2002년 남북정상회담을 계기로 남북간의 경제협력이 본격화 되고 있다. 그 동안 남북 철도, 도로 연결 및 금강산관광사업 등이 꾸준히 추진되어 왔으며, 2004년부터 개성공업지구 개발사업이 본격적으로 추진되고 있다. 통일신라후 후삼국의 혼란을 극복하고 발해의 유민을 받아들여 민족의 통일을 이루었던 고려는 외세의 힘을 빌리지 않는 자주적인 통일국가로서, 단일민족국가의 기틀을 마련하고 민족문화의 기반을 다져나가면서 한치 앞도 분간하기 어려운 국제정세 속에서 뛰어난 현실감각으로 세계에 맞선 국가였다. 이러한 고려의 옛 수도인 개성에 남과 북이 힘을 합쳐 경제공업지구를 개발하고 있다는 점은 시사하는 바가 크다고 할 것이다. 개성공업지구의 성공은 한반도에서 평화와 번영의 시대를 열어 온 겨레의 염원인 통일을 한 걸음 앞당길 것이다. 개성공업지구의 의의, 개발계획, 투자여건, 개발에 따른 기대이익, 개발현황등은 개성 공업지구관리위원회 김기혁 부장님의 앞선 발표에서 다루었다. 여기서는 개성공업지구를 둘러싼 제반 법률적 환경의 현황에 대해 살펴보고, 개성공업지구를 둘러싼 법제정비사업의 의의 및 법제정비사업의 향후 과제에 대해 살펴보고자 한다(개성에서 글을 작성하는 이유로 정식 논문 형식을 갖추지 못하게 됨을 양해해주시기 바랍니다). Gaeseong Industrial Complex, inter-Korean cooperation project area, has various laws and policies to ensure stable development of this zone. The laws regarding operation of GIC zone can categorized into inter-Korean agreements, South Korean laws, North Korean laws and international laws according to subjects of laws. While the previous cooperation projects were just about simple product trading, the GIC project will make two Koreas establish relations in all respects. Thus there are possibilities that unexpected legal problems will emerge because of different laws and systems of two Koreas, and inter-Korean agreements, North Korean laws(Gaeseong Industrial Zone Act) and South Korean laws will be applied to the GIC zone, conflicting and harmonizing with one another. The vital criteria for success of the GIC are building material infrastructure and arranging overall legal system regarding the zone. Because the economic system with elements of market economy like property ownership, independently operating companies, and taxation system will be realized within the GIC, laws and institutions regarding the GIC will be arranged considering interchangeability with South Korean laws and the characteristics of the zone. The arrangement of system and its operation will suggest the implication to study and development of inter-Korean legal integration.

고령층 일자리연계를 위한 드론테크산업 교육에 관한 연구

최근 무인항공기를 지칭하는 드론 관련 산업이 미래를 이끌 신산업으로 부상하고 있으며, 이러한 현상은 카메라, 게임기 등의 역할을 하고 있는 스마트폰의 활용 현상과 같이 개인의 드론 활용도 급속도로 확산될 것으로 예측된다. 군사적 목적으로 로봇 비행체로만 인식되었던 드론이 이제 어른들의 장남감 또는 항공영상 등에 활용됨으로써 일상 생활에 근접하고 있는 실정이다. 이 논문에서는 고령화 인력을 드론테크 산업에 유입하여 활용할 수 있는 교육 방안 제시에 주요 목적이 있다. 드론의 조종 기술, 항공촬영 등이 고령층 인력의 교육을 통하여 현실적으로 고령층에게도 유용하다는 사실이 검증됨으로써, 고령층의 일자리 창출로 연계될 수 있는 결과를 보인다. Recently, the drone industry rapidly rises to the surface as the new market leading the future, and it seems that the hot UAV drone market shows the similar trend to that of the smartphone. It is expected that the individual application of the drone is quickly diffused as the smartphone roles of camera and game player with the communication medium. For example, the drone is developed mainly as war weapons, but now it is getting close to our real life as the toy or tool for the aerial photography. In this paper, we studied the education for how to bring the aging population to the drone industry. Previously, the controlling skill and taking aerial photography seemed to have nothing to do with citizen seniors. However, we develop the education for try to show any positive relationship between those, in this paper, thus creating more job opportunities for them.

A회사에 대한 역량중심의 교육체계 수립에 대한 연구 : 영업관리(영업 딜러) 중심으로

The purpose of this study is to establish a training system concentrating on competency for the sustainable increase in sales results of sales management employees(dealers) of Company A. In doing so, this study established a “5 STAR Competency Model" appropriate for Company A based on information on relevant industries and internal documents of Company A small and medium-sized enterprises and interviews of management-level executives. Strengths and weaknesses regarding competencies and behavioral indicators and competencies based upon the sales results and number of years of employment of sales managers have been identified through a survey on 13 points of competency and 56 behavioral indicators based upon major points that have been derived from the above analysis. Furthermore, based on such findings, this study establishes the direction for an educational training system concentrating on competency and proposes a educational training system comprised of a general courses, required courses and optional courses by categorizing them into different levels in line with the sales results and number of years of employment of sales managers. Required courses are comprised of results-based subject matters and is set up as an educational system of four educational courses including the introductory course. On the one hand, it is made up of a total of four courses that are generally apply to sales managers (dealers) of Company A, regardless of their sales results and number of years of employment. In addition, the optional courses are made up of four courses based on knowledgeability of products, intended to distinguish the sales managers based on their number of years of employment and, through consulting, the competency-based educational system for sales managers (dealers) of Company A has been established which is composed of a total of thirteen courses with three areas (general courses, required courses and optional courses). A사의 영업관리(딜러)자들에 대한 지속적인 성과 향상을 위한 역량중심의 교육체계 수립을 위하여 관련 산업과 A사의 전략․동종업계 자료․내외부 문헌분석․SME 및 경영진 인터뷰들을 통하여 A사만의 ‘5 STAR 역량 모델(자기효과성, 고객 컨설턴트, 조직성과, 기업가, 기술지식)’을 정립하여 13개 역량과 56개 행동지표에 대한 설문진단을 통하여 영업관리(딜러)들의 근무연수 및 성과 중심의 역량과 역량별 행동지표별에 대한 강점과 약점을 도출하였으며, 이를 기반으로 하여 역량중심의 교육체계 방향성을 정립하고 영업관리(딜러)자들의 성과와 근무연수와 연동하여 Level(4단계 구분)를 구분하여 공통과 필수 및 선택과정에 따른 교육체계도를 수립하여 제시하였다. 필수과정은 성과중심에 의한 내용으로 입문과정을 포함하여 4개 교육과정으로 교육체계도를 정립하였으며, 성과와 근무연수와 관계없이 A사 영업관리(딜러)자들이 공통적으로 적용되는 4개 과정으로 구성되었으며, 선택과정은 제품지식을 기반으로 근무연수별 차별화 전략으로 4개 과정으로 하여 본 컨설팅을 통해 A사의 영업관리(딜러)들의 역량중심 교육체계도는 총 13개 교육과정에 3개영역(필수․공통․선택)으로 구성하여 정립하였다

Faraday 반사경을 이용한 광섬유형 전류센서의 안정화

편광분석법을 이용한 광섬유형 전류센서를 구성하여 다양한 전류측정 실험을 행하였다. 잔존 선형복굴절의 영향을 최소화하기 위하여 광섬유 센서 코일의 한쪽 끝에 Faraday 미러를 장착하였으며 일반적인 미러를 사용하는 경우와 출력의 안정성을 비교분석 하였다. 센서코일에 변형을 가하는 경우나 장시간에 걸친 안정성 실험에서도 Faraday 미러를 사용하는 경우에 출력의 안정성이 현저하게 증가함을 알 수 있었다. We developed a polarimetric fiber-optic current sensor using a length of twisted fiber and a Faraday rotator mirror which was used to suppress the linear birefringence effect. A gold coated mirror was also used as the sensor coil reflector, and the results were compared with the case of FRM. From the experimental results, it is clear that the FRM greatly enhances the stability of the fiber optic current sensor output..
