미국의 “정권교체(Regime Change)” 정책 사례연구

911테러사태 이후 부시 행정부는 아프가니스탄과 이라크에서 정권교체(regime change)를 감행했고, 북한의 김정일 정권을 대상으로도 정권교체정책을 진지하게 고려했었다. 일반의 이해와는 달리 정권교체의 외교정책은 부시 행정부의 신외교정책 기조를 반영한 외교정책행위가 아니라 18세기말부터 미국이 줄곧 사용해온 미국의 주요 외교정책수단(foreign policy tool)이었다. 본 연구는 미국이 해외에서 감행한 정권교체정책 사례를 정권교체가 추진되었던 시대상황, 정권교체를 추진했던 방법, 정권교체로서 달성하고자 했던 외교정책 목적 등을 변수로 하여 분류하는 유형화 작업을 시도해 본다. 미국의 정권교체 사례는 시기별로 제국주의유형, 냉전유형, 탈냉전 및 테러와의 전쟁유형 등으로 구분해 볼 수 있는데, 제국주의유형 정권교체는 대부분 미국의 경제적 이익을 보호, 증진시키기 위하여 추진되었으며 미국의 군대를 직접 파병하여, 대상국을 침공, 점령하거나 정권의 반대세력에서 “공공연한” 군사적인 도움을 제공하여 정책목표를 달성했다. 911이후 테러와의 전쟁 시대 정권교체 역시 미국의 군사력을 직접 사용한 공공연한 “침공형”이었는데, 공개적인 침공에 의한 정권교체가 가능했던 이유 중 하나는 미국의 본토를 공격한 테러사건이 정권교체정책에 공개적인 무력동원의 구실을 제공해 주었기 때문이다. 냉전유형은 제국주의시대 유형과 마찬가지로 대부분 미국의 상업이익보호를 목적으로 촉발되었으나, 대부분 CIA의 비밀공작(Covert Action)을 통해 “암암리에” 진행되었다는 특징이 있다. After the 911 terror incident the Bush administration toppled Taliban regime in Afghanistan and Hussein regime in lraq, and replaced them with new regimes that are more amenable to American strategic interests. But contrary to conventional wisdom that policy of "regime change" was reflective of Bush's new foreign policy doctrine in the age of terror, regime change has been an important element of the US foreign policy at least since the late 18th century when the Harrison administration carried out regime change in Kingdom of Hawaii. This article is an attempt to categorize the cases of American foreign policies of regime change on the bases of three variables: distinct nature of the time when the regime change was carried forward, methods that the US relied on to execute regime change, and the nature of policy objectives that the US attempted to accomplish by regime change. The cases of US regime change policies can be clustered into three time periods: period of imperialism, Cold War period, and post 911 period. US policies of regime change that fall into period of imperialism have the following characteristics. Policies of regime change were aimed at protecting and promoting American economic interest, and they were executed by invading or sending American military troops or assistance in overt manner. American policies of regime change in post 911 era also were carried forward in overt fashion, because 922 attack provided a pretext for open military invasion abroad. Most cases of regime change during the Cold War era proceeded in covert manner relying on CIA covert action.
