인터넷 GIS 기술을 활용한 행정정보의 대민서비스 제공방법에 관한 분석연구

In this age of rapid development in Internet GIS technology, people's desire to acquire information from administrative organizations has kept increasing. This paper aims at providing a policy guidepost which leads to promoting function reinforcement and service improvement by presenting a model of service supply for citizens through Internet-based GIS Portal Site development. The Portal Site allows citizens to access and search various kinds of administrative information through the Internet GIS technology. Based on problems and suggestions derived from case studies, this paper deduces the priorities of system development from the analysis of the relation between GIS and administrative affairs in Tongyeong. Described in this paper are specific plans regarding contents construction, service supply plan, system structure and a web site development plan for a system development with the application of Internet GIS technology.

土地는 本源的으로 생성된 유한한 資源으로서 국가 형성의 基本 要素이자 國民生活의 공통기반이다. 현대 산업사회의 발달에 따라 土地需要는 날로 增加하고 있으나 土地가 갖는 본질적 특성상 물리적으로 土地를 늘릴 수도 없고 또 확대 再生産이 불가능하기 때문에 만성적인 土地需給 불균형 현상이 생기게 되고 이에 따라 여러가지 土地無題가 발생되게 된다. 현재 우리나라의 토지문제는 투기적 土地去來의 盛行, 일부계층의 土地所有偏重, 비정상적인 地價上昇, 개발이익의 私有化, 토지의 保全과 開發의 불균형등 土地問題가 심각한 사회문제로 대두되고 있는 실정이다. 본 硏究는 이러한 現實을 배경으로 하여 토지관련제 問題중에서도 特히 土地去來秩序와 관련하여 각종 토지거래규제제도에 관한 理論的 背景을 憲法의 財産權의 保障과 制限 규정에 근거 하여 살펴보았으며, 그 實定法的 근거로서 國土利用管理法, 宅地所有上限얘 관한 法律, 農地開革法, 山林法 등에서 規定하고 있는 토지거래규제제도의 주요내용과 그 運用現況을 살펴보고 現行 制度들의 문제점과, 토지거래규제제도의 실효성을 높히기 위한 改善方案을 제시하였다. 본 論文의 章별 주요내용은 第1章은 序論으로서 硏究의 目的과 範圍 및 방법을 제시하고 第2章은 토지거래규제에 관한 一般論으로 토지거래의 意義, 토지거래규제의 변천과정, 토지거래 규제의 根據를 기술하였으며 第3章에서는 각 制度들의 주요내용 및 운용현황을 설명하고 第4章에서는 현행 토지거래규제제도의 問題點 및 改善方案을 법적.제도적 측면과 운용적 측면으로 區分하여 모색해보고 第5章에서는 개선방안으로 法的.制度的 측면에서는 토지거래허가 申告制의 지정시기의 적절성, 審査基準의 합리화, 宅地所有上限制의 적용대상 범위확대, 부담금 징수 방법 개선, 農地賣買證明制의 확대 실시, 山地管理法令의 통.폐합등을 제시하고 운용상의 개선 방안으로 관리체계의 개선.보완, 事後管理 강화등을 提示하면서 본 論文의 結論을 맺었다. The land is a basic element as well as a common basis of the national life as a limited resource which is created originally. The demand for the land has been being increased with the progress of the modern society, the land cannot be enlarged artificially. By reason of the impossibility of the expansive reproduction, the chronical unbalance of the demand and supply of the land has occurred. Consequently, the various land problems have broken out. Now, Korea has a serious social problem of the land. For example, the prevalence of the speculative dealing, excessive land possession of some people, the abnormal rising of the land price, the privatizing of the development merit, the preservation and the unbalance of the land development and so on. In this thesis, I studied the theoretical background of various control systems of the land dealing in connection with the order of the land dealing on the basis of the security and the limitary speculation of the property right of the constitution. I studied the main contents and the present working condition of the control system of the land dealing as on the basis of calculation, which is stipulated in the land & administration law, the law on concerning possessive maximum of the building land, the Agricultural Land Reform Act and the Forest Law. Besides, I suggest a reform measure to improve effectiveness of the control system of the land dealing and solve the problem of the present system. Main contents of this thesis is as follows; Chapter Ⅰ, as an introduction, shows the purpose, the range and the method of the study. Chapter Ⅱ, as a general consideration of the control system of the land dealing, describes the meaning, the process of the change of land dealing regulation and the evidence of the land dealing. Chapter Ⅲ explains the main contents and the present working of every system. In the fourth chapter, I grope for a reform measure of the control system of the land dealing from a legal, systematic and applicable point of view. Finally, Chapter Ⅴ shows a reform measure as follows; in the legal and systematic point of view, the propriety of the appointed time of the declaring system on the permission of the land dealing, the rationalization of the examining standard, the expanding of the limit of application of the possessive maximum of the building land, the improvement of the share collection method, the expanding execution of the proving system of the dealing agricultural land, the unification and abolition of the administration law of a producing center, and in the applicable point of view, improvement and amendment of the administrating system, the reinforcement of the post administration.

Recently the attention of consumers to demand safe fishery Products traceability system increased, and is an important policy area. A systematic study on the fishery Products for a long time it had been done. However, more recently with the development of IT technology is accelerating. The existing research and policy aspects related to primary industry through the application of representation for pilot projects. And experimental results based on the empirical analysis and effective system has never been studied. In this paper, improved customer satisfaction for safe fishery products and U-IT technology was to integrate. and based on the results of RFID demonstration fishery products traceability system was implemented. RFID tags are attached directly to the fishery products and various methods were studied for their effects. Based on the results of this experiment, fishery products traceability system architecture proposed. And established fishery products traceability management system are carried out with key performance indicators for each sector based on expert assessment. This paper is a good example for the fisheries products sector will bring quality development. And in other industries, RFID is used as the basis for the spread was expected to be contributed.
