박사 56 충북개발연구 13(2) (1) export-base projects must be practically processed, (2) demand -oriented export supporting projects of export enterprises need to be carried forward, and (3) target markets by each enterprise and product have to be intensively challenged. In addition, a local government needs to establish medium and long-term policy directions of local trades and detailed schemes to carry on, according to the medium and long-term trading policies by the central government. An excellent export supporting policies for small and medium enterprises may be also generated by benchmarking an excellent supporting system of other self-governing body and readjusting it to new environments of Chungbuk. -

With the recent national policies which make it hard to manage hospitals, lots of hospitals have come to face the tough problem of survival under the rapidly changing environment in the medical market. Along with consumers’ demand for medical services expanding into the services for convenience as well as the specialty for medical service, hospital workers’ movement for their profit makes worse the management condition Under such a medical surroundings, the U-Health era of a new medical paradigm is coming. U-Health stands for health care and medical service available in "anytime, anywhere", utilizing the network technology of the wire or wireless system, such as the remote-monitoring of patients. The medical service is now expanded in the spatio-temporal way from the previous short term care in hospitals, and is offered into the every sphere of life during the whole life, such as at home. Being a typical method of IT realization, U-Health comes to stand out as a field contributing most to the quality of our happy life. Through U-Health, health care will exceed the spatial limitation of hospital-oriented medical treatment and occupy its common place in real life, with the natural combination of medical space and life.
