냉전의 국제질서 하에서 국가의 생존과 경제근대화가 급선무였던 대한민국의 외교는 행태(行態)적으로는 주변국을 대상으로 한 양자주의, 공간(空間)적으로는 동북아에 머물러 있었고, 수단(手段)적으로는 경제력과 군사력의 하드파워를 중시하는 정책을 추진했었다. 하지만 네트워크화(化) 된 새로운 국제환경 아래에서는 글로벌 거버넌스에 적극 참여하여 소프트파워 역량을 배양하는 ‘대(對)세계전략'이 요구된다. 한국은 글로벌 거버넌스의 제반 분야 중 특히 국제평화활동(Peace Operations: PO)에 특화(特化)하여 기여함으로써 소프트파워를 증진할 수 있고, 이러한 소프트파워는 국제사회에서 한국이 발휘할 수 있는 영향력 확대로 이어질 것이다. 중견국가(middle power) 한국의 특수한 위상과 역사적 경험을 감안했을 때, 국제평화활동의 참여와 기여는 상당히 ‘한국적'인 글로벌 거버넌스 참여전략이 될 수 있다. 국제평화활동 참여에 대한 국민적 공감대 형성을 위해 임무확대와 활동유형의 다변화를 도모하고, 국제평화활동은 ‘군사작전'이 아니라 ‘민관합동 국제평화사업'이라는 발상의 전환을 유도해야 한다. 또한 국제평화활동 기여를 통한 글로벌 거버넌스 참여 정책은 한국의 전통적 외교·안보·통일 정책수행과 상호 보완, 추진되어야 소프트 파워 증진과 영향력 확대라는 목표달성을 극대화 할 수 있을 것이다. Preoccupied with the dual tasks of ‘state survival' and ‘economic modernization,' Korea during the Cold War era had invested most of its strategic resources in managing bilateral relations with major stakeholder countries in Northeast Asia and in improving military and economic power, i.e., ‘hard power.' A fundamentally changed international environment of the 21st century, however, compels Korea to adopt a new national strategy to partake in ‘global governance' and to contribute to global public goods. Given its historical record as non-aggressor and its peculiar status as ‘middle power' in the region, Korea seems to be well suited to specialize in ‘Peace Operations(PO)' and to cultivate ‘peace' soft power. Korea's strategy to participate in global governance and to contribute to Peace Operations should be implemented in harmony with its traditional foreign and unification policy agendas. Korea's national strategy for participating in global governance and contributing to global community is expected to increase Korea's intangible foreign policy assets, thereby enhancing its ‘agenda setting' ability.
Under the leadership of Narendra Modi, India has pursued a hedging policy against China by seeking much closer alignment with the United States and at the same time maintaining stable bilateral diplomatic relations with China. Such policy behavior of Modi's government is considered deviant from the past foreign policy decisions conducted by the previous Prime Minister, Manmohan Singh. This paper argues that one of the key determinants to India's hedging against China is the political ideology of Modi's Bharatiya Janata Party. The underpinning ideology of Hindu nationalism led the policy decision makers to depart from previous Nehruvian principle and to react more sensitively to India's security challenges
This records of 94 patients with blunt abdominal trauma admitted to Jeonbug National University Hospital from April, 1971 to March, 1976 have been reviewed. At first, some of the patients presented with no specific complaint or signs of injury, blunt abdominal injury was usually diagnosed preoperatively using conventional methods including history, physical examination, routine laboratory tests and X-ray studies. Abdominal paracentesis had on 69.5% accuracy. Mortality and morbidity continue to be significant in blunt abdominal trauma. Therefore a high index of suspicion and an adequate observation period are mandatory for proper care of patients subjected to blunt trauma. The results are as follows. 1) The sex distribution was 74 males(78.7%) and 20 females(21.3%) with ratio of 3.7:1, and the age distribution revealed a high incidence in 3rd and 4th decades(51.1%). 2) The seasonal distribution showed the highest incidence in summer involving 32 cases (35.1%). 3) The causes of blunt abdominal trauma were violence(51.1%), traffic accidents(29.8%) and falling(19.9%). 4) The clinical manifestations were abdominal pain(95.7%), tenderness(92.6%), rebound tenderness(82.9%), rigidity(63.8%), diminished peristalsis(61.7%) and abdominal distention(61.7%) in order of frequency. 5) Preoperative leukocytosis was noticed in 81.1% of the cases. Abdominal paracentesis was valuable in diagnosis of blunt abdominal trauma and 41 cases969.5%) of 59 cases had a positive findings. Free air was present in 72.2% of hollow viscus pserforation. 6) As to the organs injured and the frequency of involvement, the small bowel was most frequently injured(37.8%), follewed by retroperitoneal hematoma(13.5%), splenic rupture(12.2%), urinary bladder rupture(12.2%), liver(7.3%), large intestine(4.9%) and stomach(4.9%). 7) 53 cases(73.6%) had single organ involvement, 11 cases(15.3%) two organ involvement and 8 cases(11.1%) had more than two organ involvement. 8) The frequently assocated extraabdominal injuries were chest injuries(7.4%), urethral injuries(5.3%) and pelvic bone fracture(3.1%) in order of frequency. 9) Simple closure was performed in most cases of injuries of the small bowel, the stomach and the urinary bladder. In the injuries of large intestine, primary closure with colostomy or primary closure with drainage was done. In the injuries of the kidney, nephrectomy was performed in 3 cases and conservative treatment in one cases. Simple closure and drainage was done in most cases of liver injuries. Splenectomy was performed in all cases of splenic injuries. 10) Incidence of postoperative complication was 43.1%(31cases), and the major complications were wound infection(19.4%) and pulmonary complication(13.9%). 11) The mortality rate was 8.5%, and the main causes of death were hypovolemic shock(4cases) and renal shutdown(2 cases).
In this study, in order to make up its drawbacks in the Cu-ZSM-5 catalytic system, some of transition metals or alkaline earth metals were cocation-exchanged in Cu-ZSM-5. Among various cocation-ion-exchanged XSM-5 catalysts, Mg/Cu-ZSM-5 was found to be the most active and durable in NOx reduction even with high oxygen content as well as in the presence of water vapor. The role of Mg in ZSM-5 is supposed to prevent the dealumination of aluminium ions the in supercage even at harsh hydro-thermal conditions, and also it seems to stabilize the Cu ions in the structure. In order to prepare commercially available catalysts, Mg/Cu-ZSM-5 catalysts were wash-coated on the surface of honeycomb type monolith, and tested in terms of catalytic activities. As a results, it was found that the catalyst prepared by the wash-coating showed satisfactorily high NOx conversion for the practical in the SCR process.
