        Recent (2011–2017) foodborne outbreak cases in the Republic of Korea compared to the United States: a review

        This study analyzes and compares foodbornedisease outbreaks reported in the Republic of Korea (KR)and the United States (US) during 2011-2017. The foodborneoutbreaks data in the KR and the US were collectedfrom the Ministry of Food and Drug Safety and from theSurveillance for Foodborne Disease Outbreaks UnitedStates, respectively. The average number of outbreaks andillness population were higher in the US than in the KR,but the KR’s illness ratio considering population size was2.4 times higher than that of the US. When the sites ofoutbreaks compared, the number of illness was the highestat schools in the KR whereas outbreaks at restaurants weremore frequent in the US. In the KR, bacterial infectionswere the primary cause of outbreaks while bacterial andviral infections accounted for the largest share of outbreaksin the US. Specifically, pathogenic E. coli presented asignificant risk in the KR whereas Salmonella was the mostprevalent in the US. These results indicate that the mainmicrobiological targets for detection and control in the KRshould differ from the US, which should be considered fordeveloping food safety related policies.

        노트북 케이스용 마그네슘의 자기연마가공에서 영구자석의 효과

        In previous study, it showed that the MAP was greatly effective polishing process for magnesium plate. But it had lower efficiency than magnetic materials such as SM45C. It was very difficult to cut non-magnetic materials using the MAP process because the process was fundamentally possible by help of a magnetic force. This study aimed to verify analytically formation of the magnetic field in a case of the non-magnetic materials especially focused on magnesium plate. So, In this study, the magnetic density flux was predicted using simulation program. As a result, the magnetic density flux was lower at the center of pole on inductor than outside. It had same result on the experimental verification. And magnetic force was lower according to increase of working gap. So, to improve the magnetic force, permanent magnet was installed under the workpiece. In that case, the magnetic density flux not only at center but also at outside of pole was increased. Therefore, the efficiency of magnetic abrasive polishing was also increased. A design of experimental method was adopted for assessment of parameters' effect on the MAP results of magnesium plate for improving the magnetic force.

        범죄피해구조금과 손해배상청구권의 관계

        Article 21 Paragraph 2 of the Crime Victim Protection Act stipulates that “The State shall vicariously exercise the right to claim compensation for damage which is held by a person who has received the relevant relief fund on account of the criminal injury subject to relief within the scope of the amount of the relief fund paid.” Accordingly, the State pays the criminal injury relief fund to victims and then claims compensation for damages to the perpetrators. However, most of the perpetrators cannot receive appropriate legal assistance, and the State often claims compensation beyond the scope recognized by the substantive law. Therefore, the current practice imposes excessive debt on the perpetrators beyond their responsibility. On the other hand, the State is obstructing the legitimate exercise of the victim’s right by taking over his claims for damages without legal grounds. In this article, after examining in detail the requirements for the State to exercise vicariously the victim's right to claim damages, I point out the problems that arise in practice. According to the interpretation of the Crime Victim Protection Act, claims that the State can exercise vicariously are limited to the loss of future earnings. Nevertheless, the State often exercises claims to the perpetrators for the part beyond the victim's loss of future earnings. This practice should be improved in such a way that the State proves the amount of the victim’s loss of future earnings in litigation. Meanwhile, the State forcibly takes over the remaining claims of victims, just to win the lawsuit. This should be suspended as soon as possible as it interferes with the legitimate exercise of the victim’s right. 범죄피해자 보호법 제21조 제2항은 “국가는 지급한 구조금의 범위에서 해당 구조금을 받은 사람이 구조대상 범죄피해를 원인으로 하여 가지고 있는 손해배상청구권을 대위한다”고 규정한다. 이에 따라 국가는 피해자에게 범죄피해구조금을 지급한 후 가해자에게 구상금 청구를 하고 있다. 하지만 가해자들은 대부분 적절한 법적 조력을 받을 수 없고, 국가는 실체법적으로 인정되는 범위를 넘어선 구상금을 청구하는 경우가 많다. 따라서 현재 실무는 가해자에게 그의 책임을 넘어선 채무를 부과하고 있다. 다른 한편으로, 국가는 피해자에게 그의 손해배상채권을 법적인 근거 없이 양도받음으로써 피해자의 정당한 권리행사를 방해하고 있다. 이 글에서는 국가가 피해자의 손해배상청구권을 대위행사할 수 있는 요건을 상세히 검토한 후, 실무에서 발생하는 문제점들을 지적하고자 한다. 범죄피해자 보호법의 해석상 국가가 대위행사할 수 있는 청구권은 소극적 손해에 한정된다. 그럼에도 국가는 피해자의 소극적 손해를 넘어선 부분에 대하여까지 가해자에게 청구하고 있다. 이러한 실무는 국가가 소송에서 피해자의 소극적 손해를 주장·증명하는 것으로 개선되어야 한다. 한편, 국가는 단지 소송에서 승소하기 위하여 피해자의 나머지 채권을 강제로 양도받고 있다. 이는 피해자의 정당한 권리행사를 방해하는 것으로 하루빨리 중단되어야 한다.

        공구형상 최적화 및 비자성체의 자가연마 특성 연구

        The magnetic abrasive polishing (MAP) process is used to achieve the nano-meter grade polishing results on flat or complicated surface. In previous study, polishing the stainless steel plate which is a non-magneto-material was tried. To polish non-magneto-materials using the MAP process was very difficult because the process was fundamentally possible by the help of a magnetic force. Therefore, it had lower efficiency than magneto-materials such as SM45C. In this study, optimization for tool geometry of the MAP was performed to improve the magnetic force between tool and workpiece. Moreover, a permanent magnet was installed below the non-magneto-material to improve the magnetic force. And then the design of experiments was carried out to evaluate the effect of the MAP parameters on the polishing results.

        In this study, computer applied engineering (CAE) technology are fully used to conduct structural analysis of polymerization reacting unit. Static and heat transfer analysis are conducted based on finite element method with ANSYS Workbench The used reacting unit is demanded to be safety resistance for inner pressure. This study evaluates safety resistance for inner pressure. And heat transfer analysis is performed to apply good heating and cooling condition for design of reacting unit. Lastly, geometry optimization is performed using ANSYS Workbench. The results are applied to geometric dimension of polymerization reacting unit.
