2017년 12월 15일 새벽 로마규정의 당사국 총회는 침략범죄에 대한 국제형사재판소의 관할권을 2018년 7월 17일부터 개시하기로 결정하였다. 개시 결의는 침략범죄 관련 캄팔라 개정안 채택 이후에 여전히 논란으로 남아있던 관할권 제도의 한 측면에 대한 극도로 치열한 교섭 끝에 채택되었다. 뉴욕의 돌파구는 로마 회의와 캄팔라 회의를 완성시켰으며 1 세기에 걸친 흥미로운 긴 여정의 마침표를 찍었다. 아직 불완전하기는 하지만 UN 본부에서 이루어진 합의는 세계 평화 보존에 대한 기여를 목표로 하는 국제법 질서에 있어서 무력사용 금지의 근본적인 중요성에 대한 시의 적절한 호소를 인류 양심에 보내는 것이다. In the early hours of 15 December 2017, the Assembly of State Parties to the Rome Statute made the decision to activate the International Criminal Court’s jurisdiction over the crime of aggression from 17 July 2018 onwards. The activation resolution was adopted after intense negotiations about one aspect of the jurisdictional regime, which had remained controversial since the adoption of the Kampala amendments on the crime of aggression. The New York breakthrough completes the work of the Rome and Kampala conferences and marks the culmination of a fascinating century-long journey. With all its imperfections, the consensus reached at the United Nations headquarters sends a timely appeal to the conscience of mankind about the fundamental importance of the prohibition of the use of force in any international legal order aimed towards the preservation of world peace.
