The purpose of this study was to reduce the factor of construction delay in the owner's aspect by analyzing the actual condition of field supervision positively such as construction delay sample and process at the distressed company's construction site. As we analyze the examples of construction delay and reopening into various types, to minimize construction delay after the dishonor of a contractor we propose "Cooperation and reliance fixing between the contract parties through the improvement of order method, Contracting system and Construction management system".
하도급대금 직접지급에 대한 쟁점판례 분석 -공공 건설공사를 중심으로-

The public construction industry in Korea involves a variety of stakeholders, encompassing multiple layers of contractual relationships that crisscross between the State as project client and the contractors, as well as subcontractors. In such a hierarchical landscape, managerial crises of contractors involving bankruptcy or insolvency can result in unexpected damages for both clients and subcontractors. Accordingly, the applicable legal framework requires project clients to act as patrons in relation to making payments to subcontractors, and stipulates provisions pertaining to direct payments to subcontractors in order to promote the balanced development of the national economy in terms of the public interest by protecting small and medium-sized businesses working as subcontractors for large businesses. However, the relevant legal documents provide for different payment criteria and procedures from document to document, and leave room for variations in the interpretation and construction of applicable provisions, which leads to disputes and discrepancies in court rulings. For this reason,it is necessary not only to compare and analyze statutory provisions pertaining to direct payment to subcontractors, but also to review issues of contention in actual cases. This study aims to analyze issues in cases involving payment to subcontractors from the perspective of the project client overseeing and supervising the construction business. The conclusions from such an analysis will help to effectively resolve subsequent cases of a similar nature by suggesting a strategy to improve the relevant statutory provisions pertaining to direct payment to subcontractors. 우리나라의 공공 건설 산업은 다양한 이해관계자로 구성되어 있다. 발주자와 수급인, 수급인과 하수급인간의 중층 구조로 이루어져 있으며, 발주자인 국가와 수급인과의 계약관계 및 수급인과 하수급인과의 관계로 이루어져있다. 이러한 계층 구조에서중간 역할을 하는 수급인의 파산, 부도 등의 경영위기는 발주자 및 하수급인에게 예측하지 못한 피해를 가져오게 된다. 이에발주자에게 하도급대금 지급에 대한 후견적 지위를 부여함으로써 대기업인 수급인과 하도급 거래 관계에 있는 중소기업자를 보호함으로써 국민 경제의 균형 발전이라는 정당한 공익실현을 위하여 하도급대금 직접지급 관련 내용을 법령에 규정하였다. 그러나 관련 법령마다 지급기준과 지급방법이 다르고 법령해석에 있어 차이가 있기 때문에 분쟁이 많고 또한 판결 내용에도 차이가 있다. 따라서 직접지급 관련 법령의 비교, 분석뿐 만 아니라 이들의 실제 적용사례 중 쟁점이 되었던 사안에 대한 검토가필요하다. 본 연구의 목적은 건설 사업을 관리, 감독하는 발주자의 입장에서 하도급대금 지급과 관련한 쟁점판례를 분석하는 것이다. 이는 향후 하도급대금 지급 관련 법규의 개선 방안을 제시, 관련 분쟁 발생 시 효과적인 해결에 도움을 줄 것이다.
Quantification of Feng-Shui Principles in the Design of Korean Houses

Although Feng-Shui has been widely used in architecture and urban design and planning for thousands of years, it has not been properly studied as a scientific and thus rational approach. Feng-Shui has been recognized as an environment-friendly design and planning method in recent years due to its thoughtful consideration on the harmonious relationship between architecture and the natural environment. This study investigates its major principles and techniques that have been widely used in the design of houses through previous relevant researches. Then, the principles and techniques that are relevant to the residential uses are indexed for the quantification of Feng-Shui. Ten Feng-Shui indices are formulated and each index is quantified to make five points for a perfect match. These indices are then tested on three different types of house in Korea, namely traditional Korean houses, contemporary Korean style houses and contemporary architects’ houses. The result shows that the first type of house records the highest Feng-Shui points and then the second and third types in that order. This result convinces us that the Feng-Shui indices can very effectively represent the degree of environmentally friendly design.

유도탄 탄약고와 발사관(또는 저장 용기) 내부의 적정 저장 습도는 전자/기계 부품의 부식과 시효성 품목의 물성 저하를 방지하여 유도탄의 수명 연장 여부를 좌우하는 요소이다. 본 논문에서 철의 부식 속도가 급격히 증가하기 시작하는 경향을 고려하여 탄약고의 적정 저장 습도 기준을 제시하였고, Peck’s moisture model의 계산 결과와 실제 군에서 유지하고 있는 저장 습도 사례에 따라 발사관 내부의 적정 습도 기준을 제시하였다. The proper storage humidity in missile magazine and launch tube(and/or storage container) is very important factor that prevents the corrosion of electronic/mechanical components and deterioration of physical/mechanical properties of the energetic components, and affects the service life extension lifetime. In this paper, the proper storage humidity standards of inside the missile magazine and launch tube(and/or storage containers) is suggested.
Aero Wiper Blade의 지지점 위치와 Vertebra 두께에 따른 최적화를 통한 누름압 해석

This analysis is on a purpose of developing a wiper blade with it"s reliability and finding an optimal wiping condition having consistent pushing pressure to improve it"s efficiency. It is also to analyze the pushing pressure by optimizing a vertebra’s thickness and to come up with an excellent positioning condition to press consistently the glass with an even distribution of the load when wiper blade is on the parking position of windshield. Before examining whether it is properly distributed to fulfill a design standard, it first understand the factors that affects pressing pressure of proper distribution. It finally concludes to the optimal condition by analyzing composition factor and constructing features and by using the experimental plan method of the thickness of vertebrate and the supporting points which affect pressing points by an equal distributed load. we can improve the quality of windshield wiper by achieving the most suitable character to wipe.
실험계획법을 이용한 차량 Wiper Arm Head 의 형상 최적화

The role of arm head is to connect module assembly and arm assembly in automobile's wiper system. It has to meet the design standard of the fracture torque when assembling arm head, pivot shaft and nut. In order to satisfy the fracture torque of arm head to identify primary factor which is effected fracture torque by contact with the nut and shaft and to optimize by using design of experiment (DOE). In this study determine the five arm head which had a similar form of wiper system and the primary factor that has effect on the fracture torque set up 4 factor 2 level of table of orthogonal arrays at this time, fracture torque defined the objective function. Calculated results made a main effect graph and interaction graph in Minitab. And the shape optimization of the arm head is satisfied fracture strength of design standard.
