선박용 고강도 Al합금(5456-H116)의 최적 방식 전위결정에 관한 연구

Recently, interest in using Al alloys in ship construction instead of fiber-reinforced plastic (FRP) has increased because of the advantages of A) alloy ships over FRP ships, including high speed, increased load capacity. and ease of recycling. This paper investigated the mechanical and electrochemical properties of Al alloys in a slow strain rate test under various potential conditions. These results will provide reference data for ship design by determining the optimum protection potential regarding hydrogen embrittlement and stress corrosion cracking. In general, Al and Al alloys do not corrode on formation of a film that has resistance to corrosion in neutral solutions. In seawater, however, $Cl^-$ ions lead to the formation and destruction of a Passive film. In a potentiostatic experiment. the current density after 1200 sec in the Potential range of $-0.68\~-1.5\;V$ was low. This low current density indicates the protection potential range. Elongation at an applied potential of 0 V was high in this SSRT. However, corrosion protection under these conditions is impossible because the mechanical properties are worse owing to decreased strength resulting from the active dissolution reaction in parallel parts of the specimen. A film composed of $CaCO_3\;and\;Mg(OH)_2$ confers corrosion resistance. However, at potentials below -1.6 V forms non-uniform electrodeposition coating, since there is too little time to form a coating. Therefore, we concluded that the mechanical properties are poor because the effect of hydrogen gas generation exceeds that of electrodeposition. Comparison of the maximum tensile strength, elongation, and time to fracture indicated that the optimum protection potential range was from -1.45 to -0.9 V (SSCE).

본 연구에서는 우리나라의 16개 광역자치단체별 지역 혁신 잠재력을 분석하고자 지역혁신기반, 지역혁신활동, 지역혁신성과 등 3개 분야를 20개 지표에 의해 산출하였고, 이를 총괄한 종합 혁신 잠재력을 측정하였다. 측정결과 지역혁신기반의 불균형이 심각한 것으로 확인되었고 이러한 격차는 연구기반과 정보기반에서도 발견되었다. 3개 분야 모두 수도권과 비수도권 간의 불균형 격차가 큰 반면, 정부의 지역혁신 지원 사업에 기인한 지역혁신활동은 비교적 균등한 것으로 나타났다. 종합 혁신 잠재력이 낮은 일부 지역의 경우 3개 분야 간 편차가 상대적으로 크게 나타나고 있어 이를 보완하기 위한 정책지원이 뒷받침되어야만 지역혁신이 성공적이고 지속적으로 이루어 질 수 있을 것 이다. 최근 첨여정부가 추진하고 있는 공공기관 이전 및 혁신도시 건설을 성공적으로 추진하기 위해서는 지식기반산업과 지방정보산업 육성을 중점적으로 추진하면서 연구 인력이 지방에 정착할 수 있는 프로그램을 개발하는 것이 중요하다고 본다. This study calculates comprehensive regional innovation potentials of the 16 provincial governments of Korea based on the 20 indices from 3 fields such as regional innovation infrastructure, regional innovation activities, and regional innovation performance. Except regional innovation activities supported by the central government’s regional innovation grant program, there are disparities of the 3 innovation fields between the Seoul Metropolitan Area and non-Seoul areas. In some local provinces where the comprehensive innovation capacities are low, there are significant disparities among the 3 innovation fields. These provincial governments should support a policy to adjust the disparities for the sustainable regional innovation.
F10/F12 분기기에서의 단면 형상별 주행안전성 연구

현재 철도차량이 분기기 통과 시에 횡압의 변화가 최소화하는 설계가 요구되고 있다. 따라서 차량이 분기기를 통과하는 경우에 분기기에 작용하는 횡압 및 탈선계수를 예측하기 위하여 차량과 분기기간의 상호작용에 따른 동역학 해석을 수행하여야 한다. 본 연구에서는 분기기 단면 형상 변화가 차량의 주행안전성에 미치는 영향을 살펴보기 위해 포인트부, 크로싱부의 단면 형상 변화에 따른 주행안전성 해석을 수행하였다. F10/F12 분기기를 대상으로 포인트부 텅레일의 길이, 크로싱부 노즈레일의 높이를 변경시켜 주행안전성 해석을 수행하였다. When a vehicle passes through a turnout, it is necessary for the changes in lateral force to be minimized to ensure the safe running of the vehicle. Therefore, the analysis of the interaction between the vehicle and the turnout is crucial for estimating the lateral force and the derailment coefficient on the turnout. In this paper, the effect of the variation of section shape on the running safety of a vehicle was investigated by changing the shape of the point part and the crossing part. The tongue rail length of the point part and nose rail height of the crossing part of an F10/F12 turnout were changed, and the running safety of the vehicle was analyzed.

Various forms of Data Envelopment Analysis models were applied to investigate the productive efficiency in the provision of local public services in 70 Korean city governments. Technical efficiency scores and cost efficiency scores for each city governments were estimated. Major findings can be summarized as follows: (1) There are significant differences in technical efficiency between large city governments and small city governments, (2) Many city governments are operating in the increasing returns to scale technology, (3) In terms of inefficiency, technical inefficiency is more serious than cost efficiency. To reduce technical efficiency, government need to emphasize manpower training and organization restructuring.
