한반도 주변의 영해기점 및 기선에 관한 연구 - 한국, 중국, 일본을 중심으로

The countries are trying to expand the sea limit such as the territorial sea, fishing zone or the exclusive economic zone as far as the Law of the Sea permit to do for the benefit of their national interest. Especially, they are eager to claim the base point where it locates far from the coastline even if it is uninhabited island or reef under the sea. The baseline has been claimed to maximize the territorial sea. Another way to expand the sea limit is to lower the vertical datum to change the land limit. China claimed Dongdo which is located about 79 miles far from the coast as the base point. Japan also claimed many uninhabited island or the reef which is located very far from the coast such as Okino Dorishima. As Korea is the party who negotiate the maritime limit with Japan and China, we should be keen and sensitive on the issues claimed by neighboring countries in terms of base point and the baseline. This paper is to review the characteristics of the base points or baselines of neighboring countries and to suggest the views how to maintain and to relocate our base points. As western coast of Korean peninsula is one of the largest tide fluctuation zone in the world, with long tidal record to prove the vertical datum adjustment, Korea can find the way to lower the vertical datum especially in Yellow Sea. So, major and critical tidal station has to be set up along the western coast to verify tide fluctuation record which can be met with international standard. 각국은 유엔 해양법 협약의 규정 하에서 자국의 영해, 어업수역, 배타적 경제수역을 확장할 수 있는 방법을 모색하고 있다. 이를 위한 노력은 두 가지 측면에서 나타나는데 그 하나는 기점을 최대한 해안선에서 멀리 떨어진 곳으로 정하는 것과 다른 하나는 수직기준면의 조정이 자국의 수역확장에 도움이 되는가에 대한 분석과 자료수집이다. 우리나라는 유엔 해양법 협약의 발효에 따라 1996년부터 꾸준히 영해를 마주보고 있는 일본 중국과 해양경계 획정 회담을 해 오고 있으나 한 일, 한 중 간의 해양경계협정에 많은 장애가 있으며 그 과정에서 우리나라의 해역확장을 위해 기점과 수직기준면 설정이 매우 중요하며, 이에 대한 철저한 대비가 필요하다. 본 논문에서는 인접국의 기점과 기선관리 실태를 파악하고 문제점을 분석하고 우리나라의 기점과 영해확장을 위한 방안을 모색하였다. 직선기점의 설정과 관련하여 국제해양법 협약에 위배되지 않으면서 영해확장을 도모할 수 있는 기점에 대한 검토와 국제수로기구(IHO)에서 권장하는 수직기준면에 대한 검토는 우리나라의 영해확장을 위해 반드시 필요하다. 이는 경계획정 회담에서 우리나라의 영해 획정의 기술적인 근거가 될 수 있다.
고용유지율 측면에서 본 장애인창업지원의 이해와 활성화 방안연구 - 장애인창업지원 과정의 전달체계와 지도원리에 따른 미래가치 중심으로 -

The 'small business' start-up has been treated indifferently in our vocational rehabilitation field. Nowadays, the introduction on the practice site is attempted really by means of the vocational rehabilitation according to a recent large interest and necessity of the first line agency of welfare. In this paper, we reviewed considerations which part of focus contributes the activation of the vocational rehabilitation fields when it is possible that persons with disability make long-services by themselves and do the independent living in the professional career development sides; we do about necessity to introduce and activate the part of the 'small business' start-up of the vocational rehabilitation field at professional career development dimensions with the individual development ability strengthen process. We studied the effects of things to be considered at the vocational rehabilitation on-site and alternations under the practical spot at the self-employment maintenance rate by analyzing collectively our results of 'small business' start-up assistance at the community facilities and the actual condition investigation for workers with disabilities of the Korea Employment Promotion Agency for the Disabled. 우리나라 직업재활분야에서 소홀하게 다루어온 자영업창업은 최근에 시대적인 관심과 일선기관의 필요성에 따라 직업재활의 한 방법으로써 실천현장에서의 도입이 본격적으로 시도되고 있다. 본고에서는 현재 우리나라에서 장애인 스스로가 장기근속이 가능하게 하고 직업(경력)개발 측면에서의 독립생활로 이끌어내고자 할 때에, 어떤 부분에 포커스를 두고 접근하는 것이 직업재활사업의 활성화에 기여하는가에 관한 고려사항에 대하여 검토하였다. 즉, ‘고용기회의 확보로써 직업개발’과 ‘노동가치의 전문성 향상을 위한 직업경력개발’의 방안으로 창업이라는 ‘개별 역량강화’과정을 고용유지율 측면에서 살펴보았다. 이는 한국장애인고용촉진공단의 장애인근로자실태조사와 필자가 지역사회이용시설에서 창업지원을 실시한 결과를 종합적으로 분석하여 직업재활로써 창업지원을 적용하고자 할 때에 직업재활현장에서 고려할 사항과 고용유지율로 본 실천적 현장중심의 대안을 제시함으로서 그에 대한 효율적 효과성을 살펴보았다.
Biomechanical Analysis on Taekwondo Apkubi(Forward Stance) Motion Depending on BOS Types

This study investigated the affect of stance length and its relationship to the effectiveness of the forward stance. 5 Poomsae players participated in this study. The kinematical data of the preparation motion of a downward block in forward stance, then stepping into a mid section punch was recorded by 6 cameras at 60 field/sec. While the groundforce reactions were measured by 2 force platforms. Data was collected by Kwon3D XP Motion Analysis Program and here are the following conclusions. There are three forward stance types of width between right foot and left foot. Type 1 : Foot length, Type 2 : Hip width, Type 3 : Shoulder width 1) For motion practice duration, it was found that Type B took shorter duration at trunk punch phase than other two Apkubi types. That is, it is found that Type B is most appropriate Apkubi type for trunk opposite punch. 2) For COM displacement, it was found that Type A showed longest movement in vertical direction(z axis), and Type C showed longest movement in medial-lateral direction(x axis), but showed shortest movement in anterior-posterior direction(y axis). 3) For angle between right and left foot, it was found that Type A, B and C recorded 8.1°/7.6°, 17.4°/17.6° and 25.6°/27.5°respectively. Here, it is estimated that Type A is more unstable than other two types because the COM of Type A is located on lateral side of BOS. 4) All of 3 Apkubi types showed similar ankle/knee/hip joint angles. For toe out angle, Type B showed similar aspects to Type C, while Type A showed external rotation of foot almost twice wider than other two Apkubi types, which indicates that Type A is more vulnerable to opponent's attack than other two types. 5) For the maximum velocity of left hand arae makki and right hand punch, Type B recorded highest velocity of all. Thus, it is found that Type B is most appropriate Apkubi type for arae makki and punch. 6) Despite no significant difference in vertical and resultant ground reaction force among 3 Apkubi types, there were significant differences in anterior-posterior and medial-lateral ground reaction force among them, i.e. it is found that Type B shows lighter forward step and smoother COM displacement than Type A and C.
